Ensure all beneficiaries get their due share, collector urges Panchayat Raj officials
Kurnool: District Collector F. Ranjith Basha called on Panchayati Raj officials to ensure every beneficiary receives their rightful share, stressing the importance of inclusive development during National Panchayati Raj Day celebrations at the Zilla Parishad office on Thursday.
He underscored the significance of the Panchayati Raj system in rural development and decentralised governance. 'Before the 73rd Constitutional Amendment, there was no standardised or permanent administrative mechanism for local governance. Women's participation was as good as non-existent,' he said. Basha credited reforms based on the Balwantrai Mehta and Singvi Committees for shaping the 73rd Amendment, which empowered Panchayati Raj institutions through legal status, finance commission inclusion, regular elections, and reservations for SCs, STs, and women. He highlighted last year's successes, including achieving 100% targets under the Employment Guarantee Scheme and constructing 119 km of CC roads in three months with Rs. 50 crore. He also praised Peravali village's national recognition in the Governance Awards.
Three mandals—Maddikera, Holagunda, and Chippagiri—were included in the Aspirational Blocks Programme, with Chippagiri ranking sixth regionally. Officials were urged to raise awareness about government schemes. Panchayati Raj SE Ramachandra Reddy, MPDO Gudur Sisu Nag Prasad, and other staff were felicitated for their contributions.

The transition from manual to online counselling for teacher promotions and transfers marks a major administrative reform, as the online system has addressed long-standing issues of inefficiency, lack of transparency and inequity inherent in manual processes, says Commissioner, School Education, V. Vijay Rama Raju. In response to constant pleas by teachers' associations for implementation of manual counselling, Mr. Rama Raju asserted that the web-based counselling has enabled rule-based, transparent and teacher-friendly transfers, proving to be a robust, scalable and legally compliant solution. Explaining the benefits of the online mode, he said transfers and promotions are based solely on teacher service records without any human interference. He said for the first time in the State's history, 4,851 teachers have been promoted simultaneously. Since the formation of the new coalition government in the State, the Teachers Transfer Act has been implemented after multiple consultations with teacher unions, he pointed out, informing that as per the finalised schedule from May 21 to June 10, as many as 35,235 transfers had been completed so far. Speaking about the several advantages of this mode, he said teachers can view schools based on their distance from the mandal headquarters, allowing them to choose nearby schools, there are options to select from vacancies within clusters of 150-200 schools, the applicants can save their preferences multiple times, a video guide explains how to use the web option system and help centers have been set up at all levels to assist teachers. On the contrary, he says there are issues with manual counselling, which does not immediately display the newly available vacancies, causing senior teachers to miss out. Only 400-500 teachers per day can participate, making it hard to complete transfers on time, women, elderly teachers and those with health issues face hardship travelling to counselling centres and overall, manual counselling is not beneficial to teachers, he emphasised. Mr. Rama Raju pointed out that before 1998, Zilla Parishad Chairpersons handled transfers in ZP and Mandal Parishad schools, while the District Education Officers (DEOs) managed government school transfers, later all responsibilities were moved to the DEOs. In 2015, the web-based counselling system was introduced to reduce political interference and inefficiencies, and this system brought trust and transparency into the process and was continued by successive governments. Reminding that in 2021, around 38,000 transfers were done in online mode, in 2023, around 44,000 transfers were implemented using this system, he advised teachers not to believe 'rumours and misleading campaigns driven by personal agenda.' The online system is completely transparent and fair and solely based on service records, he reiterated.

Section 4 crisis to be resolved soon; will appeal to Centre, SC: Khandre
Bengaluru: Under Section 4 of the Forest Act 1963, the government has the option to abandon the land allocated before the notification, and a special proposal will be submitted to the Centre and the Supreme Court to provide justice to the people who have built houses and are cultivating for 30-40 years after the notification, said Forest, Ecology and Environment Minister Eshwara B Khandre. Presiding over a meeting held with Chikkamagaluru district MLAs and forest and revenue department officials at Vikas Soudha, he said that a request will be submit-ted to the Supreme Court and the Centre to give an alternative to the designated forest with residential areas, patta land, etc. and the land allocated after the Section 4 notification, and to abandon this land from the forest area. In many cases, even though Section 4 has been notified for 60-70 years, Section 17 is still not in effect. After the implementation of the Forest Conservation Act of 1980, it has become difficult to abandon such forests. Therefore, it is imperative to appeal to the Center and the Supreme Court. Chikkamagaluru district is in the Western Ghats and there is a rich forest area here. There is 300-400 acres of land in a single survey number, and there is confusion because there is no joint survey. In this context, he told the officials to conduct a joint survey of forest and revenue land and try to resolve the problem quickly. The survey number in the certificate submitted to the Supreme Court as a deemed forest also includes houses, government schools, government buildings, and land plots. Now that we have finally got the opportunity to submit a report to the Supreme Court, we can submit a petition to the Supreme Court by conducting a proper survey and determining the amount of land eligible for abandonment, and by providing revenue land elsewhere as an alternative and cultivating a forest there, Ishwar Khandre Forest Minister also instructed that the deemed forest certificate, which was al-ready submitted to the Supreme Court in 2022, be uploaded on the department's of-ficial website to make it available to the public. Responding to the request of the MLAs that the current 10 km buffer zone around the bear sanctuary in Arsikere limits of Hassan district is also causing hardship to the farmers of Chikkamagaluru in the border area, the Minister said that a proposal has been submitted to reduce this limit to 1 km. He assured that this problem will be resolved soon. Frivolous applications: RPSC filed criminal cases against 14 candidates
1 2 Ajmer: The Rajasthan Public Service Commission (RPSC) Friday said that it has filed a criminal complaint against 14 candidates between Nov 2024 and Jan 2025 for filing frivolous applications for the post of assistant professor in Sanskrit college education exam. The commission filed the complaints at the additional chief magistrate of Ajmer under Section 217 of Bharatiya Nyaya Sanhita (BNS). Jaswant Garasiya of Banswara is a Bachelor of Arts (BA), but he filed an application for the assistant director (Science and IT department) exam 2024, even though the essential qualification for this exam was a first-class degree in natural and agricultural science or a first-class Master's degree in engineering or technology, or a first-class MSc or MTech with a graduate degree in science and engineering, along with two years of specialised experience in IT and science technology organisation. Garasiya also filed an application for assistant testing officer and junior chemist exam of the RPSC. RPSC secretary Ramniwas Mehta said, "I spoke to the candidate on phone regarding the filing of the application, and he admitted that he is a BA pass, but he could not answer why he filed such applications." Mehta said that the RPSC also warned that if a candidate provides forged documents or wrong information about the essential qualification or experience, then an FIR will be filed against him as RPSC has already filed FIRs in such matters.
