Maharashtra govt to set up vigilance cells to stop illegal uterus removals among cane cutters

Pune: Maharashtra health minister Prakash Abitkar said on Tuesday the state would set up vigilance committees to check if hospitals or doctors were performing unnecessary and illegal hysterectomies on women.
The minister made the announcement after several press reports highlighted a growing number of such procedures being carried out among women sugar cane cutters in Beed. The meeting on Tuesday in Mumbai also involved state women's commission chairperson Chitra Wagh, who has urged the health department to look into the reports.
Maharashtra sugar commissioner Siddharam Salimath, who too attended the meeting, said: "New SOPs will be drafted and the issue has been brought under the purview of the health department.
The office of the sugar commissioner does not have any direct authority in the matter. But I have instructed all sugar mills in the state to ensure regular health checkups are carried out for cane cutters."
For years, there has been concern that women cane cutters, especially in Beed district, were getting their wombs removed to not lose out on daily wages. A 2018 survey of 200 women in Beed by the Maharashtra State Commission for Women revealed that 36% of them had undergone hysterectomy.
Another study in 2019 found that of 271 women, 21% had undergone hysterectomies. And both surveys found that nearly 85% of the procedures had been carried out at private hospitals.
Experts said the data overall suggested hysterectomies in Beed were 14 times higher than the national average of 3.2% (in 2019).
A week ago, there were more media reports alleging that a high number of hysterectomies had been carried out in 2024, to prevent women cane cutters from taking leaves during menstruation.
During the meeting, Abitkar asked officials to be more vigilant and ordered the setting up of a district-level committee to monitor complaints of illegal uterus removals, said a statement late on Tuesday.
A senior health department official who was part of the meeting said: "The committees at the district level will be similar to how PCPNDT committees work, to check illegal sex determination. The district-level committee will conduct random checks at private hospitals where a high number of hysterectomies have been performed.
They will work like a flying squad and will review each case to check if a hysterectomy was required or not.
"
The official, who didn't want to be named, said such committees will be set up in nine Maharashtra districts, in Vidarbha and Marathwada regions. "If any hospital is found involved in malpractice, action will be initiated under the Bombay Nursing Act," the health department official said.
Dr Shilpa Naik, associate professor with Pune's BJ Medical College said early hysterectomies posed a lifetime risk for women. "An early hysterectomy means all symptoms of menopause, which are supposed to kick in later in life after the natural menopausal cycle, begin showing early. The protection a woman has thanks to her hormones will wear off too, making her more susceptible to cardiovascular diseases, cerebrovascular symptoms like strokes, genitourinary symptoms like urinary incontinence, fractures and hot flashes.
The ovaries will also stop functioning 2-3 years after the hysterectomy," Dr Naik said.

Several discounts and offers were launched to attract customers. The day also saw Sri Krishna Janmashtami celebrations in the city with Dahi Handi celebrations on Saturday evening. State to bring all diagnostic labs under health dept's purview

In a major step towards improving quality and safety in medical testing, the state government has decided to bring all diagnostic laboratories under the supervision of the Public Health department. A Government Resolution (GR) in this regard is expected to be issued soon, said health department officials. According to Maharashtra Association of Pathologist and Microbiologist (MAPM), there are over 15k laboratories in the state and over 60% of these are being run illegally by unqualified people. The majority of the labs are in major cities like Mumbai, Thane, Pune, Nagpur, Aurangabad and Kolhapur. 'The health department will also check the quality and specifications, and accuracy of testing instruments. It will also verify whether proper testing procedures are followed, and ensure that lab staff have the required educational qualifications,' he said. According to Maharashtra Association of Pathologist and Microbiologist (MAPM), there are over 15k laboratories in the state and over 60% of these are being run illegally by unqualified people. Despite the directions from the Supreme Court in the past, these labs are run by lab technicians illegally and the reports are signed by them, and not by a pathologist, the MAPM claimed. The new government rule aims to plug these loopholes, with the health minister saying that the detailed records of all tests conducted by these labs have to be submitted to the health department. 'Regular and surprise inspections and monitoring of these labs will be carried out to make sure that standards are met and patient safety is followed. The move will help ensure that people get reliable test results and better healthcare services,' he said. The issue of unregulated laboratories was also discussed in July 2024, during the Assembly sessions. At that time, minister Uday Samant stated that stringent provisions will be incorporated and introduced in the law for monitoring and taking action against bogus labs. He had even announced that a criminal case would be registered against individuals opening such labs. However, no action was taken on the ground despite the announcement, claimed MAPM. Appreciating the latest decision of the government, Dr Sandeep Yadav, president of MAPM, said that the government can now take action against unqualified people running bogus labs as per the provisions of the Maharashtra Medical Practitioners Act 1961. 'It's the responsibility of the health department to take action against illegal diagnostic labs. However, despite repeated requests by our association and past announcements by the state, there has been no enforcement of rules or any action initiated against such bogus labs,' he said.

Sassoon hospital gets award for highest organ transplant surgeries in state

Pune: Sassoon General Hospital has won the award for being the best govt hospital in Maharashtra in terms of the highest number of organ transplant surgeries and most successful surgeries. Health minister Prakashrao Abitkar awarded a team of doctors, including the dean of BJ Medical College, at a felicitation ceremony in Mumbai's KEM Hospital on Aug 5. In 2016, Sassoon hospital began an organ donation awareness campaign and soon after it obtained a registration certificate for kidney and liver transplants, surgeries started. On Nov 17, that year, the hospital declared the first brain-dead person and retrieved his organs. So far, families of 13 brain-dead patients have donated 24 kidneys, 12 livers, 5 hearts, and 16 eyes, which have benefitted 57 people, data from the hospital shows. The first kidney transplant surgery was performed on April 20, 2017, and the first liver transplant surgery was carried out on Aug 22, 2018. Until now, 34 kidney transplant and 4 liver transplant surgeries have been performed via deceased and live organ donation, the data reveals. Patients only need to spend on medicines, injections, consumables, and necessary blood, urine, and other tests after the transplant surgery which costs less than Rs 1 lakh in most cases. For those who cannot afford even that the hospital arranges for funds through CSR activities by its social service department. Aug 3 is observed as National Organ Donation Day in India. The felicitation ceremony in Mumbai was organised by the West India Regional Organ and Tissue Transplant Organisation and the State Organ and Tissue Transplant Organisation on Aug 5. Dr Eknath Pawar, dean, Dr Yallapa Jadhav, medical superintendent of Sassoon hospital and chairman of the brain dead committee, Dr Haridas Prasad, professor and head of the department of medicine, Dr Lata Bhoir, professor and head of the department of surgery, Dr Surekha Shinde, and Satyawan Suravase, social services superintendent and organ transplant coordinator, were present at the programme.
