Uttarakhand CAT bench issues contempt notices to Cabinet Secretary, two top officials in Sanjiv Chaturvedi case

DEHRADUN: The Central Administrative Tribunal (CAT)'s Nainital Bench has issued contempt notices to three of India's most senior bureaucrats: Cabinet Secretary T.V. Somanathan, Union Health Secretary Apurva Chandra, and Central Vigilance Commission (CVC) Secretary P. Daniel.
Issued on Wednesday, the notices relate to the downgrading of IFS officer Sanjeev Chaturvedi's appraisal report.
It is the first case that a Cabinet Secretary has received such a notice in a service matter.
The CAT's action, according to sources, stems from a February 23, 2023, order. This order was prompted by Chaturvedi's application seeking documents related to high-profile corruption inquiries he conducted during his tenure as Chief Vigilance Officer (CVO).
Chaturvedi alleges his 2015-16 Appraisal Report was downgraded due to these actions, leading him to file his original petition in July 2017.
These contempt notices arise from a petition filed by whistleblower IFS officer Sanjeev Chaturvedi in December 2023, alleging non-compliance with previous Tribunal orders.
The CAT had earlier, on April 21, 2023, issued 'show cause' notices, questioning "why contempt proceedings shall not be initiated against them for non-compliance of orders dated 23.02.2023 and 23.03.2023 passed by the Tribunal."
The next hearing is fixed for July 9. As senior counsel Sudershan Goyal explained to TNIE, "The core dispute involves CAT's February and March 2023 orders, directing officials to provide Chaturvedi with documents related to alleged closures of high-profile corruption enquiries he conducted as Chief Vigilance Officer (CVO)."

Gandhinagar: The 23rd edition of Shala Praveshotsav, the annual school enrolment drive of Gujarat govt, will be held across all districts of the state from June 26 to 28. Chief minister Bhupendra Patel , all ministers in the state govt, and over 400 IAS, IPS, and IFS officers will participate in the enrolment drive. The CM presided over a meeting in Gandhinagar on Tuesday, which was attended by all ministers and officers who will participate in the enrolment drive. This year's praveshotsav will be held in 1,529 govt secondary and higher secondary schools, 5,134 grant-in-aid secondary and higher secondary schools, and 31,824 govt primary schools across the state. The enrolment drive, which began in 2002-03 during the tenure of Narendra Modi as xhief minister of Gujarat, aims at achieving 100% enrolment of students in schools. The education department has planned to enrol a total of 25.75 lakh students during this praveshotsav. This includes 8.75 lakh children eligible for admission to kindergarten, 10.50 lakh students eligible for admission to Classes 8 and 9, and 6.50 lakh students eligible for admission to Classes 10 and 11. Chief secretary Pankaj Joshi said that the Shala Praveshotsav programme is not limited to the education department alone but has become a 'mission mode' festival connecting all departments. Principal secretary (education) Mukesh Kumar gave an overview of the entire praveshotsav plan, the statement said.

Ahmedabad: Rohitkumar Vadhwana, 44, made history when he was recently appointed as the first ambassador to the Plurinational State of Bolivia. He heads India's first mission in the South American country known for its natural resources. "Now, I am in La Paz, tasked with setting up an embassy from the ground up," explains the envoy with a Gujarat connection, the scale of the job evident in his voice. "First, we set up the office and recruit staff. It's a matter of laying the foundation of the Indian mission," says Vadhwana, an Indian Foreign Service (IFS) officer of the 2010 batch with an illustrious career. His path has taken him from Embassy of India in Iran to Indian High Commissions in the UK and Kenya. He also had a stint as deputy permanent representative to the UNEP and UN-Habitat during his tenure in Nairobi. Speaking to TOI about his 'unconventional' journey from the coastal town of Okha to the highlands of La Paz, he said, "I did not know about the Union Public Service Commission exams till I graduated in 2003. "It is significant today as Bolivia celebrates its 200 years of independence this year, and India opening a diplomatic mission here is a symbolically high point in bilateral relations." The last fiscal year saw India exporting automobiles and pharmaceuticals to Bolivia and importing gold and fertilisers from Bolivia. It is trade of about $2.3 billion, which fell to less than half a billion dollars mainly due to the restriction of gold export from Bolivia, indicate official sources. "As a mission, we are committed to increasing bilateral trade," he said. "India is keen explore collaborations in critical sectors such as infrastructure, mining, minerals, and energy."
