Empower Reports AED540 Million in Q1 Revenue as Expansion Drives Steady Growth

Emirates Central Cooling Systems Corporation PJSC (Empower), the world's largest district cooling provider, posted AED540 million in revenue for Q1 2025, a slight increase of 0.4% compared to the same period last year.
The company also reported AED145 million in net profit after tax and AED297 million in EBITDA, underlining its sustained performance amid ongoing expansion.
CEO Ahmad Bin Shafar attributed the results to Empower's strategic growth and strong demand for eco-friendly cooling services across Dubai's real estate sector. 'Our continued expansion and high service standards have positioned us as the preferred provider for developers and property owners,'
he said.
The first quarter saw Empower sign 46 new contracts to deliver over 43,000 refrigeration tons (RT), pushing its total contracted capacity beyond 1.81 million RT. The company also added more than 15,000 RT in connected capacity, with 19 new buildings integrated into its network.
Notable agreements included supplying The Island Resort with 23,853 RT starting Q1 2028, Uptown Dubai with 24,675 RT, and the Palm Gateway project with 9,470 RT from Q2 2026.
Empower processed over 224,000 online bill payments in Q1, a 7% year-on-year increase, and saw a 22% rise in new customer registrations. The company also approved more than 11,000 NOC service requests, up 8% from last year.
On the global stage, Empower participated in the IDEA Campus Energy 2025 Conference in Boston, where Bin Shafar met with IDEA leadership to discuss Dubai's upcoming hosting of the District Cooling Conference.
For the 12-month period ending March 2025, Empower reported AED3.26 billion in revenue, up 6% year-on-year, and AED1.53 billion in EBITDA. The company also approved a second-half 2024 dividend of AED437.5 million.

In H1 2025, we achieved Dhs 14.6 billion in revenue, Dhs7.0 billion in EBITDA, and Dhs2.9 billion in net profit - marking growth of 6.9%, 5.3%, and 13.2% respectively. Operating cash flow reached a record Dhs9.2 billion, up 61.3% year-on-year. Also, we approved a dividend of Dhs 3.1 billion for H1, 2025, which is payable in October, 2025. To date we have invested over Dhs230 billion in state-of-the-art infrastructure." He added, "Our results demonstrate the resilience of our model and the ability to generate strong returns while advancing Dubai's sustainable development. DEWA delivered a record financial and operational performance for the six months ended 30 June 2025. Revenue rose by 6.9% year-on-year to Dhs14.6 billion, driven by continued growth in electricity and water demand, as well as steady expansion in district cooling through Empower. EBITDA increased by 5.3% to Dhs7.0 billion, supported by improved operating efficiencies and effective cost control across core segments, highlighting the Group's strong underlying profitability. Net profit for the period grew 13.2% to Dhs2.90 billion, reflecting higher operating income, and decline in net finance costs by 15.45% compared to the same period in the previous year. In the second quarter of 2025, DEWA's total energy generation Including Energy import from IPPs soared to a high of 16.9 TWh marking a 10.88% increase from the 15.3 TWh recorded during the second quarter of 2024. Notably, DEWA generated 3.3 TWh of clean energy during the quarter. This clean energy accounted for 19.46% of the total energy generated in Q2, 2025. DEWA is committed to using clean energy to maintain a sustainable generation mix to meet the consistently growing demand. In addition, DEWA delivered 2.18 TWh from Hassyan power plant and 11.46 TWh from its remaining generation portfolio during the second quarter of 2025. DEWA experienced a 2.95% increase in its quarterly peak power demand compared to Q2, 2024, reaching 10.545 GW. The quarterly gross heat rate of 7,693 BTU/kWh achieved, represents a stellar 7.01% improvement over the same period from the previous year. Collectively, these achievements highlight the company's unwavering commitment to delivering operational excellence while facing very strong top line demand. DEWA's total desalinated water production in the second quarter of 2025 grew by 9.55% compared to the previous year, reaching a record of 40.78 billion Imperial Gallons (BIG). The peak daily desalinated water demand reached 475 MIG which is a 5.87% increase over the same period of the previous year. At the end of the second quarter of 2025, DEWA served 1,292,487 customer accounts, representing a 4.81% increase in customer accounts from the same period in the last year. In the second quarter of 2025, DEWA commissioned two 132 kV substations, and four hundred and eighty three 11kV substations. By the end of the first half of 2025, the company's system installed generation capacity reached 17.979 GW with 3.860 GW of this capacity representing renewable energy. WAM

Announcing the results for the six-month period ended June 30, 2025, Empower said its net profit after tax hit AED403 million ($110 million), thus marking a 3.4% increase over the same period in 2024. The ebitda (Earnings Before Interest, Taxes, Depreciation, and Amortisation) reached AED719 million, with a growth of 3.6 percent and the pre-tax net profit amounting to AED442 million marking 3.3 percent growth compared to the first half of last year. Emirates Central Cooling Systems Corporation PJSC, the world's largest district cooling services provider, on Tuesday announced that its revenue for the first half of 2025 reached Dh1.453 billion, marking a 7.5 per cent increase compared to the same period in 2024. Earnings before interest, taxes, depreciation, and amortisation (Ebitda) reached Dh719 million, with a growth of 3.6 per cent and the pre-tax net profit amounted to Dh442 million marking 3.3 per cent growth compared to the first half of last year. The net profit after tax reached Dh403 million marking a 3.4 per cent increase compared to the same period in 2024. Empower reported consolidated revenues of Dh3.36 billion for the twelve-month period from July 2024 to June 2025, compared to Dh3.16 billion in the period from July 2023 to June 2024; an increase of 6.3 per cent. Ebitda for the same period reached Dh1.58 billion, compared to Dh1.50 billion previously, reflecting a growth of 5.1 per cent. Empower's Annual General Meeting, which was held in March with a quorum of 89.9 per cent, approved the Board of Directors' recommendation to distribute cash dividends for the second half of 2024, amounting to Dh437.5 million in total, equivalent to 4.375 fils per share or 43.75 per cent of the company's paid-up capital, which was paid in April, 2025 'Empower's exceptional performance in the first half of 2025 reflects the strength of our integrated business model and the ability to efficiently adapt to changing market dynamics and customer needs. The first half of 2025 witnessed a significant growth in Empower's business. The company signed 86 new contracts to supply over 99,000 refrigeration tonnes (RT) to various projects across Dubai. This boosted Empower's total contracted capacity to 1.86 million RT, reflecting growing demand among developers and building owners for the environmentally friendly district cooling solutions. Empower signed two major agreements during the first half of 2025. The first one is with DMCC (Dubai Multi Commodities Centre), the leading international business district that drives the flow of global trade through Dubai, to supply district cooling services to the next phase of Uptown Dubai, for a capacity of 24,675 RT. The second one is for the Island project, by Wasl to supply environmentally friendly district cooling services for a total cooling capacity of 23,853 RT. Moreover, the company's total connected capacity exceeded 1.6 million RT following the addition of approximately 38,000 RT during the reporting period. Empower also reported a notable increase in its service footprint, with the total number of buildings it serves reaching 1,684 in the first half of 2025. Expansion Aligning with Empower's strategy to strengthen the district cooling infrastructure and expand its services in strategically important areas of Dubai, the company announced a new district cooling plant in Al Sufouh 2 area during the reporting period. The foundation work has already started for the new plant, while construction is scheduled to begin in the fourth quarter of 2025. This plant will be the first in a series of three future plant rooms that Empower plans to build in the area. The new plant will have a cooling capacity of 23,400 RT (RT) to serve several buildings, including the 'Innovation Hub,' one of the prominent landmarks in Al Sufouh.
