UAE and China launch Qingdao Overseas Integrated Service Centre to increase $400bln China-Arab trade

Dubai, UAE: The UAE and China recently launched Qingdao Overseas Integrated Service Centre at the China-Arab Business Forum held in Qingdao recently – that is aimed at increasing the US$400 billion trade between China and the Arab world.
Abdulla Albasha Alnoaimi, UAE Commercial Attaché to China and Zeng Zanrong, Member of the Standing Committee of the Shandong Provincial Party Committee and Secretary of the Qingdao Municipal Party Committee of the Chinese Communist Party, unveiled the Qingdao Overseas Integrated Service Centre (QOISC) at the China-Arab Business Forum held in Qingdao recently.
Organised by the Qingdao Municipal People's Government and China India Middle East and North Africa (CHIMENA) Business Council, the China-Arab Business Forum was co-hosted by the Ministry of Commerce of the People's Republic of China and the Shandong Provincial Department of Commerce.
A total of 40 important projects were signed during the China-Arab Business Forum, with a total value of US$5.93 billion, covering industries such as high-end equipment, new energy and new materials, and next-generation information technology.
The launch of the QOISC comes six months after two-way trade between China and Arab countries seen a substantial increase, exceeding US$400 billion in 2024, according to the London-based International Finance magazine. This represents a more than ten-fold increase from $36.7 billion in 2004. More than 15,500 Chinese companies have invested more than US$6 billion in the UAE, according to UAE Ministry of Economy.
This QOISC was established by the SEPCOIII Electric Power Construction Co. Ltd. and Hisense Group. Leveraging the two companies' long-standing presence and influence in the UAE and other Middle Eastern countries, the Centre aims to serve as a new bridge for China-Arab economic and trade cooperation and to better support the overseas development of enterprises.
'The launch of the Qingdao Overseas Integrated Service Centre (QOISC) is a significant move that will play a significant role in accelerating the US$400 billion trade between the two growing economic blocks,' Mohammed Saqib, Secretary-General of CHIMENA Business Council says.
'The QOISC combines the strength of the public and private sector to push for greater economic cooperation that will bring not only the businesses, but also the peoples of these regions closer through trade, tourism and cultural cooperation.'
Using the UAE as a hub, the QOISC will accelerate the formation of an export-oriented alliance targeting regional markets, he said. 'It will actively engage in activities such as overseas industrial parks, international exhibitions, and procurement resource matching, linking business opportunities, optimising resources, and fostering coordinated development. This will further contribute to deepening trade and investment partnerships and to jointly building the Belt and Road Initiative,' he added.
Trade between China and Arab countries has a long history, dating back over 2,000 years, with China being an important trading destination for the Arab world since the Islamic caliphate later through the Silk Route that connected China with the Arab World. Saudi Arabia is a key trading partner for China, with a bilateral trade volume of $107.53 billion in 2024, while trade between China and the UAE reached $101.838 billion, a 7.2 percent increase year-on-year, demonstrating resilience in trade despite global economic fluctuations.
China's engagement with Arab states is viewed as a strategic move to diversify partnerships and reduce reliance on any single power, particularly the United States. Chinese companies are increasingly involved in various sectors in Arab countries, including energy, infrastructure, manufacturing, and new energy. Chinese companies are participating in infrastructure projects like ports and industrial zones, contributing to the development of trade hubs in the region.
The China-Arab Business Forum was held at the Qingdao International Conference Centre where senior government and private sector leaders including Mohamed Abou El Enein; Deputy Speaker of the Egyptian House of Representatives and Chairman of Cleopatra Group; Zeng Zanrong; Wang Lei, Director of the Shandong Provincial Department of Commerce; Wang Bo, Member of the Standing Committee and Vice Mayor of Qingdao and Mohammed Saqib, Secretary-General of the China India Middle East and North Africa (CHIMENA) Business Council spoke on strengthening investment, trade and greater economic cooperation.
With a theme – Innovation-Driven, Mutually Beneficial: Promoting China-Arab Economic and Trade Cooperation to New Heights – the China-Arab Business Forum was participated by 465 multinational companies, including 135 Fortune Global 500 companies and 330 industry-leading enterprises from 43 countries. Of these, 417 were foreign multinational corporations. Three focused match-making meetings were also held on the sidelines of the China-Arab Business Forum. More than 300 Chinese companies participated in the match-making sessions with companies from Egypt, UAE and Saudi Arabia.
CHIMENA Business Council aims to foster cooperation and understanding between China, India and the MENA regions. This follows strong interest since the programme's launch, which has already drawn a significant number of citizens keen to enter the real estate brokerage sector. The initiative continues reinforcing its role as a strategic platform for increasing national talent participation in this key industry. In this context, Dubai Land Department calls on developers and real estate brokers, particularly those who have not had the opportunity to join the Dubai Real Estate Broker Programme in its previous phases, to take part in supporting the programme's journey by presenting their proposals and initiatives that contribute to achieving its objectives as key partners in its ongoing success. DLD emphasises the importance of this collaboration in building an integrated ecosystem based on strong public-private sector synergy. This cooperation opens the door to high-quality opportunities for training and employing national talent, supporting the sustainability of the real estate sector, and reinforcing Dubai's position as a leading destination for talent and investment. To date, the programme has surpassed expectations, with the number of qualified Emirati brokers reaching more than 180% of the annual target. It has also delivered numerous specialised training courses in collaboration with accredited academic institutions. Upon completion of the required training, participants are issued an official real estate broker card valid for three years, allowing them to practice the profession in accordance with Dubai's legal and regulatory framework. These efforts have significantly boosted broker performance, resulting in real estate transactions exceeding AED 500 million from the programme's launch through the end of April 2025. Furthermore, 231 new real estate brokerage firms have been licensed. As part of its institutional collaboration efforts, DLD organised more than 10 meetings and gatherings with its 71 strategic allies from various real estate-related sectors. These include 26 real estate development companies, 38 brokerage firms, and four training and qualification institutes. This initiative has contributed to building an integrated network that enhances professional success opportunities for participants and strengthens the ecosystem supporting Emiratisation in this vital sector. As part of its efforts to stimulate the business environment and support the Emiratisation of real estate professions, Dubai Land Department will implement an incentive points system specifically for brokerage firms that employ Emirati citizens. These firms will receive additional points that will enhance their ranking within DLD's approved evaluation system, positively impacting their competitive position in the market. DLD affirms that the Dubai Real Estate Broker Programme is one of the key pillars aligned with the Dubai Social Agenda 2033 objectives. The programme aims to empower Emirati citizens to benefit from the economic opportunities available in the real estate sector by providing specialised professional training, issuing the 'National Broker' licence, allocating a percentage of real estate projects to programme participants, and enhancing their employment opportunities within active brokerage firms across Dubai. This programme serves as a comprehensive platform for developing national talent and preparing a new generation of qualified Emirati brokers in line with the highest professional standards. It contributes to reinforcing Dubai's position as a leading global destination for real estate investment and supports the sector's sustainability and dynamism. RTA just announced a massive redevelopment plan for the Al Safa corridor, complete with widened roads, smart traffic signals, lush landscaping, and urban spaces built for more than just cars — think bike lanes, pedestrian walkways, and community boulevards. Visa-free travel to Armenia Armenia will offer visa-free entry to residents of the UAE starting July 1. Travellers' residency visas must be valid for at least six months from the date of entry. Previously, only UAE nationals could travel visa-free to the landlocked country, while residents were eligible for a visa on arrival. The new visa-free policy enables travel for tourism, leisure, or business purposes without a visa for stays of up to 90 days within any 180-day period. It applies to all passport holders from the Gulf Cooperation Council (GCC) and to individuals holding a valid residency permit issued by any of the six Gulf countries. Emiratisation deadline Private sector companies employing 50 or more workers have until Monday, July 1, 2025, to meet the mid-year Emiratisation targets. According to a final reminder issued by the Ministry of Human Resources and Emiratisation (MoHRE), companies to ensure that at least 1 per cent of their skilled workforce comprises Emiratis for the first half of the year, part of the UAE's strategic national plan to increase Emirati participation in the private sector. Mohre will also check whether companies are meeting other related requirements, including registering Emirati employees with the social security fund and consistently paying the required contributions. Flexible summer schedules in Dubai Starting July 1, government employees in Dubai will shift to a four-day work week or reduced summer hours under the 'Our Flexible Summer' initiative. The initiative aims to improve work-life balance and productivity, and it will run until September 12, 2025. Employees will be divided into two groups, with the first group expected to work eight hours from Monday to Thursday and enjoy Friday as a full holiday. Meanwhile, the second group will work seven hours from Monday to Thursday and 4.5 hours on Friday. This is not the first time such an initiative has been announced. Last year, the Dubai government launched the campaign at 21 government entities from August 12 to September 30. Ajman will implement a new summer work policy for government employees this year, introducing remote work on Fridays and shortened weekly office hours, effective from July 1 to August 22, 2025, on Mondays. All public sector employees in the emirate will work remotely on Fridays, with weekday hours reduced by one hour. Employees will work from 7.30am to 2.30pm, Monday through Thursday. However, government entities have been directed to implement flexible internal arrangements to ensure the uninterrupted delivery of essential public services. A new UAE law coming into effect on July 29 will legalise the sale of tobacco-free nicotine pouches. The pouches are small, smokeless products that contain nicotine but no tobacco is being introduced to support individuals looking to quit smoking. Nicotine is an addictive substance. These pouches release dopamine, the 'feel-good hormone', which helps reduce cravings and withdrawal symptoms, thereby aiding smoking cessation. New health law for Dubai Dubai has enacted a new law to curb the spread of infectious diseases that will come into effect in late July. It aims to minimise health risks by controlling the spread of communicable diseases and regulating travel for individuals with such conditions. Individuals infected with or suspected of having an infectious disease are required to avoid contact that could spread the illness. They must refrain from travelling or moving, except to healthcare facilities, without the approval of the Dubai Health Authority (DHA). The law also prohibits concealing infections or spreading them, whether intentionally or unintentionally. School summer holidays Schools in the UAE are gearing up for the long summer holidays, which typically begin in early July and last until the end of August. Most schools follow the academic calendar set by the Ministry of Education or respective educational authorities like KHDA (Dubai) and Adek (Abu Dhabi). As schools across the UAE begin their long summer break, working parents often lookout for summer camps to keep their children productively engaged during the two-month holiday. With families staying in the country to avoid peak travel costs or work commitments, summer camps have become a vital solution, offering children a structured environment to learn new skills and stay active. At the same time, many families also travel abroad to cooler climes, either to escape the sweltering summer heat or to spend time with relatives, making the most of the extended school break. The UAE enforced a ban on outdoor work under direct sunlight from 12.30pm to 3pm daily for three months, starting June 15. This midday break initiative, introduced to protect workers during the country's peak summer heat, will continue through July until September 15, 2025. Companies found violating the rule face a fine of Dh5,000 per worker, up to a maximum of Dh50,000 if multiple workers are involved.
