Supreme Court asks Kerala to share its names for V-C search panel with the Governor's counsel

The Supreme Court on Thursday (August 14, 2025) asked Kerala government to share with the Attorney General of India R. Venkataramani, who is appearing for the State Governor, names shortlisted by it for constituting a search committee to zero in on prospective Vice-Chancellors (V-Cs) to the APJ Abdul Kalam Technological University and Digital University.
Appearing before a Bench of Justices J.B. Pardiwala and R. Mahadevan, Mr. Venkataramani informed the court that the Governor, who is the Chancellor of the two universities, has also decided on names of top academicians from the Indian Institutes of Technology (IITs) to be considered for the V-C posts.
Mr. Venkataramani said the University Grants Commission (UGC), who has to nominate one of the five members of the search committee, has selected names.
The court scheduled the case for August 18. Justice Pardiwala said the court would, at its own instance, finalise four of the five members of the search panel from the names given by both the State, represented by senior advocate Jaideep Gupta and advocate C.K. Sasi, and the Governor. The UGC would be left to fill up the fifth member on its own.
On Wednesday (August 13, 2025), the Bench had asked the State and the Governor to provide, by August 14, four names each for inclusion in the five-member search panel.
'Our endeavour is to appoint regular V-Cs. Today, the entire problem is with the constitution of a search committee. We will help you out. We will constitute a search committee, which would give an opinion as to who are fit enough to be VCs. Then, you (Chancellor-State Governor would sit in consultation with the State government and select one for the digital university and another for the technology university,' Justice Pardiwala addressed Mr. Venkataramani.
Mr. Venkataramani had earlier referred to how the Kerala High Court had quashed Chancellor's appointment of temporary V-Cs to the universities for not consulting with the State government.
'This is not a power struggle. This is a federal issue. We have an underlying common culture in this country. But every State is very different. So, therefore, education is in the Concurrent List. The Chancellor is trying to ensure there is no whiff of Kerala in his appointments. Like this, the federal nature of the process would get diluted,' Mr. Gupta had submitted.
Mr. Gupta had said the 'unilateral' appointment of interim V-Cs for six months by the Chancellor-Governor was in breach of Section 13(7) of the Technological University Act. The provision mandated that interim V-Cs should be appointed only on the recommendation of the State government'.

Maharashtra Congress Chief Harshvardhan Sapkal said, 'This bill is a brainchild of a power hungry Chief Minister who wants to implement the ideology presented in Bunch of Thoughts (a book written by former RSS head MS Golawalkar). This is nothing but an attempt by the CM to impress his party leadership to overpower the possible power battle against the Uttar Pradesh Chief Minister.' Earlier, Nationalist Congress Party (SP) president Sharad Pawar said that the Maharashtra Special Public Security Bill will trample on people's freedom of expression. Pawar conceded that the bill was not opposed effectively when it was introduced in the legislative Assembly last month by the BJP-led government, but added that the necessary course correction was done in the legislative council. Maharashtra state secretary of CPM Ajit Navale said that all political parties across ideologies have come together with one aim. 'The aim is to ensure withdrawal of this bill. And I am confident that we will achieve it unitedly,' said Navale. Social activist Ulka Mahajan said that a three-step agitation path will be followed against the bill. She said that agitation will be held on September 10 across Maharashtra against the bill. 'At least one public rally will be held in each constituency of Opposition legislators and we will also take the bill to the court,' said Mahajan.

The BJP on Thursday (August 14, 2025) said the Supreme Court's order on the special intensive revision (SIR) of electoral rolls in Bihar was a procedural clarification and not a victory for the Congress as claimed by that party. In a post on X, BJP president and Union Health Minister J.P. Nadda said the Congress was 'clutching at non-issues and parading them as moral victories'. 'Congress tried every trick and deceit to stop SIR but they had to face disappointment in the Supreme Court today. Now, in sheer desperation, Congress is clutching at non-issues and parading them as 'moral victories'. The fact remains that all their canards are being rejected, exposed, and defeated one by one. Congress has yet again lost the case and lost the plot,' Mr. Nadda said. BJP's national secretary Amit Malviya too took a similar line, terming the top court's order as a 'set of procedural guidelines'. 'And as for Aadhaar – the Court has only asked for it to establish identity, not citizenship. Opposition spin aside, this changes nothing,' he posted. 1 2 Varanasi: The nationwide Har Ghar Tiranga campaign was launched at Banaras Hindu University (BHU) on Wednesday with the hoisting the national flag at the residence of Vice-Chancellor Prof Ajit Kumar Chaturvedi. National Service Scheme (NSS) volunteers presented the national flag to the VC, following which it was hoisted at the VC's residence. Registrar Prof Arun Kumar Singh, dean of students Prof Anupam Nema, assistant registrar (general administration) Ashok Kumar Sharma, coordinator of the NSS Dr Swapna Meena, and all staff at the VC residence were present on the occasion. Various programmes are being organised under the campaign on the campus since Aug 2. Meanwhile, the registrar, dean of students, and assistant registrar (general administration) participated in an online meeting convened by the University Grants Commission (UGC). The registrar provided the joint secretary of the UGC with information about the various programmes being held under the Har Ghar Tiranga campaign at the university. The programmes included an art exhibition and competition, a Tiranga Yatra, distribution of flags to households, a competition based on patriotic songs, and the decoration of all university buildings with tricolour lights. Additionally, the university administration provided 1,200 flags to the NSS coordinator, which will be distributed free of COST to the residents of the university campus and those living nearby.
