NAPOLCOM suspends arrested Pampanga mayor's police powers

The National Police Commission has suspended the police powers and control over the town of arrested San Simon, Pampanga Mayor Abundio Punsalan Jr.
In a statement Friday, NAPOLCOM vice chairperson and executive officer Rafael Vicente R. Calinisan issued the order following Punsalan's arrest in an entrapment operation by the National Bureau of Investigation for allegedly accepting part of an P80 million bribe in exchange for a favorable resolution from the local government.
Aside from this, Calinisan also ordered a motu proprio probe for a 'full revocation' of the police supervision and control powers of mayors in their respective areas.
'In line with this, NAPOLCOM Chief Commissioner Calinisan directed the Inspection, Monitoring and Investigation Service (IMIS) to conduct a motu proprio (on its own initiative) investigation toward the full revocation of the authority granted by NAPOLCOM to Local Chief Executives (LCEs) to exercise operational supervision and control over the police force within their jurisdiction,' the Commission said.
The NAPOLCOM noted that these powers include police operations, police personnel assignment, safety plans, and selection of chief of police based on legal qualifications.
'Under the law, mayors and governors are automatically considered representatives of NAPOLCOM to perform these duties, even without a formal oath-taking,' Calinisan said.

Two Malaysians staying at a hotel in Cebu City have been arrested for alleged distribution and use of illicit transceivers and 'sniffing devices,' the National Bureau of Investigation (NBI) said Tuesday. According to the NBI, the two individuals were found to be in possession of and operating illegal transceivers and an International Mobile Subscriber Identity (IMSI) catcher during an operation on June 28. Following this, authorities sought for an application for a warrant to search, seize, and examine computer data. They served the warrant at the hotel on August 8. Authorities confirmed that the laptops, cellphones, antennas, and other modular setups were cellular and data sniffers that could capture data up to the 5G network. The NBI said the equipment will undergo further examination. Meanwhile, the agency said that cases for violation of the Cybercrime Prevention Act of 2012 are being prepared for filing. Fire inspector nabbed for robbery extortion, found guilty — NBI

A fire inspector who was previously arrested by National Bureau of Investigation (NBI) agents for attempting to extort P400,000 from a job applicant has been found guilty by the Ombudsman, the bureau said Tuesday. In a statement, the NBI said the Office of the Ombudsman found the fire inspector administratively liable for violating the Republic Act 6713 and grave misconduct. He was dismissed from service with perpetual disqualification from holding office, forfeiture of retirement benefits, cancellation of his Civil Service Eligibility, and is prohibited from the Civil Service Exam. The NBI arrested the man during an entrapment operation on June 27. According to the bureau, the arrest stemmed from the complaint of an applicant that the fire inspector asked 'thanksgiving money' from her in the amount of P400,000 in exchange for her inclusion in the final roster of candidates for the position of Fire Safety Officer I. NBI arrests man for P320K extortion try in Albay

The National Bureau of Investigation (NBI) on Monday announced the arrest of a person accused of attempting to extort P320,000 in exchange for the issuance of a permit in Albay. According to the NBI, agents arrested 'Julbie' during an entrapment operation on August 8 for alleged involvement in an extortion scheme for the issuance of an ore transport permit (OTP) from the Provincial Environmental and Natural Resources Office. The NBI said Julbie demanded P320,000 as standard operating procedure for the release of seven OTPs. He also claimed that failure to pay the amount would delay the processing of the OTP. The operation stemmed from a complaint against a certain 'Tope' for alleged violation of the Anti-Graft and Corrupt Practices Act and robbery or extortion, according to the bureau. Similarly, Tope claimed that he can help in the issuance of an OTP from the Provincial Environmental and Natural Resources Office and that the processing of the OTP will be delayed if he is not paid. However, Tope did not make any further contact. Following this, the NBI said Julbie, who is associated with Tope, told the complainant that he will be the one to collect the payment.
