
‘No SST on residential units'
PETALING JAYA: Residential properties sold under the Housing Development Act (HDA) are exempted from the Sales and Services Tax (SST), says Housing and Local Government Minister Nga Kor Ming (pic).
He said the exemption is determined based on either the land title or the intended use of the property.
'This means all residential units, including serviced apartments on commercial titles, are exempted from SST as long as they are intended for residential use and fall under the HDA,' Nga said in a statement yesterday.
The clarification follows Nga's consultation with Finance Minister II Datuk Seri Amir Hamzah Azizan amid concerns raised by industry stakeholders over the revised SST framework.
To address the issue of cascading taxes, Nga said a business-to-business exemption has been implemented to ensure service tax is applied only once along the supply chain.
According to the Finance Ministry, essential construction materials such as cement, aggregates and sand remain subjected to a 0% sales tax.
Of the 400 tariff codes related to building materials, only eight, covering items such as vats, laminated glass and netting, have seen an increase in sales tax.
This accounts for just 2% of the total codes.
Contractors may also separate material and service charges in their billing, ensuring service tax applies only to the construction services provided.
Nga stressed that his ministry will continue working closely with the Finance Ministry and key stakeholders to ensure the fair implementation of tax policies, safeguard home buyers' interests and support a stable and sustainable housing sector.
'In line with the Madani aspirations, the ministry remains committed to preserving housing affordability and protecting the interests of home buyers under the revised SST framework,' he added.

BUSINESS KUALA LUMPUR, Aug 15 (Bernama) -- RHB Investment Bank Bhd (RHB IB) has maintained its forecast for Malaysia's 2025 gross domestic product (GDP) growth at 4.2 per cent, with an upside potential of up to 4.4 per cent. 'Growth in the second half of 2025 (2H 2025) is expected to moderate to 4.2 per cent (1H 2025: 4.4 per cent), as front-loading activities dissipate and the impact of tariffs gradually sets in. 'Nevertheless, several factors should support the outlook; clearer guidance on United States' (US) tariff rates, easing US–China trade tensions, domestic stimulus measures, and robust consumer and investment spending,' it said in a note today. The investment bank said that the recent cut in US reciprocal tariffs on Malaysia (to 19 per cent from 25 per cent) and the extension of the US–China trade truce to Nov 10 should provide short-term relief and lift manufacturing sentiment. 'Domestically, the RM2.0 billion Merdeka cash handouts are expected to give a modest boost to consumption, adding an estimated 0.2 percentage point to GDP for 2025, based on a 0.5 marginal propensity to consume and Sales and Service Tax (SST) rates of 5–10 per cent,' it said. RHB IB said that its forecast already incorporates downside risks, with the revised US tariff structure estimated to shave up to 0.43 percentage point from the earlier 4.5 per cent projection. 'We remain vigilant to potential pressures on trade and manufacturing from changes in US tariff policies and the possible introduction of sector-specific measures, particularly on semiconductors,' it said. While external developments warrant a cautious outlook, it said Malaysia's domestic economy continues to show resilience, supported by robust consumer spending and steady investment activity. 'Strategic measures under the MADANI Economy framework — including the National Energy Transition Roadmap and the New Industrial Master Plan 2030 — are set to stimulate investment flows over the medium term,' it said, adding that certain domestically oriented industries remain relatively insulated from global uncertainties.

Asean tourist arrivals to Malaysia jump 15% in first half of 2025
MALAYSIA has seen a significant rise in tourist arrivals from Asean countries, recording a 15.5% increase from January to June this year compared to the same period last year, says Datuk Seri Tiong King Sing ( pic ). The Tourism, Arts and Culture Minister said that this growth reflected the effectiveness of Malaysia's promotional strategies and its strategic position as Asean Chair in 2025. 'Tourism from our neighbouring Asean countries remains a major contributor to Malaysia's international tourist arrivals. 'Asean visitors accounted for 74.3% of Malaysia's total international tourism in 2024. 'The number of visitors increased to 15.09 million in the first half of 2025, up from 13.06 million in the same period last year,' he told Datuk Seri Dr Wee Jeck Seng (BN-Tanjung Piai) during the Ministers' Question Time. Tiong highlighted Malaysia's proactive role in hosting Asean meetings, which has boosted the country's visibility and appeal. 'Our role as Asean Chair contributes to this surge, with meetings attracting delegates from across the region,' he said. On challenges in tourism promotion, Tiong acknowledged budget constraints, but emphasised ongoing efforts to collaborate with the Finance Ministry to secure necessary resources. 'We are exploring partnerships and optimising our promotional efforts even with limited funds,' he said.

Malaysia has recovered US$7bil in funds linked to 1MDB

(Reuters pic) PETALING JAYA : The Malaysian government has recovered RM29.7 billion (US$7 billion) of funds relating to 1Malaysia Development Bhd (1MDB) and its former unit SRC International Sdn Bhd since the establishment of the Assets Recovery Trust Account, according to the finance ministry. As of the end of July, RM42.17 billion has been channeled to 1MDB to finance debt repayments and fulfill the company's commitments, the finance ministry said in a written parliamentary reply yesterday. 'Of the amount, RM15.44 billion was channeled from the finance ministry and the Minister of Finance Incorporated in the form of shareholder advances or loans, while RM26.73 billion came from the proceeds of 1MDB's asset recovery,' it said. 1MDB, a state investment fund that took shape under former prime minister Najib Razak, is at the centre of a multi-billion dollar scandal that has spawned probes in Asia, the US and Europe. Najib, convicted of crimes linked to 1MDB, is currently serving a prison sentence but is seeking to spend the remainder of it under house arrest. He is expected to be released in 2028. 'The process to recover 1MDB and SRC funds is still ongoing and is a complicated and long process that will take years,' said the finance ministry. 'This is because it not only involves cooperation between several local agencies and foreign agencies from various countries, but also involves legal processes in court and settlement negotiations,' it added. Other findings from the finance ministry's reply are: About RM28.93 billion was used to pay 1MDB's principal debt, while RM13.24 billion was for interest payments and the company's commitments. 1MDB's remaining debt, involving principal and interest payments until 2039 is RM9.02 billion, comprising principal of RM5 billion and interest of RM4.02 billion. For SRC International, RM5.35 billion has been channeled by the government to finance principal, interest on debt and meet the company's commitments.
