Jordan launches national framework for inclusion, diversity in education with UNESCO

AMMAN — Under the patronage of HH Prince Mired Bin Raad, chief chamberlain and president of the Higher Council for the Rights of Persons with Disabilities (HCD), and in cooperation with Minister of Education Azmi Mahafzah, Jordan has launched the National Framework for Inclusion and Diversity in Education.
Developed with UNESCO's support, the framework provides key guidelines for creating an inclusive education system, highlighting necessary components, roles, responsibilities, and available resources for educators in Jordan, according to a UNESCO statement.
Secretary-General of the Ministry of Education for Administrative and Financial Affairs Sahar Shakhatrah, who deputised for Mahafzah, stressed that Jordan, under the Royal directives of His Majesty King Abdullah, is witnessing a "qualitative" shift and making "significant" progress in the field of the rights of persons with disabilities in general and the right to education in particular.
She underscored the ministry's commitment to creating a better reality for persons with disabilities, enabling them to enjoy their independence and freedom based on equity, equality and equal opportunities.
The secretary-general expressed her appreciation for UNESCO and supporting partners, saying: 'This framework will significantly contribute to improving resource allocation, enhancing coordination and strengthening inclusion within Jordan's education system.'
UNESCO Representative to Jordan Noha Bawazir commended Prince Mired and Mahafzah for their leadership, and the Kingdom's long-standing commitment to ensuring quality education for all learners.
'The framework not just reaffirms Jordan's commitment to inclusive education but also provides helpful directives to ensure that existing commitments can be actionable and impactful,' said Bawazir.
In June 2022, Jordan endorsed the Jordan Declaration on Inclusion and Diversity in Education, which identified 10 vulnerable groups at risk of exclusion, according to the statement.
This framework builds on that declaration and supports ongoing education commitments and reforms, including the Education Strategic Plan (2018-2025), the 10-year Inclusive Education Strategy and Jordan's Economic Modernisation Vision.
The framework consolidates all commitments and plans related to inclusion and diversity in education in Jordan, providing a policy framework and foundations for technical and operational guidelines at various levels (central, directorates in the field, and schools) to enhance guidance and implementation monitoring.
The framework also sets the stage for future operational guidelines aimed at promoting inclusive education for children with disabilities and ensuring the full participation of all learners. The Ministry presented its dissemination plan for the Framework during the launch event.
The development of the framework was a collaborative effort involving key stakeholders, led by the Ministry of Education, with the HCD, the ministries of health and social development, development partners, UN agencies and inclusive Jordanian schools.
This collaboration ensures that policies and practices align with every child's right to education, reinforcing the principle of equal opportunities for all.
This launch coincides with Jordan's upcoming co-hosting of the Global Disability Summit with Germany and the International Disability Alliance in April 2025.

Kliptown memorial commemorates the Freedom Charter of principles that guided the fight against apartheid (AFP photo) SOWETO, South Africa — In the shade of a tree on a sunny day, Isac Matate set up a rickety bookstand in a ragged square that was once a beacon for the struggle that ended apartheid in South Africa. Some of the books that Matate packed into the shelves held together with rope touched on the themes of the landmark: Political history, black consciousness, the site in Kliptown outside Johannesburg commemorates the Freedom Charter of principles that guided the decades-long fight that ended white-minority rule in 1994. Around 3,000 people of all races gathered here in a historic act of defiance 70 years ago to draw up the charter, which inspired the liberation movement and lives in the text of the post-apartheid constitution. Its principles, such as "The People Shall Govern", "All Shall Enjoy Equal Human Rights" and "There Shall be Work and Security", are written out around what was meant to be an eternal flame. But the flame has long been dead and the memorial -- included last year in UNESCO's World Heritage Sites of "outstanding universal value" -- is today in a state of neglect, vandalism and filth. "Kliptown square is in a horrible, decaying state. It is getting worse by the day," said local resident Sphamandla Matyeni, who was perusing the titles on Matate's bookstand. "It speaks of the fact that we do not treasure and protect what is deeply special to us as South Africans," he said. Congress of the People When Matate opened his bookshop after the memorial was inaugurated in 2005 by President Thabo Mbeki, his store was in a business complex built around a brick tower that once housed the "flame of freedom". It was a busy time with busloads of foreign tourists arriving every day, eager to learn about the struggle that ended apartheid just years before and see where its guiding text was adopted in June 1955 at the "Congress of the People".Business boomed, Matate said. There was a hotel, an eatery and a conference centre."I sold books to people who attended events during the day and night," Matate said. "Now the square has disappeared to a point of no return." The business centre is stripped of its roof, electricity and plumbing. When the businesses moved out, the homeless moved in. Matate moved his bookstore outdoors, under a tree and reduced to just some shelves. Sales plummeted. "My wife left when she saw I couldn't provide for my family," he told AFP. Known officially as the Walter Sisulu Square of Dedication in honour of a hero of the anti-apartheid struggle, the monument is listed by UNESCO as one of 14 "Nelson Mandela Legacy Sites" of "human rights, liberation and reconciliation". Downhill Post-apartheid South Africa has battled to realise some of the aspirations of the Freedom Charter, with the legacy of racial inequality keeping the country's levels of economic disparity among the highest in the world. As people weaved between taxis beeping for customers on a bustling street nearby, resident Smangele Mashiya said the Kliptown memorial's fortunes were hurt by the international shutdowns during the Covid-19 pandemic. Then in 2021 local political unrest "pushed it further downhill", he said. As locals bemoan the lost opportunities of having a key landmark in their neighbourhood, a spokesman for the Johannesburg Property Company, which manages the site, told AFP it was appointing a team to oversee its "adaptive reuse and regeneration". "This place played an important role in our lives as young people," said tour guide Jabulani Nzimande. "I started doing my walking tours here a long time ago and through that I was able to get the opportunity to do the training course," he said. "But visitors are not coming here like they did before," he said, citing fears of mugging as one of the problems. "We work voluntarily with the local police to keep the square safe," he said. His Majesty King Abdullah II on Thursday met with representatives of government organisations and companies in Texas, to discuss investment opportunities in Jordan and enhance economic cooperation in strategic sectors. The meeting included CEOs and representatives of companies operating in energy, defence, high-value industries, real estate, infrastructure, technology, and future industries such as semiconductor manufacturing. Texas is the eighth largest economy in the world with a GDP of $2.7 trillion, and is a leader in many industries and exports. During the meeting, attended by His Royal Highness Prince Hashem bin Abdullah II, His Majesty expressed Jordan's readiness to strengthen its strategic partnership with the United States and expand economic cooperation in priority areas for the benefit of both countries. The King highlighted the rapid growth of Jordan's economy, noting that the Kingdom is focusing on investment opportunities in high-value sectors such as green hydrogen, gas, renewable energy, natural minerals, digital services, and innovation, in line with the Economic Modernisation Vision. His Majesty also spoke about Jordan's advantages as an investment destination, including low manufacturing costs, supportive legislation, a skilled labour force, and free trade agreements that allow products to reach a large number of global markets. The King said Jordan's prudent fiscal policies and advanced infrastructure enhance the country's economic competitiveness and ability to build effective partnerships, attracting global technology companies to invest and expand operations in the Kingdom. His Majesty also highlighted promising opportunities for investment in a number of mega infrastructure projects, as well as healthcare, tourism, and education projects. The meeting included representatives from Chevron Phillips Chemical, Eco Power Crypto, Cirrus Logic, Exela Technologies, Advanced Micro Devices, Texas Venture Alliance, Arbisoft, Hillwood – a Perot Company, Big Sky Medical, Hylio, Bell Flight, Saronic Technologies, Wheatly Consulting, and Raytheon Technologies. Director of the Office of His Majesty Alaa Batayneh, Jordan's Ambassador to the United States Dina Kawar, and Texas Secretary of State Jane Nelson attended the meeting. Prior to the meeting, the King met with Texas Governor Greg Abbott to discuss ways to enhance cooperation.

Speaking at the CBRL Amman Institute on Wednesday during a lecture titled 'Ruined: How and Why We Weaponise the Past,' Meskell shed light on the ways cultural heritage is exploited during conflicts. The event explored the role of UNESCO and NGOs in mitigating the destruction of heritage sites amid global unrest. 'We find ourselves in a war where ruins of the past are leveraged for legal, political, and territorial advantage,' Meskell said, noting how antiquities have become symbolic battlegrounds from Ukraine to Gaza. A renowned archaeologist and anthropologist, Meskell has conducted fieldwork in post-apartheid South Africa, the Middle East, India, and Asia. She emphasised the intersection of archaeology with geopolitics, particularly in the Eastern Mediterranean—a recurring theme in her academic work. Meskell explained that UNESCO, founded in the aftermath of World War II, was envisioned as a force for peace through cultural cooperation. Yet, she argued, it continues to grapple with the legacies of war and destruction. In recent decades, the 21st century has witnessed what she calls the "securitisation" of cultural sites, with ruins often serving as proxies for sovereignty, civilisational narratives, and irredentist claims, the scholar added. 'Cultural sites have been looted, bombed, erased, and appropriated in conflict zones including Gaza, Yemen, Ukraine, and Nagorno-Karabakh,' she said. 'This mobilisation of the past is a powerful weapon used by all parties involved.' Highlighting the strategic use of heritage in warfare, Meskell noted that protecting cultural monuments is often tied to broader objectives—such as combating terrorism, trafficking, and crimes against humanity. However, she also warned that this same past is being 'weaponised' by nation states to reinforce political agendas. Former UNESCO Director-General Irina Bokova, quoted during the talk, once declared that 'protection of heritage is more than a cultural issue—it is a security necessity.' Meskell added that Bokova 'engaged in the language of battle to save world heritage' during her tenure and had aspirations to lead the United Nations. The concept of "lawfare"—the use of legal systems as tools of conflict—was also discussed as a modern substitute for traditional warfare. Meskell described it as part of an escalating trend she termed 'heritage warfare,' driven by both predatory states and extremist groups. Despite the bleak landscape, Meskell expressed cautious optimism. She argued that heritage conservation could play a role in countering future extremism and promoting peace, though she acknowledged that deep political divisions on the ground often impede cooperation. 'Heritage has been held up as a kind of promissory note by agencies and actors alike,' she concluded. 'Yet if we look closely, there are few examples of long-term improvement.'
