‘Disgusting': Mom of Duval County Jail inmate who later died speaks about her son's medical records
Last week, Charles Faggart's medical records were first obtained and reported by The Tributary, which shared the records with Action News Jax.
The records reveal Faggart's condition when he was admitted to the hospital and show he had several fractures and internal injuries before he died.
Faggart's mom Tracey Karpas said it took her nearly 3 hours to read through the records.

'The report was disgusting to me,' Karpas said. 'The amount of injures that my son incurred was disgusting.'
She said after looking through them, she learned her son did not have fentanyl in his system or have a seizure leading up to his death, contradicting the redacted Jacksonville Sheriff's Office report that said officers witnessed Faggart suffer a seizure and it also said he told them he had taken fentanyl.
'The first thing I saw was no trace of fentanyl in his system,' Karpas said. 'Brain activity report from the medical report, shows no history of a seizure at all.'

She also said those medical records show that Faggart had taser barbs removed from his back, something that was not listed in JSO's redacted report.
Karpas told Action News Jax she just wants justice for her son.
Action News Jax reached out to JSO on Tuesday for an update on the investigation. JSO said it continues to be an active investigation, and no further information is available at this time.

Jacksonville police tout Downtown homeless effort successes nearly 1 year after public camping ban
It's now been nearly one year since Florida's ban on public sleeping and camping officially went into effect, with local legislation creating penalties across Jacksonville. Leaders with the Jacksonville Sheriff's Office say the results have been night and day, in no small part thanks to Downtown Vision's Homeward Bound program. The program is funded by the Jacksonville Sheriff's Office solely through money criminally seized, at no cost to taxpayers - relocating people living on the streets in Jacksonville to their hometowns. [DOWNLOAD: Free Action News Jax app for alerts as news breaks] 'I think since October 1st, [we've] spent about $85,000 on that program,' Commander Jimmy Ricks with the Jacksonville Sheriff's Office said Thursday morning. 'I think that's helped us out tremendously because that gives an opportunity for the homeless person to get back to a support system, their family system that can help them get off their feet.' According to Commander Ricks, the Homeward Bound program has gone hand in hand with local enforcement to tackle public homeless encampments across the city, with over 1,200 warnings and roughly 385 arrests made since the public camping ban went into effect on October 1, 2024. JSO says the efforts have made the streets safer for everyone, though Ricks acknowledged there's still much work to be done. According to the 2025 Point in Time survey – which keeps counts on the amount of people experiencing homelessness – there are still 290 unsheltered homeless individuals across Duval County. 'Do I still get calls every day? Yes, I do get calls every day,' Commander Ricks acknowledged. 'But I do see, as you drive downtown, a lot of people are like, 'hey, what happened?' But what happened was the actual ordinance. Being able to force the law and it's nudging people into those services and I think it's being very successful right now.' Nassau County girl facing felony charges in middle school cyberbullying case
Nassau County Sheriff Bill Leeper announced the arrest of a 13-year-old middle school student Tuesday following a cyberbullying investigation involving serious threats. The child has been charged with two felonies: electronic threats to kill and aggravated stalking. The investigation began on August 1, when deputies responded to a juvenile victim's home after the child's parent discovered alarming, life-threatening posts on TikTok directed at their child, according to the sheriff. 'No matter your age, threats of this nature come with serious consequences,' Sheriff Bill Leeper said. >>> STREAM ACTION NEWS JAX LIVE <<< The threatening TikTok posts appeared to belong to a former Yulee Middle School student, displaying both the student's profile picture and the YMS logo. Because of the threatening posts, NCSO and YMS received numerous calls from concerned parents who said they planned to keep their children home on the first day of school. YMS' School Resource Officer arranged a meeting with the student initially believed to be responsible for the TikTok account and their parents. During that meeting, the parents explained they had parental controls in place to prevent their child from downloading or using social media apps. They also reported the account to TikTok, which was subsequently removed. However, the next day a second account was created using the same child's name and likeness without their permission, the sheriff said. A forensic search of the 13-year-old's phone revealed the profile picture and other images linked to the TikTok account in question. 'Not only did this child make disturbing threats, but she did so using the identity of another student, whose reputation was unfairly damaged in the process,' Sheriff Leeper said. 'Let this serve as a reminder for parents to closely monitor their child's activity on any device.' The girl was booked into the Nassau County Jail & Detention Center on Tuesday. Jacksonville Beach Police arrest two, recover stolen guns and drugs during traffic stop
The City of Jacksonville Beach Police Department announced the arrest of two people after a traffic stop at 5 3rd Street North on August 17. According to the police department, Officer Rich conducted a traffic stop at 5 3rd Street North for a stop violation. During the investigation, officers found: Three firearms, including an AR-style pistol Marijuana and psilocybin (mushrooms) Two of the firearms were confirmed stolen out of Jacksonville more than two years ago Cash The driver and passenger were both arrested. The driver, Xavier F. J. Fountain, was charged with Possession of a Controlled Substance, Possession of Marijuana <20g, and Driving while License Suspended. The passenger, Christian M. Bartley, was charged with Possession of Marijuana <20g.
