Moratorium on 45-hour work week for nurses extended, says minister
Health minister Dzulkefly Ahmad said the issue of nurses' allowances raised by the Malayan Nurses Union was still under discussion at the ministry level.
PETALING JAYA : The moratorium on the implementation of a 45-hour work week for nurses has been extended by another month, health minister Dzulkefly Ahmad said today.
He said this was to enable his ministry to examine and better understand issues affecting healthcare workers' and their welfare, before recommendations are presented to the Cabinet on July 1, Bernama reported.
'Several meetings have been held. As I said before, I will not decide without a thorough understanding of the nursing programme and related matters.
'What is important is to consider all factors so that whatever decision is made will be truly fair,' he was quoted as saying.
Previously, he was reported as saying the public service department (JPA) had approved a period of three months from Dec 1, 2024, to Feb 28, 2025 to prepare for the implementation of a 45-hour work week at the health ministry.
Subsequently, on Feb 25, the health ministry asked for and received approval from the JPA to extend the moratorium from March 1 to May 31. Today's extension announcement takes the date to June 1.
On Nov 21 last year, Dzulkefly announced the change in shift work hours for nurses and said it was appropriate, subject to the Public Service Remuneration System that was implemented on Dec 1, 2024.
He said the 45-hour work week set through the system was an hour less than the 46 hours a week provided for under the General Orders.
Asked about the issue of nurses' allowances that had been brought up by the Malayan Nurses Union (MNU), he said the matter was still under discussion at the ministry level.
'It will take some time because it is still at the discussion stage,' he said.
On March 9, MNU sought a government review of all nurses' allowances, including the RM1,000 per month regional allowance for those serving outside their home state.

An additional 472 days were added to his sentence as the crimes were committed while he was under a remission order for earlier drug convictions. Deputy Public Prosecutor Jonathan Tan said the most serious assault took place in January 2023. The woman had wanted to leave the house to meet her godfather, but the man, suspicious and angry, dragged her into the bedroom and questioned if she was having an affair. 'He then hit her with a mop handle until she fell to the ground before making her strip naked and using her bra to tie her wrists together. He used her shorts to tie up her feet,' he reportedly told the court. He then pressed a saw to her thigh, injuring her, and took a video of her as she lay naked. He later struck her head and thighs with a wooden hammer. DPP Tan said she forgave him after the incident. In September 2022, the man tied her hands to the bed with a cable tie and poured gas lighter fluid on her after she received a call he suspected was from a male intern. 'He then held it with an open flame close to her chest, burning her,' said DPP Tan. Though the call wasn't from the intern, the woman admitted it was to avoid further harm. The man later released her and cooked for her. In June 2022, while in jail, the man also attacked a 62-year-old inmate who had asked for bread, punching and kneeing him until he fell unconscious. The inmate had to be resuscitated in hospital. DPP Tan said the fact that the man committed repeated offences within a domestic relationship was an aggravating factor: 'The victim said she had forgiven the accused, but that does not make what he did any less egregious.' Defence lawyer A. Revi Shanker said his client had been diagnosed with major depressive disorder at the time and was 'possessive' and 'a bit jealous': 'The disorder contributed to his anger and the way he reacted, but what he did was not premeditated. He acknowledges the seriousness of his actions.' Under Singapore law, voluntarily causing hurt with a dangerous weapon can carry up to seven years' jail, fines and caning. (Bernama pic) PETALING JAYA : A surveyor was killed after reportedly falling from the eighth floor of a building – an estimated height of 27m – through an opening in a pressurisation shaft at a construction site in Bukit Mertajam, Penang, yesterday. Hairozie Asri, the Penang director of the occupational safety and health department, said the department received information about the fatal accident at 10.30am and immediately dispatched a team of investigation officers to the site. 'The victim, a 41-year-old local man working as a verticality surveyor with a subcontractor at the site, was confirmed dead after falling from the eighth floor through an opening in the pressurisation shaft. 'Preliminary investigations found that the opening was fenced off and covered only with plywood. It is believed that the measures provided insufficient protection for workers,' Bernama quoted him as saying. Hairozie said the department had issued three prohibition notices to the main contractor to halt all related works until safety measures have been fully complied with. He said the contractor had also been ordered to conduct an internal investigation to identify the cause of the incident, propose improvements, and present the findings to the department. Hairozie said the department would gather the relevant documents and record statements from all identified witnesses. 'A follow-up visit to the employer's premises will be made after corrective and preventive actions are taken. 'We will also pursue legal action under Section 15(1) of the Occupational Safety and Health Act 1994 (Amendment) 2022 if any violations under the Act are found,' he said.

Teen missing in Melaka forest while searching for cows found weak but safe after 32 hours
KUALA LUMPUR, June 6 — A 15-year-old boy with a learning disability who went missing while looking for cattle in a forested area near Kampung Permatang Pasir, Alai, was found safe early this morning after more than 32 hours. According to the New Straits Times, Muhamad Aidil Asyraf Fadli was found lying in the undergrowth behind a house about 600 metres from the Fire and Rescue Department's control post at 2.08am. 'He was given initial treatment by medical personnel at the scene before being handed over to the police for further action,' said Melaka Fire and Rescue Department public relations officer Mohd Hafidzatullah Rashid. He said the victim was found in a weak state and unable to move, and the search and rescue (SAR) operation was officially called off at 3.52am. The operation had earlier been suspended at 7pm yesterday after a search over a 2.4-hectare area yielded no leads. A total of 31 personnel were involved in the SAR effort, including 14 members from the Special Tactical Operation and Rescue Team of Malaysia (STORM), five policemen and four Civil Defence Force personnel. Villagers also assisted in the search, along with three sniffer dogs — two from the Fire and Rescue Department and one from the police. 'The operation was divided into four sectors and expanded to include riverbanks, with aerial monitoring conducted using a Fire and Rescue Department drone,' said Hafidzatullah. He added that SAR teams also drained two artificial ponds during the search. Meanwhile, Melaka Tengah deputy police chief Superintendent Halim Abas confirmed that Muhamad Aidil is currently receiving treatment at the Emergency Department of Melaka Hospital and is in stable condition.
