Manoj Jha questions Centre's intentions for caste census
Rashtriya Janata Dal (RJD) leader and Rajya Sabha member Manoj Jha on Monday (June 9, 2025) raised serious concerns over the Centre's intentions for the caste census.
Mr. Jha said the policies of Bharatiya Janata Party (BJP) were not only anti-reservation, but also conspiring to mislead the Backward Classes (BC) and Extremely Backward Classes (EBC).
He alleged that the government was pretending in the name of a caste census, and there was a lack of transparency in the entire process.
'After the painful incident of Pahalgam, suddenly the Prime Minister realised that it is necessary to conduct a caste census as per the demand of most of the people, so he announced it in a hurry. But the move, character and face of the BJP, which has always been anti-Bahujan and against reservation, is now visible,' Mr. Jha said while addressing the press at the party office in Patna.
'Our national president Lalu Prasad ji has been warning that those who follow Bunch of Thoughts politics on the ideas of Guru Golwalkar can never be serious about reservation, which is now clearly visible,' he added.
Mr. Jha asserted that the Centre wanted to create confusion in the name of the caste census and questioned the reason behind the government announcing that population figures for OBCs would not be released. He added that such figures were necessary as per Article 340 of the Constitution, he added.
'When the castes are counted and the figures are not revealed, then which policy will be implemented towards reservation and increasing the reservation in the private sector? NITI Aayog and other agencies can work on planning, social, economic upliftment and increasing reservation on the basis of data only when the data comes from the government level,' Mr. Jha said.
Accompanied by the party's chief spokesperson Shakti Singh Yadav and national vice-president of the party Uday Narayan Choudhary at the press briefing, Mr. Jha pointed said that besides party leader Tejashwi Yadav, leaders from the Congress, Samajwadi Party and Dravida Munnetra Kazhagam (DMK) were also in favour of the figures being published.
Mr. Choudhary, on the other hand, said that the caste census was a hoax and nothing had been disclosed in this regard. He explained that the caste survey was conducted in Bihar under pressure from Mr. Yadav. Still, the 65% reservation benefit was not being given because the intention of the BJP and the Nitish Kumar government was not right, he charged.
Tejashwi's demands
Earlier in the day, in a post on X, Mr. Yadav addressed Chief Miniser Kumar about responding to his letter dated June 5 on increasing the reservation to 85% for all deprived classes in Bihar.
'Nitish ji you did not respond to my letter, is it because you have no answer or your officials do not show you the letters? The parties that beat the drum of social justice, on whose strength the Modi government is running, why are they failing to include the 65% reservation limit increased by our government in the 9th Schedule of the Constitution?' Mr. Yadav asked.
'The Chief Minister Nitish Kumar, Union Minister Chirag Paswan, Jitan Ram Manjhi, Upendra Kushwaha should speak out on the issue of reservation against this injustice faced by Dalit, Adivasi, backward, and extremely backward classes. Politics is not just about clinging to power,' he added.
Mr. Yadav further said, 'If all these people cannot even get this small demand fulfilled by the Prime Minister, then their politics and staying in such an alliance is shameful. If Nitish Ji is unable to speak on this issue in front of the Prime Minister and Home Minister, then he should call a special one-day session of the Assembly, and then see how we get it implemented.'

Foreign aid and financial woes
When reports last week stated that the Chief Minister's Relief Fund of Maharashtra had been allowed to receive foreign contributions under the Foreign Contribution (Regulation) Act (FCRA), the CPI(M)-led Left government in Kerala was quick to depict this as yet another act of discrimination against the southern State by the Centre. It recalled that the Centre had declined the Kerala government's plea for accepting foreign aid in the days following the 2018 floods — a catastrophe that left large-scale destruction in its wake. Kerala Finance Minister K.N. Balagopal said that while his State welcomed the approval for Maharashtra, it believed that it was unbecoming of the Central government to indulge in 'political bias' in moments of great crisis. He stressed that it is important that the Centre treats every State equally. He added that it was unfortunate that politics, and not the scale of disasters, had become the yardstick in such matters. This was an apparent reference to the fact that the BJP-led Mahayuti coalition governs Maharashtra. In the aftermath of the floods, the Centre had sparked a controversy by declining permission for Kerala to accept foreign aid, including a reported ₹700 crore offer from the UAE. Kerala's discomfiture with the foreign aid nod to Maharashtra is the latest episode in a protracted stand-off between the State and Centre. Kerala believes that it is being discriminated against, and denied its fair share of financial resources by the Centre. It has repeatedly complained about drastic cuts in financial allocations to it, and the 'unfair limits' placed on its fiscal space. The Kerala government had taken the battle over restrictions on its borrowing capacity to the Supreme Court. On the political front, the CPI(M)-led Left Democratic Front (LDF) has consistently accused the Centre of attempting to 'financially choke' Kerala. It has blamed the Centre's skewed policies for the State's financial woes. The State government believes that recent Union Budgets have also caused disappointment to the State, as they have ignored pressing demands on the financial front. For instance, Kerala's plea for a ₹24,000 crore economic package to prop up its finances were not mentioned in the 2024-25 and 2025-26 Union Budgets. More recently, the government slammed the Union Finance Ministry for cutting a little over ₹3,300 crore from its borrowing limit for the 2025-26 fiscal under the pretext of the Guarantee Redemption Fund. The foreign aid nod to Maharashtra also presented the LDF government an opportunity to reiterate its dismay over the Centre's approach to the deadly July 30, 2024, landslides in Wayanad district. In the aftermath of the tragedy, the Kerala government had announced plans for a structured rehabilitation programme, which included the building of townships with amenities for survivors. Mr. Balagopal said that the people of Kerala had, on two instances, expected Prime Minister Narendra Modi to announce special aid to Wayanad: first, when he visited that district in August last year; and second, when he visited Thiruvananthapuram to inaugurate the seaport at Vizhinjam. On both occasions, their hopes were dashed, he said. Time and again, Kerala has accused the BJP government of paying scant regard to cooperative federalism — the driving spirit of Centre-State relations. It is evident that the trust deficit between the two entities on financial matters persists, notwithstanding the much-discussed breakfast meeting that Chief Minister Pinarayi Vijayan hosted for Union Finance Minister Nirmala Sitharaman at New Delhi in March. It remains to be seen how Kerala's financial grievances concerning Union government policies will be addressed, as the southern State inches closer to a frenetic election season. The by-election in the Nilambur Assembly constituency in Malappuram district is scheduled to take place on June 19; elections to the rural and urban local bodies are scheduled to take place towards the end of 2025; and the Legislative Assembly polls are set to take place in the first half of 2026. In matters of State finances, Kerala will be keenly watching the recommendations made by the 16th Finance Commission led by Arvind Panagariya later this year. The State has sought a higher share of resources, arguing that its share of the divisible pool was brought down to 1.92% under the 15th Commission from 3.88% under the 10th.

Govt targeting 2034 to hold 1st 'one nation, one election'
NEW DELHI: As the govt is expecting to hold the first countrywide simultaneous polls by 2034 after passage of the constitutional amendment bill for 'one nation, one election', all state assemblies to be elected after 2029 will be for a shorter duration to align their tenure with the 2034 general elections. Head of the joint parliamentary committee (JPC) on the 'one nation, one election' bill (The Constitution (129th Amendment) Bill, 2024) PP Choudhary explained to TOI that after 2027, the assembly due to be elected in 2032 may have a tenure of only two years to ensure the synchronisation of the next elections in Uttar Pradesh-India's largest state electorally -with the Lok Sabha polls which may be held in 2034. The Constitution (129th Amendment) Bill, 2024, and the Union Territories Laws (Amendment Bill), 2024, have provisions for simultaneous elections to the Lok Sabha and state assemblies. As per provisions of the constitution amendment bill, the President may issue a notification on the date of the first sitting of Lok Sabha after a general election, in all probability the one to be held in 2029, to spell when the next general elections will be due. The terms of all state assemblies constituted after this date will expire with the end of that Lok Sabha's five-year term. Even in states, where polls will be due, elections for assemblies will be held only to align with the Lok Sabha polls. However, the bill states that if the Election Commission is of the opinion that election to a state assembly cannot be held along with the rest of the country, it may make a recommendation to the President in this regard. The President may issue an order to conduct an election for that assembly at a later date. The BJP MP from Pali in Rajasthan, Choudhary, said going by the JPC's working, its tenure may be extended as there was a consensus amongst panel members to visit states and UTs before making the final recommendations. So far, JPC members have visited Maharashtra and Uttarakhand. The bills had been introduced in LS in Dec last year and were referred to the Chaudhary-led panel which has been holding consultations with stakeholders for feedback.
