Delhi HC refuses bail to man accused of being ISIS operative
A bench of Justices Subramonium Prasad and Harish Vaidyanathan Shankar upheld a trial court's detention orders saying it was not mechanical in nature and said accused Mohd Rizwan Ashraf could not have been released on account of ongoing investigation as releasing him and others at a crucial stage would have impeded the probe.
'This court is satisfied that the trial court has applied its mind to the grounds which have been set forth. The trial court has categorically observed that the investigation progressed substantially during the (remand) extensions that had been granted by it and the investigation had not been stagnant. The order of the trial court extended custody not as a matter of routine but based on credible material outlining the investigative steps requiring completion," the bench said in its judgment passed on Thursday.
Ashraf was arrested by the National Investigation Agency (NIA) in the case on October 1, 2023 under the provisions of the Unlawful Activities (Prevention) Act (UAPA).
He challenged various orders of the trial court extending his custody on various occasions, including on February 24, 2024 when his judicial custody was extended by 25 days. On the same day, the trial court had dismissed his plea for default bail.
Ashraf's counsel submitted that the orders were passed by the trial court in a mechanical and perfunctory manner and did not indicate any individual assessment of his role.
The counsel argued the NIA failed to demonstrate why Ashraf's continued detention was necessary for the purpose of investigation.
The high court said three accused persons, including Ashraf, were active members of the Islamic State of Iraq and Syria (ISIS) and they were propagating the ideology of the organisation and trying to recruit youth for its objectives.
'At the time when the remand orders were being considered, material was being unearthed to establish that the accused, including the appellant (Ashraf), were conducting recce at various Indian cities including, but not limited to, Delhi, Mumbai, Ahmedabad and Surat for terrorist activities.
The order observed aside from India, conspiracy was also being hatched in other countries.
'A money trail from Maldives was also being investigated. Material on record indicates that investigation was also underway to find out about other associates of the accused," the bench said. PTI SKV SKV AMK AMK

Mamdani's wedding bash in Uganda Zohran Mamdani, the son of Indian filmmaker Mira Nair and renowned Ugandan academic Mahmood Mamdani, celebrated his wedding with Rama Duwaji, 27, at a lavish compound owned by his family in Uganda, as per a New York Post report. The private compound is located in the posh Buziga Hill area outside the capital city of Kampala. The neighbourhood is home to some of Uganda's richest, including billionaire businessman Godfrey Kirumira. Mamdani was born in Uganda and spent the first few years of his life there before moving to the US at the age of seven. The Queens politician returned to his birthplace to mark his love for his wife. Duwaji and Mamdani, who met on the dating app Hinge, had eloped in February. The couple hosted wedding celebrations at the compound guarded by masked security guards, with guests partying until midnight last week, reported New York Post. Mamdani's family home is secluded and spread over two acres of lush gardens, surrounded by trees, with at least three security gates. STORY CONTINUES BELOW THIS AD A witness told The Post that the security was so tight that one gate was being watched by around nine guards. 'Outside the Mamdani house were more than 20 special forces command unit guards, some in masks, and there was a phone-jamming system set up — and all for the strictly invite-only Mamdani event,' the witness added. Guests were served fruit juices and they danced to music from a local DJ last Thursday (July 24). As per a witness, Mamdani is believed to have addressed guests later that night, with the party ending after midnight. 'Then on Friday, inside the compound, there were military style tents being taken down when the party had finished,' they added. 'Then what looked like Mamdani personal security guards took over at the gates.' Mamdani had previously confirmed his trip to Uganda on his Instagram, saying he would stay there until the end of the month. Why Mamdani's wedding bash is facing flak Zohran Mamdani, who says he wants to raise taxes on the top one per cent of New Yorkers, is facing backlash over his reported extravagant wedding festivities. Andrew Cuomo, who is still in the NYC mayoral race as an independent, took a potshot at his rival. In a poll on X, he asked his followers to vote on whether Mamdani's three-day wedding was 'champagne socialism' or 'trust fund socialism.' Ugandan President Yoweri Museveni visited Kanyeihamba's residence to pay his last respects and 'the street was blocked by the president's cars,' a local was quoted as saying. 'Because of the culture here, it was insensitive to have a wedding celebration in the same week as mourning – or 'Okukungubaga' – as it's called here,' another told The Post. 'He has not even been buried, and we have his friends coming to give last words and to mourn before the burial next week, yet Mamdani is celebrating his wedding for three days,' the source added. One posted, 'Zohran Mamdani wants to ban all guns and defund the police, then flies to Uganda for his wedding, guarded by masked special forces at his family's multimillion-dollar compound. Socialism for thee, not for me.' Another user mocked him as 'man of the people'. 'Zohran Mamdani: Nothing says American like getting married on your family's luxury Uganda compound. A man of the people,' they wrote. 'Mamdani clearly doesn't see the irony—his wealth and lavish lifestyle, including that Uganda wedding bash with armed guards, stem directly from capitalism. ‘Cannot switch off economy': Indian envoy hits back at West's pressure on oil imports from Russia
India's High Commissioner to the UK, Vikram Doraiswami, hit back at the West's pressure on New Delhi to halt oil imports from Russia, emphasising that the country cannot simply 'switch off its economy' due to geopolitical tensions. In an interview with Times Radio recently, he further pointed out the inconsistency in the West's stance, highlighting that several European partners continue to buy rare earth and other energy products from the same countries that they refuse to let India buy from. 'Don't you think that that seems a little odd?' Doraiswami said. When questioned about India's close ties with Russia and President Vladimir Putin, he said that New Delhi's relationship with Moscow is built on various metrics. 'One of these is our long-standing security relationship that goes back to an era in which some of our Western partners wouldn't sell us weapons but would sell them to countries in our neighbourhood that use them only to attack us,' the Indian envoy said. He further termed New Delhi's ties with Moscow an 'energy relationship', which he said was the outcome of 'everybody else buying energy from sources that we used to buy from earlier'. 'So we've been displaced out of the energy market largely, and the costs have gone up. We are the third-largest consumer of energy in the world. We import over 80% of our product. What would you have us do? Switch off our economy,' Doraiswami said. 'We also see around us relationships that other countries maintain for their own convenience with countries that are a source of difficulty for us. Do we ask you to come up with a little test of loyalty?' he said. Affirming India's stance on the Russia-Ukraine conflict, the Indian envoy said that Prime Minister Narendra Modi has repeatedly asserted that this was not an era of war and that New Delhi is 'very keen' for the conflict to stop. 'He's made that point repeatedly, including with the president of Russia and with the president of Ukraine (Volodymyr Zelensky),' he said. 'We are very keen for this terrible conflict to stop, as we are keen for conflicts across the world to stop,' Mr Doraiswami added. India traditionally relied on the Middle East for its oil supplies. However, following Western sanctions against Moscow due to Russia's invasion of Ukraine, the country began offering oil at discounted prices to attract new buyers.

6 dead after mass shooting incident in Thailands capital
Agency: PTI Last Updated: Bangkok, Jul 28 (PTI) A gunman shot dead five people at a food market in the Thai capital on Monday before committing suicide, according to media reports. The incident happened at 12.38 pm at the Or Tor Kor market, known for high-quality fresh fruit and seafood. The dead included four security guards, the Bangkok Post newspaper reported. The gunman was found dead on a bench inside the market building, dressed in a black T-shirt and camouflage shorts, the report quoted police as saying. Police recovered an ID card and a driving licence identifying the deceased as Noi Praidaen, a 61-year-old man from Khong district, Nakhon Ratchasima. Two women sustained injuries. Police said officers are investigating the motive behind the attack. Mass shooting incidents are not common in Thailand, but the country has seen several deadly incidents in recent years. In 2023, a 14-year-old boy killed two people and injured five others in a shooting at a luxury shopping mall in the centre of Bangkok.
