States must reclaim control over education: former NUALS V-C N.K. Jayakumar
Delivering a keynote address on 'University Laws and Dissenting Opinions' at a seminar organised by the Kerala Sasthra Sahithya Parishad here on Saturday, Prof. Jayakumar urged States to push for the restoration of education to the State List of the Constitution from its present position in the Concurrent List.
He questioned the Supreme Court's stance which accorded primacy to the UGC regulations over State-enacted University Acts. He termed the justification that such regulations, once tabled in Parliament, gain the status of Central laws as surprising.
Took exception
The senior academic also took strong exception to the trend of Governors referring State Assembly-passed Bills, particularly those aimed at removing the Governor as Chancellor of universities, to the President.
'There is no constitutional dispute involved in these amendments, and they do not contravene any existing Central law. Only such factors would warrant referring Bills,' he observed
Weighing in on the raging controversy surrounding the suspension of Kerala University Registrar K.S. Anil Kumar, Prof. Jayakumar accused the Vice-Chancellor of overstepping his authority. He maintained that while the University Acts permits the Vice-Chancellor to take disciplinary action, this extends only up to the level of Deputy Registrar. The suspension, therefore, exceeded his mandate.
He also decried the recent remarks by Kerala State Higher Education Council vice-chairperson Rajan Gurukkal that described Vice-Chancellors as the chief executives and academic heads of universities.
Governing authorities
'Vice-Chancellors are officers of the university, not its authority. The statutory bodies, including the Syndicate, senate and academic council, are the real governing authorities. In emergencies, a Vice-Chancellor may act on behalf of these bodies, but such actions must be ratified at the next meeting of the appropriate authority,' Prof. Jayakumar clarified.
Kerala Council for Historical Research chairperson K.N. Ganesh, who spoke on 'Challenges in higher education and the path forward,' expressed deep concern over the four-year undergraduate programme implemented in State universities.
The curriculum, he cautioned, focussed on employment and was disconnected with local needs of society. He added the students were provided limited options under the programme.
Educationist R.V.G. Menon and former Education Minister C. Raveendranath also spoke.

Scientific temper is important to completely claim the Right to Life, said retired Supreme Court Judge Abhay Oka while delivering the Dr Narendra Dabholkar Memorial Lecture in Pune on Sunday. Oka emphasised that Article 21 of the Indian Constitution guaranteed the Right to Life with dignity and prosperity, and that a scientific temper was important to fully claim these rights. Oka said, 'If Article 21 of the Constitution has given us a Right to Life with dignity, what does it mean? It is not just living with respect but also living meaningfully. Reading good literature and good thoughts, artwork, watching a comedy film or a stand-up comedian's show, this makes life prosperous. This is how we fulfill the Right to Life. Therefore, it is important to develop a scientific temper and spirit of enquiry to fully claim the Right to Life with prosperity.' The retired judge also talked about how people use scientific equipment in their daily lives but do not develop a scientific temper: 'In Article 51(a) of the Constitution where scientific temper, humanism and the spirit of inquiry and reform come together…Just using scientific equipment does not mean that people have scientific temper. In a lighter vein, DJs are used in many of our festivals. These hurt the ears and are their levels much above the permitted decibel limits according to the rules. DJ systems are created by science, but just because we are using it we cannot say that we have scientific temper.' At the same event, Retired Supreme Court Judge Hemant Gokhale said, 'We killed Dr Dabhokar, also killed comrade (Govind) Pansare. This is the disposition of Maharashtra today. And the way minority and minority religion people are being harassed, this is against scientific temper…You all must have read that day before in Jamner, a young man was killed because he belonged to a religion. What kind of scientific temper is this?' The lecture was held before the 12th anniversary of the assasination of Dr Narendra Dabholkar on August 20, who was one of India's foremost rationalists and anti-superstition activists. Dabholkar was gunned down in Pune in 2013 while on a walk. Two people were convicted for his murder in 2024 by a special court in Pune while three others, including the mastermind accused, were acquitted due to lack of evidence. All accused had links to extremist Hindu organisation Sanatan Sanstha. MANS and Dabholkar's family have questioned the CBI for not appealing the acquittals in higher courts.

Massive crowd welcomes Rahul Gandhi as 'Voter Adhikar Yatra' kicks off in Bihar
A mammoth crowd turned Sasaram into a sea of Tricolour on Sunday as Leader of Opposition in Lok Sabha Rahul Gandhi launched the 16-day, 1,300-km-long 'Voter Adhikar Yatra' across Bihar. Senior INDIA bloc leaders, including Congress president Mallikarjun Kharge, RJD supremo Lalu Prasad Yadav, and former Deputy Chief Minister Tejashwi Yadav, joined Rahul Gandhi at the historic launch that drew thousands of supporters lining the roads. Addressing the rally, Kharge called upon the people of Bihar to resist 'vote theft' allegedly being carried out by the BJP. 'This yatra is not just for winning an election, it is to save the Constitution, democracy and people's right to vote,' he said. Kharge accused the Election Commission of deleting 65 lakh voters from the rolls, largely from Dalit, Adivasi, minority, and other backward communities. Rahul Gandhi, in a sharp attack on the BJP and RSS, said the fight was to protect the Constitution from being 'wiped out' through electoral manipulation. 'Elections are being stolen in Vidhan Sabha and Lok Sabha across the country,' he said, citing Bihar's Special Intensive Revision of voter lists as 'a conspiracy to disenfranchise millions ahead of state polls.' He also pointed to Maharashtra, where, he claimed, the INDIA bloc swept the Lok Sabha elections but lost ground in the Assembly polls due to the sudden addition of one crore new voters, 'all favouring the BJP.' Gandhi further cited the Mahadevapura Assembly segment in Bengaluru Central, where Congress alleged over one lakh fake votes had swung the outcome in the BJP's favour. Reiterating his party's commitment to social justice, Gandhi said the Congress would conduct a nationwide caste census and push to remove the 50 per cent cap on reservations. He accused Prime Minister Narendra Modi of making false promises on the issue and warned that the government would not act sincerely. The event was attended by INDIA bloc leaders including K.C. But we will show you the power of the people of Bihar," Gandhi said while addressing the gathering."Narendra Modi, Amit Shah and the people of EC must hear this, neither am I scared of you nor Teajshwi Yadav and Bihar. We will put forward the truth of vote chori before everyone," he urged the people to fight for the right to vote and the in a post in Hindi on X, Gandhi said, "EC declared living people dead. EC also removed from the voter list those people who had just voted in the Lok Sabha elections. EC once again refused to give digital, machine-readable voter rolls. EC is now making excuses after excuses for not giving CCTV footage.""Earlier vote theft was done stealthily, now it is being done openly in the name of SIR," he his remarks at the end of day 1 of the Voter Adhikar Yatra, Gandhi also said they started the yatra in Bihar with a purpose."For some years people had suspected that their is some fraud in the polls and stealing of elections is taking place. In Maharashtra, while we won the Lok Sabha polls, just four months later the BJP swept the assembly polls," Gandhi said."When we investigated, we found that between the Lok Sabha and assembly polls, one crore voters were added by the Election Commission through magic," he wherever new voters were added, the BJP won, he added."Our votes did not go down and remained the same. The BJP got all the new votes. We asked the EC to explain to us where did these one crore voters come from but they refused. We asked them to give CCTV footage and they refused. We asked for machine-readable voter list but they refused," he said they then selected the Bangalore Central Lok Sabha seat and under it got analysed one assembly segment data."We took four months and found out that the Bangalore Central seat was stolen by the BJP and and EC," he said and claimed that one lakh voters were found to be fake."EC asks me to submit an affidavit but when Anurag Thakur says the same thing that I have said, it does not ask for an affidavit from him," he claimed that the EC got to know that INDIA bloc has found out how 'vote chori' happens and then they came up with a new tactic of addressing a press conference in Delhi, Chief Election Commissioner Gynaesh Kumar said the electoral roll revision is aimed at removing all shortcomings in voter lists and it is a matter of grave concern that some parties are spreading misinformation about it and firing from the EC's shoulder .The CEC rejected as "baseless" the allegations of double voting and "vote theft" and asserted that all stakeholders are working to make SIR a success in a transparent manner.
