Dubai: The Dubai Government Human Resources Department (DGHR), in partnership with SHL Middle East, hosted a graduation ceremony for 100 HR professionals from various government entities. These individuals had successfully completed a specialised training program focused on enhancing the capabilities of HR specialists within Dubai Government in the areas of talent management and analytics. The event witnessed participation of officials from DGHR, SHL, and a number of partner government bodies.
The ceremony highlighted the strong collaboration between DGHR and SHL Middle East, which was formed to provide dedicated consulting and training services in the field of human resources. This partnership is aimed at certifying professionals in behavioural competency assessment, strengthening their skills in talent management with the help of advanced technologies and aligning with international best practices.
H.E. Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, stated: "This comprehensive program highlights the Dubai Government's continuous dedication to developing national talent and empowering them with cutting-edge tools to drive government transformation. It focuses on enhancing the capabilities of government professionals through advanced behavioural competency assessments, ensuring that government entities are prepared to meet future demands. Conducted twice a week from April 30 to June 17, 2025, the program brought together employees from 37 government entities, making it one of the most extensive specialised training initiatives in talent management and analytics across Dubai. Participants gained valuable insights into key government competencies, preparing them to help shape a future-ready workforce. Upon meeting the program's rigorous standards, the graduates also received an internationally accredited certification from the British Psychological Society (BPS).
The event highlighted the success stories and personal experiences of the participants, showcasing the program's positive impact on their professional growth. It also reaffirmed the strong partnership between the Dubai Government Human Resources Department and SHL to deliver more training initiatives in future. These upcoming programs will focus on equipping government employees with advanced capabilities, promoting greater adaptability and innovation to overcome the challenges of the future.

From hyper-personalised phishing emails to ransomware attackers leaking stolen data before encryption, cyber threats in the banking and financial sectors are growing faster than many institutions can adapt. At the FutureSec Summit 2025, hosted by Khaleej Times in Dubai on Wednesday, cybersecurity leaders warned that even tightly regulated sectors, such as BFSI (Banking, Financial Services, & Insurance), are now facing more complex, intelligent, and coordinated cyberattacks. "More than 95 per cent of cyber incidents still begin with social engineering," said Hala Elghawi, Regional Cybersecurity Risk Specialist. "Phishing emails have become highly sophisticated, especially with AI-generated spear phishing. These are tailored to specific individuals, making them incredibly hard to detect — even by trained professionals." Elghawi added that traditional ransomware attacks have evolved into what experts are calling triple extortion tactics: "Attackers now first exfiltrate data and leak it online, then encrypt systems, and finally demand ransom. If companies hesitate, they escalate by threatening to publish or sell the data. The pressure is intense." She also pointed to the rising availability of malware-as-a-service platforms, which have made it easier and cheaper for less technically skilled actors to launch serious attacks. Regulation, culture, and AI While regulation in the UAE is evolving rapidly, experts emphasised that compliance alone is not enough. "The Central Bank of the UAE took a very forward-looking step in 2024 with two key regulations," said Rohit Bajpai, Head of Internal Audit at Gulf Islamic Investments. "One was the introduction of open finance rules, extending data-sharing frameworks to insurance firms under customer-consent models. The second was a regulatory sandbox that allows firms to safely test AI and digital tools in a controlled environment." These shifts, he noted, create an environment that fosters innovation without compromising risk controls. But according to Linoy Kidd, Chief Information Officer at HSBC MENAT, the human element remains just as critical: "Cybersecurity must be part of the organisational DNA. It's not just about XDR or MFA. It's about accountability at every level, first line, second line, and third line of defence," she said. "Training, awareness, and a culture of vigilance are just as important as technology." Multi-cloud chaos Expanding the conversation beyond finance, Georges Farah, Head of Container Security for Kaspersky (Middle East, Turkey, and Africa), echoed that the shift to hybrid and multi-cloud environments is creating serious visibility challenges. "With every additional cloud provider, you get more flexibility but also more blind spots," Farah said. "Only about 51% of organisations today say they have fully unified visibility across their infrastructure. That's where attackers thrive." He cautioned against a common mistake: trying to enforce the same low-level configurations across different cloud providers. "You need a top-down approach," he explained. "Start with master policies in plain English, what data needs to be protected and why—then translate those into cloud-specific tools and configurations. Automate what you can, but make sure it's strategic, not reactive." Despite the evolving threat landscape, speakers expressed optimism that AI could be as much a solution as a risk if adopted correctly. "Machine learning lets us detect threats faster, identify patterns, and even automate containment," said Elghawi. "Instead of replacing people, it should free them to focus on strategy and innovation."

Etihad Credit Insurance (ECI), the UAE's federal export credit company, announced the impact of its 'Xport Xponential' programme, which has helped raise AED 174 million in funding to support the growth of SMEs, during the closing ceremony of the programme. The working capital was raised with the support of four of ECI's banking partners: First Abu Dhabi Bank, Commercial Bank of Dubai, Ajman Bank, and Al Maryah Community Bank. ECI also remains committed to securing similar funding and capital for SMEs in collaboration with its other banking partners. The programme's closing ceremony was held under the patronage of Abdulla Bin Touq Al Marri, the Minister of Economy and Chairman of the Board of Directors of Etihad Credit Insurance. The event aligns with the Ministry's mission to develop a flexible future economy and robust entrepreneurial ecosystem by facilitating investment and talent attraction. Bin Touq stated: 'The 'Xport Xponential' programme plays a pivotal role in advancing the UAE's ongoing efforts to increase the contribution of small and medium-sized enterprises to the country's non-oil GDP. It also directly supports the objectives of the 'We the UAE 2031' national strategy, which aims to increase non-oil exports to AED 800 billion and expand foreign trade volume to AED 4 trillion by the next decade. Moreover, with export and re-export activities between the UAE and countries with which we have Comprehensive Economic Partnership Agreements (CEPA), already exceeding AED 390.5 billion, the initiative leverages existing trade momentum to help SMEs unlock the untapped potential of these markets, particularly as the UAE continues to expand its economic and trade partnerships with key strategic markets worldwide.' On her part, Raja Al Mazrouei, CEO of Etihad Credit Insurance, highlighted ECI's role in empowering UAE-based businesses to compete on a global level. She stated that 'Xport Xponential' serves as a dynamic platform for local businesses and potential importers to connect. Al Mazrouei further stated that the programme identifies high-potential export markets for a wide range of products, allowing small businesses to expand globally with greater ease and confidence. The 'Xport Xponential' programme was launched to fulfil the dual objectives of catalysing SMEs' global expansion and driving SME financing with the help of partner banks. It was introduced during the third edition of 'Make It in the Emirates' (MIITE), held in May 2024, with the aim of accelerating the global expansion of UAE-based SMEs by offering financial support and ensuring their export readiness through innovative trade finance and credit insurance solutions. As many as 42 companies applied for the programme, out of which 10 were shortlisted based on rigorous evaluation criteria. These companies have collectively generated AED 2.1 billion in turnover to date and are now targeting expansion into four key markets—Indonesia, India, Saudi Arabia, and Oman—with a combined export potential of AED 31.3 billion over the next four years across ten vital sectors. Implemented in collaboration with 19 strategic partners, the programme exemplifies ECI's role in driving sustainable economic growth by connecting businesses with international opportunities and tailored trade finance solutions. Since the programme's inception, ECI's partnerships with government entities and banks have increased by 27 per cent, reflecting its role in nurturing a robust export-enablement ecosystem that connects the public and private sectors under a unified vision. Partnerships with leading financial institutions have helped facilitate consistent, reliable support and access to growth-oriented funding for UAE SMEs. ECI also hosted a workshop in January 2025 to offer the selected companies' essential tools and resources, further supporting their export growth journey. In addition, these companies belong to diverse economic sectors, showcasing the program's wide-reaching impact across key industries. Xport Xponential's vast partner list features 19 key strategic partners, including both federal and local entities, which are: the Abu Dhabi Department of Economic Development, Khalifa Fund for Enterprise Development, Dubai Department of Economy and Tourism, Dubai Airport Free Zone, Sharjah Chamber of Commerce and Industry, Ajman Department of Economic Development, Ras Al Khaimah Economic Zones, as well as Fujairah Department of Industry and Economy. The Qatar Investment Authority and Canadian asset manager Fiera Capital have launched a $200 million fund to boost foreign and local investment into the Gulf state's stock market, QIA said on Wednesday. The fund was announced just days after a major escalation in tensions in the Middle East after Iran on Monday fired missiles at a U.S. military base in Qatar in response to U.S. attacks on Iranian nuclear sites. The Fiera Qatar Equity Fund will be structured as a daily-dealing mutual fund, and QIA - the country's $500 billion sovereign wealth fund - will be its anchor investor, it said in a statement. "Attracting overseas asset managers to invest in Qatar equity will fuel market participation and help to diversify and broaden the market," QIA Chief Executive Mohammed Saif Al-Sowaidi said. Qatar is one of the world's biggest exporters of liquefied natural gas. Like other Gulf oil and gas exporters, it is trying to diversify its economy away from hydrocarbons, and attract increased foreign investment. While neighbours Saudi Arabia and the United Arab Emirates have experienced an IPO boom in recent years, market insiders have attributed the lack of Qatari deals to the impact of the COVID-19 pandemic and the country's focus on the 2022 World Cup. The tie-up with Toronto-listed Fiera Capital, which had $117 billion in assets as of March 31, is part of the QIA's broader initiative to establish partnerships with global asset managers who have a Gulf focus, as well as local asset managers. They include Ashmore Group, which has launched a $200 million fund with the QIA and last month opened a Doha office. Following this week's escalation, a ceasefire between Iran and Israel was announced by Washington.
