Shipwreck off Kerala coast: Plea seeks arrest of ship against $134-million damage claim
The public interest litigation (PIL) filed by Charles George, president of Kerala Fish Workers Coordination Committee and Swatantra Matsya Thozhilali Union, has been adjourned to Wednesday by the bench of Chief Justice Nitin Jamdar and Justice Basant Balaji for consideration along with related petitions. The Liberian-flagged MSC ELSA 3 sank approximately 14.6 nautical miles off Alappuzha coast on May 25.
The petitioner submitted that the incident has triggered catastrophic ecological, economic and legal consequences.
The continued presence of hazardous containers and bunker oil poses severe risks to Kerala's marine biodiversity, particularly during the monsoon fish spawning season protected under the trawling ban. Oil sardines, a vital source of income for Kerala's coastal fishermen, are at risk of extinction due to this maritime disaster.
He also prayed for a directive to MSC to initiate and complete urgent wreck removal operations of the sunken vessel MSC ELSA 3 in a strict time-bound manner.

State names special courts in Panaji, Margao to deal with land grab cases
Panaji: State govt on Tuesday designated two courts, one in each district, as special courts to ensure proper prosecution and speedy trials in land grab cases. The special investigation team (SIT) probing these cases registered over 44 FIRs and arrested 56 persons. The notification issued by Amir Parab, undersecretary, law, said that govt designed the courts of district judge-1 and additional sessions judge, Panaji and Margao, as special courts to deal with land grabbing cases, both existing and future registrations, until new legislation is enacted. He said the notification was issued on the recommendation by justice V K Jadhav, who heads the commission of inquiry, and with the concurrence of the high court. TOI has earlier reported that the high court granted approval to state govt's proposal to designate two special courts to ensure proper prosecution and speedy trials in land grab cases. The chief justice had directed the designation of these two courts to deal with land grab cases. On Sep 9, 2022, govt appointed a commission to study complaints/FIRs regarding illegal land transfers/land grabbing with the use of forged documents. Govt sought recommendations to tackle the menace and submitted the same. The SIT is currently investigating these cases, with some already being chargesheeted and others nearing disposal. X, India Spar Over Lawyer's 'Tom, Dick, And Harry' Remark For Government Officials
A lawyer for Elon Musk's X told an Indian court on Tuesday that every "Tom, Dick, and Harry" government official had been authorised to issue content takedown orders, drawing a sharp rebuke from New Delhi's counsel in the latest clash over content moderation. X has long been at loggerheads with Prime Minister Narendra Modi's government over content removal requests. The remarks were made during a hearing on the U.S. firm's challenge to a government-run website it says is a "censorship portal" that allows officials to issue content removal orders. New Delhi says the website is only to swiftly notify companies of their due diligence obligations. India is a critical growth market for X owner Musk, who is getting closer to launching his other key ventures Starlink and Tesla in the country. During the court hearing, X's lawyer, K. G. Raghavan, said it recently received a notice from the railways department to remove a video in which a car was being driven on a railway track. That was news, but the government found it unlawful, he told the court. "This is the danger, My Lord, that is done now, if every Tom, Dick, and Harry officer is authorised," Raghavan told the high court in the southern state of Karnataka. The phrase drew immediate condemnation from India's Solicitor General Tushar Mehta, who said "officers are not Tom, Dick, or Harry ... they are statutory functionaries". "No social media intermediary can expect completely unregulated functioning," Mehta said. India's IT ministry and X did not respond to Reuters queries. In 2021, X, formerly called Twitter, was locked in a stand-off with the Indian government over non-compliance with legal orders to block certain tweets. It later complied, but is still locked in a court fight related to the move.
