Palace asks public to keep eye on bicam over 2026 budget
At a press conference, Palace Press Officer Undersecretary Atty. Claire Castro said the committee still has yet provide specific details with regard to flood control projects, some of which may be anomalous.
Castro said these projects are still under investigation.
"Ngayon, hindi pa natin masasabi in details kung sino at kung anong proyekto ito, mas maganda po kasi kung mag-uulat kami ng verified. Mahirap po kasing magsabi at sabihin kong malamang itong lugar na ito, nakita ng Pangulo, sira ito at isipin niya na nagkaroon dito ng anomalya. So, bubuuin muna po ang karampatang pagiimbestiga rito, para po ang maiiulat namin sa bayan ay iyong verified facts," Castro said.
(We can't say in detail what these projects are. It's better if we report with verified data. It's hard to mention a place, and then the President will see it and think that there has been an anomaly with the project. We will complete our investigation to report verified facts.)
"Kaya po sa tulong po ng taumbayan, sa tulong po ninyong lahat, bantayan po natin itong gagawing bicam conference pagdating sa 2026 budget. At ayaw pong maulit ng Pangulo itong nangyaring ganyan," Castro added.

In his fourth State of the Nation Address, President Ferdinand "Bongbong" Marcos Jr. expressed dismay with government personnel who steal public funds, including those earmarked for flood control projects.
Marcos said these officials would be dealt with under the law, noting that they should be ashamed of their actions.
The President said a regional monitoring committee that will examine the projects to check on their progress, and if they exist at all.
"We will publish this list so that the public can see it," Marcos said. "At the same time, there will be an audit and performance review of these projects to check and make sure and to know how your money was spent."
The Department of Public Works and Highways (DPWH) earlier admitted that it has no monitoring system in place for some flood control projects, specifically those inserted by lawmakers into the national budget without undergoing technical vetting.
DPWH Secretary Manuel "Manny" Bonoan said the agency is seeing some of the projects for the first time only after these appeared in the final version of the General Appropriations Act.
Speaker Ferdinand Martin Romualdez has said the presence of watchdogs and other civil society observers will be allowed at the proposed national budget deliberations, from the committee and plenary level to the bicameral conference committee.
Romualdez also vowed to strengthen the House of Representative's authority to investigate by conducting midyear performance reviews of agencies, and review of infrastructure projects. — VDV, GMA Integrated News

DPWH-11 denies post linking delay of project in Davao City to politics
A social media post showing a large sign allegedly posted at the Maa Flyover project site in Davao City went viral after it claimed that the project was delayed due to political interference. The sign accused the Marcos and Romualdez administration of political pressure, which allegedly caused the delay of the project. It also alleged that the Department of Public Works and Highways (DPWH) failed to address the road right-of-way issues, withheld the budget, and showed sluggish action from its legal office. When GMA Regional TV One Mindanao visited the site on Saturday, August 2, 2025, no sign was found at the site. In a statement, DPWH-Davao (DPWH-11) denied the claims made in the viral post and clarified that the project is not being politicized. 'The claim that the project is being delayed due to alleged political issues involving the current administration is false and misleading,' DPWH-11 said. DPWH-11 said the Maa-Magtuod Flyover project has been fully funded since 2022, and the funds needed for the completion of the project have already been released. It added that civil works are ongoing at 82.5 percent. The agency explained that the project is facing minor concerns on road right-of-way involving a few properties and utilities. Most of these concerns have already been resolved while some are awaiting funds for settlement. 'As of now, four properties have been tagged as urgent for acquisition and are currently being processed by the office. The acquisition took time for these properties due to existing mortgage lien issues with their land titles. Yet, the office is actively coordinating with their respective mortgagee banks,' DPWH-11 added. DPWH-11 also coordinated with the Davao Light and Power Company and telecommunication companies for the relocation of the poles affected. DPWH-11 assured the public that the project remains a top priority. The government has allocated more than P1.4 billion for the project. The construction began in 2021 and is expected to be finished by 2026.

Marcos declares Paoay Lake a protected area

(File photo) President Ferdinand ''Bongbong'' Marcos Jr. has declared Paoay Lake in Ilocos Norte a protected area to ensure its conservation, protection, management, and rehabilitation. In signing Republic Act 12230 on August 4, Marcos said the Paoay Lake Protected Landscape (PLPL) was 'in recognition of the richness of biological resources, both flora and fauna, that are native and distinct to Paoay Lake as well as their aesthetic and ecological importance.' Ilocos Norte is the hometown of the President. According to the law, it is the State's policy to secure the perpetual existence of all native plants and animals for Filipinos' present and future generations through the declaration of protected areas under the National Integrated Protected Areas System (NIPAS). The law mandated the creation of the Protected Area Management Board (PAMB). Some of its members are the regional executive director of the Department of Environment and Natural Resources (DENR), the provincial governor, senators who are Ilocos Norte residents, the representative of the congressional district that includes the PLPL, and the mayor of Paoay. The Board's responsibilities include overseeing the management of the PLPL, approving policies, plans, and programs for the area's management, allocating financial resources for the implementation of the management plan, and setting fees and charges. The Protected Area Management Office (PAMO) will supervise daily management, protection, and administration of the PLPL. The law also established the Paoay Lake Protected Landscape Integrated Protected Area Fund (PLPL-IPAF) to support projects and operations. Funding will be provided by the permitted sale and export of flora and fauna and other resources from the PLPL, the leasing of multiple-use areas, contributions from businesses and facilities that directly benefit from the PLPL, and other fees collected from PLPL operations. Marcos cites need to explore more cooperation with India amid changes in geopolitics, economy
President Ferdinand ''Bongbong'' Marcos Jr. underscored Tuesday the need to explore more opportunities with India amid the changing geopolitical and economic state in the region. Marcos said this during the ceremonial reception accorded to him at the Rashtrapati Bhavan, the official residence of the President of the Republic of India. He was welcomed by Indian Prime Minister Narendra Modi and President Droupadi Murmu. ''I want to build upon what we already have now, but certainly to explore the many opportunities that have arisen in the past two years because of the new technologies and the changing state of the global economy and the geopolitics around this thing,'' Marcos said. During his meet and greet with the Filipino community on Monday evening, Marcos said the Philippines is ramping up its relations with India, which is considered as the fourth largest economy in the world. ''In the coming days, our delegation will be engaging not only the government of Prime Minister Modi, but also India's biggest enterprises. We would like to see them invest more and generate more jobs back home,'' Marcos had said. He also announced that the two nations would inaugurate a strategic partnership, which means that the ''cooperation will intensify further and become even more impactful in many, many areas that we had not explored with India before such as defense, trade and investment, health, tourism, other areas.''
