75th National Panchayati Raj Day 2025: National Panchayati Raj Day is marked every year on April 24 in India. The day is observed to commemorate the historic occasion of April 24, 1993, when the Constitution (73rd Amendment) Act, 1992, came into force. It celebrates the importance of grassroots democracy, strengthens local governance and helps empower rural communities.

National Panchayati Raj Day 2025: History
The word Panchayat comes from two words – 'Panch" meaning five and 'Ayat" meaning assembly. It refers to a traditional system where a group of elders from a village would come together to solve problems or settle disputes. These elders formed a local council, and the head of the group was called a Mukhiya, Sarpanch or Pradhan.
The system of Panchayati Raj became more structured in 1992 when the Indian Parliament passed a law to give it formal backing. This law was called the 73rd Constitutional Amendment Act.
It came into effect on April 24, 1993. From that day on, states were encouraged to form village panchayats and give them the power to make decisions and help in local development.
The first National Panchayati Raj Day, also called Panchayati Raj Diwas, was celebrated in 2010. It was officially declared by the then Prime Minister Manmohan Singh.
Since then, April 24 has been observed every year as National Panchayati Raj Day. On this day, the Union government honours gram panchayats for their good work in the past year.
The Ministry of Panchayati Raj was created in 2004 which handles all matters related to Panchayati Raj and is led by a cabinet minister. At present, the ministry is headed by Rajiv Ranjan Singh also known as Lalan Singh.

National Panchayati Raj Day is an important occasion that reminds us of the value of giving power to people at the village level. It marks the beginning of a system where decisions are made by local representatives.

The Panchayati Raj system has three levels – Village Panchayat, Panchayat Samiti and Zilla Parishad.
The Village Panchayat is the first level. It has around five members that includes a Sarpanch.
It reports to the Gram Sabha which includes all adult members of the village.
The Panchayat Samiti is the second level. It usually covers 20 to 60 villages. Its head is called the Pradhan and the deputy is the Up-Pradhan.
The Zilla Parishad is the top level. It includes members from Panchayat Samitis and government officials. Its main job is to guide and check the work done in the district.
Panchayat elections are held every five years to choose new members.
50% of the seats are reserved for women, Scheduled Castes (SCs) and Scheduled Tribes (STs).
There are currently 666 Zilla Panchayats, 6,687 Panchayat Samitis and 2,55,643 Gram Panchayats in India, as perlocalbodydata.com.
Panchayati Raj is present in almost all states and Union Territories, except Nagaland, Mizoram, Meghalaya and Delhi.
Some tribal and special areas also do not have Panchayati Raj. These include hilly areas of Manipur, Darjeeling in West Bengal, and some scheduled regions.

Manoj Jha questions Centre's intentions for caste census
Rashtriya Janata Dal (RJD) leader and Rajya Sabha member Manoj Jha on Monday (June 9, 2025) raised serious concerns over the Centre's intentions for the caste census. Mr. Jha said the policies of Bharatiya Janata Party (BJP) were not only anti-reservation, but also conspiring to mislead the Backward Classes (BC) and Extremely Backward Classes (EBC). He alleged that the government was pretending in the name of a caste census, and there was a lack of transparency in the entire process. 'After the painful incident of Pahalgam, suddenly the Prime Minister realised that it is necessary to conduct a caste census as per the demand of most of the people, so he announced it in a hurry. But the move, character and face of the BJP, which has always been anti-Bahujan and against reservation, is now visible,' Mr. Jha said while addressing the press at the party office in Patna. 'Our national president Lalu Prasad ji has been warning that those who follow Bunch of Thoughts politics on the ideas of Guru Golwalkar can never be serious about reservation, which is now clearly visible,' he added. Mr. Jha asserted that the Centre wanted to create confusion in the name of the caste census and questioned the reason behind the government announcing that population figures for OBCs would not be released. He added that such figures were necessary as per Article 340 of the Constitution, he added. 'When the castes are counted and the figures are not revealed, then which policy will be implemented towards reservation and increasing the reservation in the private sector? NITI Aayog and other agencies can work on planning, social, economic upliftment and increasing reservation on the basis of data only when the data comes from the government level,' Mr. Jha said. Accompanied by the party's chief spokesperson Shakti Singh Yadav and national vice-president of the party Uday Narayan Choudhary at the press briefing, Mr. Jha pointed said that besides party leader Tejashwi Yadav, leaders from the Congress, Samajwadi Party and Dravida Munnetra Kazhagam (DMK) were also in favour of the figures being published. Mr. Choudhary, on the other hand, said that the caste census was a hoax and nothing had been disclosed in this regard. He explained that the caste survey was conducted in Bihar under pressure from Mr. Yadav. Still, the 65% reservation benefit was not being given because the intention of the BJP and the Nitish Kumar government was not right, he charged. Tejashwi's demands Earlier in the day, in a post on X, Mr. Yadav addressed Chief Miniser Kumar about responding to his letter dated June 5 on increasing the reservation to 85% for all deprived classes in Bihar. 'Nitish ji you did not respond to my letter, is it because you have no answer or your officials do not show you the letters? The parties that beat the drum of social justice, on whose strength the Modi government is running, why are they failing to include the 65% reservation limit increased by our government in the 9th Schedule of the Constitution?' Mr. Yadav asked. 'The Chief Minister Nitish Kumar, Union Minister Chirag Paswan, Jitan Ram Manjhi, Upendra Kushwaha should speak out on the issue of reservation against this injustice faced by Dalit, Adivasi, backward, and extremely backward classes. Politics is not just about clinging to power,' he added. Mr. Yadav further said, 'If all these people cannot even get this small demand fulfilled by the Prime Minister, then their politics and staying in such an alliance is shameful. If Nitish Ji is unable to speak on this issue in front of the Prime Minister and Home Minister, then he should call a special one-day session of the Assembly, and then see how we get it implemented.'

Los Angeles (United States): Governor Gavin Newsom has announced a lawsuit against President Donald Trump over what he calls an 'illegal and authoritarian' deployment of the National Guard in Los Angeles. The decision has led to an escalation of the already strained relationship between California and the federal government. What began as a wave of protests against immigration raids has now snowballed into a full-blown constitutional showdown between Sacramento and Washington. Over the weekend, Los Angeles erupted as U.S. Immigration and Customs Enforcement (ICE) agents arrested dozens of undocumented immigrants from city streets. The sweeping raids triggered mass protests. Demonstrators blocked freeways and clashed with the police – demanding an end to what they called a 'militarised war on migrants'. By Monday, nearly 2,000 National Guard troops had been dispatched to the city under direct orders from the White House – a move Governor Newsom says was made without his knowledge or consent. 'This is not only about California. This is about a president who believes he can federalise any state's National Guard, bypassing governors, the Constitution and the people. It is illegal. It is immoral. And we are going to court,' Newsom said in an appearance on MSNBC. The governor took to social media as well and warned that Trump's executive order could set a dangerous precedent. 'What he has done in L.A., he can now do in any state. We will not allow California to be his testing ground for tyranny,' he wrote on X (formerly Twitter). Former Vice President Kamala Harris, who is a California native, too joined the chorus and accused Trump of 'manufacturing a crisis to inflame division and distract from his own failures'. The protests began last Friday after ICE conducted raids in several neighborhoods. The crackdown led to the arrest of at least 44 undocumented immigrants. Demonstrators quickly flooded the streets and accused federal authorities of targeting vulnerable communities and acting with little regard for due process. The police responded with tear gas, flash-bang grenades and rubber bullets. The unrest intensified over the weekend and prompted Trump to invoke what he called a 'necessary federal intervention'. 'These are not protesters, they are insurrectionists. Governor Gavin Newsom and 'Mayor' Bass have lost control of their city. They should apologise to the people of Los Angeles for this disaster,' Trump wrote on Truth Social. However, city officials flatly rejected Trump's narrative. While coordinating emergency response efforts, LA Mayor Karen Bass condemned the federal intervention as 'reckless and inflammatory'. Legal experts say Newsom's lawsuit could spark a constitutional battle over the limits of federal power. While the president does have authority to federalise the National Guard in rare situations, doing so without state consent – particularly for domestic law enforcement – is legally murky. 'Trump is testing the boundaries of presidential power in ways we have not seen in decades. If the courts side with Newsom, it could rein in executive overreach. If they don't, it could open the door to more unilateral deployments in the future,' said Dr. Emily Serrano, a constitutional law professor at UCLA. As tensions continue to rise in the streets and now in the courts, Los Angeles has become the latest flashpoint in the nation's deepening political divide. Whether this battle is resolved by judges or ballots remains to be seen. But for now, California is sending a message it will not back down.

Plea before Kerala HC: Does Religious Institutions (Prevention of Misuse) Act cover all temples?
Kochi: High court has sought instructions from the state and Travancore, Cochin and Malabar devaswom boards on a petition seeking a declaration that the Religious Institutions (Prevention of Misuse) Act, 1988, applies to all religious institutions located within the jurisdictional limits of these boards, irrespective of whether the institutions are under their management. The petition was filed by N Prakash of Maradu, Ernakulam, who cited certain alleged incidents during the festival at Indilayappan Temple, Avanavanchery, Attingal, in April. According to the petitioner, singer Aloshi performed political songs during a 'Ghazal Night' event, and the play 'Ningalenne Communistakki' was staged on the temple premises on another day. Prakash submitted that a case was registered against Aloshi by police for allegedly singing political songs at the temple. He contended that these incidents had hurt the religious sentiments of devotees and sought action against the temple advisory committee, although the temple is not under the control of any devaswom board. He further alleged that slogans of the Communist Party were raised during a marriage ceremony at the Kailasa Mandapam of the Thali Maha Kshetram in Kozhikode. In a separate petition relating to political songs performed by Aloshi during the festival at the Kadakkal Devi Temple in Kollam, HC had earlier directed the Travancore Devaswom Board (TDB) to ensure that no political activities are permitted within the premises of temples under its management. The present petition seeks a similar directive to cover temples not administered by any devaswom board. HC has adjourned the matter for further consideration after two weeks.
