ALOR SETAR: The illegal operation of facilities recycling electrical and electronic waste (e-waste) has become an increasingly pressing concern, despite recent amendments to the Environmental Quality Act 1974 that impose stiffer penalties on offenders.
Kedah Department of Environment (DOE) director Sharifah Zakiah Syed Sahab said several premises involved in the illegal processing and disposal of e-waste in the state have already been identified and action taken.
"Some cases have resulted in convictions, while others are still being processed in court. Illegal e-waste operations generate substantial profits, which is why this activity continues to spread, even though the maximum penalty now reaches RM10mil,' she told reporters.
Sharifah Zakiah was speaking to reporters after launching the Environmental Management and Compliance Seminar 2025, organised by the department in collaboration with the Kedah Environmental Club (Kasked). The event drew 430 participants, including exhibitors from industry players across the country.
She noted that the amendments to the Environmental Quality Act, which came into force on July 7 last year, are aimed in part at curbing the illegal import and smuggling of e-waste into the country.
"If violations are detected involving the import, storage, processing or disposal of e-waste, offenders now face fines of up to RM10mil, compared to RM500,000 previously, and mandatory jail sentences of up to five years,' she said.
Sharifah Zakiah also stressed that poor management of industrial and domestic waste could contribute to serious environmental degradation, underscoring the importance of effective environmental governance and strict compliance with laws and regulations.
She called for a coordinated, multi-stakeholder approach to pollution control and urged the public to act as the 'eyes and ears' of enforcement agencies by reporting any suspicious activities to facilitate prompt action.
"This isn't just the government's responsibility. It requires the full involvement of all parties, including industry, the community, non-governmental organisations, educational institutions and individuals.
"As development continues to strain environmental sustainability, the media also plays a key role in spreading awareness and encouraging a collective sense of responsibility,' she added.
The two-day seminar, which concludes on Wednesday (May 28), includes presentations on legal compliance, industrial pollution management, environmental monitoring and community engagement in environmental protection.- Bernama

Ng Jing Wen, from Butterworth, Penang, says she woke up on 17 July to discover that her account, which had contained nearly RM20,000 the night before, was down to just RM2,269.45. What she found in her transaction history left her stunned: six transfers had been made between 11:53 PM and 12:03 AM, all while she claims she was fast asleep in her bed. The transactions happened in two phases. First, money was moved from three different savings 'pockets' within her account into her main account – RM7,783.02, RM5,179.11, and RM4,830.77. Then, minutes later, three separate transfers totalling RM17,200 were sent to someone named Tan Xing Yee at a different bank – Ng says she's never heard of this person. After a 10-day investigation, the bank reported that the funds had already been moved and could not be recovered. The bank explained that their security protocols require facial recognition and must be performed on the account holder's device, leading them to conclude the transactions were likely authorised. So, how was a RM15,000 transfer possible just 10 minutes after the limit was supposedly changed? 'I reasonably suspect this might be due to a system loophole or internal operational error,' she wrote, questioning whether the bank's security measures worked as advertised. The student also noted she was initially told the limit had been changed months earlier, in March. She later received information suggesting it occurred ten minutes before the transfers, prompting her to seek clarification on the timeline. A Student's Nightmare For a university student, RM17,200 represents a significant sum – money that might have been saved over years or intended for education expenses. The financial impact is compounded by the emotional toll of being treated as a suspect rather than a victim. As a 20-year-old university student, RM17,200 is a huge amount for me. This incident has left me anxious and deeply affected. When Ng filed her police report, she stated that the officers indicated this looked less like a typical scam and more like a hacking incident, since she hadn't clicked on any suspicious links or fallen for any tricks. Seeking further resolution, Ng decided to share her experience publicly. Her Facebook post, which included screenshots of transaction records, has drawn attention from many Malaysians concerned about digital banking security. Bank Pledges Full Investigation Meanwhile, when contacted by TRP, the bank said they empathise with her situation and are doing what they can to help. They confirmed they are currently conducting a thorough investigation into the issue and are prepared to support and share their findings with the authorities. The bank emphasised its strict zero-tolerance policy towards any form of fraudulent activity or intent, or breaches of the law. As a digital bank, they stated that they regularly review their safety, security, and risk controls to ensure that their operations and processes continue to uphold the trust placed in them by their customers and stakeholders. KUCHING (Aug 6): A man was fined RM15,000 in default six months' jail by the Samarahan Sessions Court today for stealing electricity to power cryptocurrency mining machines. The 45-year-old accused from Sri Aman pleaded guilty before Judge Shafiza Abdul Razak Tready after the charge under Section 33(5) of the Electricity Ordinance (Chapter 50) was read to him. The Section provides for a fine not exceeding RM200,000 or imprisonment for up to five years, or both, upon conviction. He committed the offence at a commercial premises in Central City Commercial Centre along Jalan Uni Central 2 at around 1.30pm on July 28, 2020. In mitigation, the accused expressed remorse and appealed to the court to show leniency by imposing a minimal fine. He also pleaded not to be sentenced to prison as he had been remanded in Puncak Borneo Prison since July 2 this year. Earlier, deputy public prosecutor Ronald Felix Hardin urged the court to take into account the gravity of the offence, namely electricity theft used to power a bitcoin mining operation during the Movement Control Order. 'Furthermore, the next-of-kin of the landlord, who recently passed away, has suffered from the tenant's crypto mining nightmare, which led to arrears issued under Section 33A of the Electricity Ordinance.
