Eviction drive carried out in Shillong in compliance with Meghalaya HC orders

Shillong, Jul 22 (PTI) Shillong Municipal Board authorities on Tuesday carried out an eviction drive in the Khyndailad area here in compliance with the Meghalaya High Court's orders.
During the drive, the authorities confiscated goods and dismantled stalls of street vendors who were operating without valid certificates of vending (COV).
Acting on a state government directive that set a deadline (July 22) for all unauthorised vendors to vacate the area, the Shillong Municipal Board (SMB) officials had been verifying vending permits for the past few days.
'Only those vendors who were able to produce valid COVs were allowed to continue operating. The rest had their stalls removed and materials seized," an SMB official at the site told PTI.
The action follows directions from the Meghalaya High Court, which had pulled up the state government and municipal authorities for failing to regulate street vending, especially in congested commercial zones such as the Khyndailad area, the city centre.
As part of its continuing oversight, the high court also appointed a special officer to monitor compliance and implementation of vending regulations.
The officer has been tasked with overseeing the identification and development of designated vending zones, ensuring transparency in the issuance of certificates of vending, and submitting periodic reports on the progress of implementation to the Court.
In line with the court's order and the provisions of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, the state government has identified three designated vending zones in the city.
These are located at the MUDA Complex, the parking lot opposite the SBI Main Branch at Khyndailad, and at the old Meghalaya Transport Corporation (MTC) building.
The vending zone at MUDA Complex will cater to a large section of central Shillong vendors, while the space opposite SBI is being redesigned to accommodate walk-in customers and maintain smooth traffic flow.
The old MTC building is being repurposed to create structured vending spaces with basic amenities for relocated vendors.
Officials said work is underway to operationalise these zones, with plans for phased relocation of authorised vendors in the coming weeks. PTI JOP SBN SBN

Woman sets herself ablaze during demolition drive in Ahmedabad, admitted to hospital with 80% burns
A 37-year-old woman who owns a grocery store in Jashodanagar area of the city set herself ablaze during a demolition drive by the Ahmedabad Municipal Corporation (AMC) on Thursday. The woman has sustained 80% burns and her condition is critical, said police and hospital authorities. Following the immolation attempt, a crowd of people pelted the AMC team with stones after which a complaint of rioting was filed against them. The incident took place in the morning when the Estate Department of the AMC arrived in the area to demolish Narmada Kumavat's shop, which was considered an unauthorised structure. As Kumawat poured kerosene on herself and attempted self-immolation, three men who tried to save her also suffered burn injuries. Speaking to The Indian Express, Dr Leena Dabhi, Medical Superintendent of LG Hospital, said, 'The woman has received 80% burns on her body and is currently under critical care. The three men who came with her also suffered minor injuries.' ACP PG Jadeja of 'J' Division said the woman's condition is critical. Officials of AMC's Town Development department told The Indian Express that the civic body had followed the rules, adding that despite several notices issued and the shop being sealed, illegal construction was carried out at the site. 'First, a notice was issued under Section 267 on February 12, 2024, to shop numbers 11 and 12 at Jai Shree Complex in Ramol Hathijan ward, TP Scheme number 64 (Ghodasar). This was followed by another notice under 260 (1) served on February 14, 2024. One more notice was issued under 260 (2) on February 21, 2024. The said construction was sealed on February 17, 2024, and demolished on June 16,2024, and declared 'non-use'. After that, construction resumed, which was planned to be removed on August 14. There was a clash and the staff was attacked,' Vinay C Gupta, deputy Town Development Officer and deputy Estate Officer, East Zone, told The Indian Express. A group of traders also carried out a march to have a complaint filed against the AMC team. ACP Jadeja told The Indian Express, 'When the AMC went to demolish commercial structures, a woman named Narmada Kumavat attempted self-immolation. She is critical and in the hospital. A diary note was made at Vatva GIDC police station and her declaration has been taken with due process. However, a complaint in the matter has not been filed as the AMC team were only doing their job.' On the stone pelting, ACP Jadeja said, 'We have filed a complaint against a mob for rioting.' When asked if there was police bandobast during the demolition drive, ACP Jadeja said that police protection had been sought but the AMC team went ahead with the demolition before approval could come through. However, the Vatva GIDC police had reached the spot immediately when the ruckus and suicide attempt were reported to the control room. Section 260 of the Bombay Provincial Municipal Corporation (BPMC) Act, 1949, pertains to actions against unauthorised building construction or work, and outlines the process for the AMC to take action against structures or work commenced or carried out contrary to the rules, regulations, or bye-laws of the civic body. Section 267 specifically empowers the Commissioner to issue written notice to stop any building or work being carried out unlawfully. If the work continues, the Commissioner can take further action, including directing removal by police and preventing re-entry.

Malayalam actor Minu Muneer detained for interrogation in a POCSO Act case
The All Women Police, Thirumangalam, detained Malayalam actor Minu Muneer, alias Minu Munir, 51, in connection with an inquiry into a sexual assault on her relative, a 16-year-old girl, about 10 years ago. The girl, who is 26 now, filed a complaint last year in Kerala. Subsequently, the complaint was transferred to the police station in Chennai since it was said to be the scene of crime. The victim's mother alleged that during a school holiday in 2014, she sent her daughter to Chennai with her distant relative Minu for getting a role in a film. She took the girl to a hotel at Anna Nagar and introduced her to four people, discussing film opportunities. One person pinched the girl's cheek, while another hugged and kissed her. The girl protested and left the hotel, but did not report the incident owing to fear. The complaint was filed in 2024 at the Muvattupuzha police station in Ernakulam by the victim's mother, with the consent of the victim's husband and family. It was alleged that four men had sexually assaulted her. Since the incident occurred at Anna Nagar, the case was transferred. Subbulakshmi, Inspector, All Women Police, Thirumangalam, and her team travelled to Kerala to pick up the actor and brought her to Chennai for questioning. The police are investigating her role in the alleged offence and plan to visit the hotel to gather evidence. 'We will question the four individuals present at the hotel. If Minu is found abetting them, she will also face charges,' a senior officer said. A case has been registered under the Protection of Children from Sexual Offences (POCSO) Act. Authorities are searching for the four suspects.

Woman of Nepali origin arrested for plotting to commit theft by posing as maid
Gurugram, Aug 14 (PTI) Gurugram Police arrested a woman of Nepali origin who was allegedly plotting to commit theft by posing as a maid in houses, said police. Three fake identity cards have been recovered from the woman who allegedly used fake IDs to hide her identity, they added. According to the police, they got information that a woman was involved in suspicious activities in Sector 15. The police immediately raided and took the woman into custody. During interrogation, she was identified as Rupa Kumari Singh, a resident of Nepal. The police recovered four identity cards from her, of which only one was genuine, they added.
