Khaira accuses Mann of surrendering Punjab's control over BBMB security

Chandigarh: Senior Congress leader Sukhpal Singh Khaira launched a scathing attack on the AAP govt, accusing chief minister Bhagwant Mann of gross mismanagement and failure to safeguard Punjab's interests in the matter of security control at the Bhakra Beas Management Board (BBMB).
Khaira alleged that the central govt proposed as early as March 2022 to replace Punjab Police with Central Industrial Security Force (CISF) for guarding BBMB installations, including the Bhakra-Nangal dam. He criticised the Mann govt's "inaction and weak strategy," claiming that it led to the state losing control over this critical infrastructure while simultaneously placing a financial burden of Rs 8.58 crore annually on the public exchequer.
"It is shocking and unacceptable that, while pretending to champion Punjab's water rights, CM Mann quietly surrendered the security control of BBMB to the CISF, betraying the interests of the state," Khaira said.
He described the Centre's 2022 directive to deploy CISF personnel as a clear attempt to centralise power and blamed the Mann administration for failing to assert Punjab's autonomy. "This is a monumental failure of leadership and a direct assault on federalism," Khaira added.

Highlighting the cost implications, Khaira pointed out that the deployment of 296 CISF personnel at the dam will cost Rs 8.58 crore annually—an amount that the BBMB or the Punjab govt is expected to bear. "Why should Punjab's taxpayers be made to fund a decision forced by the Centre, especially when the Punjab Police was already providing security at no additional cost?" he questioned.
The Congress MLA further accused the Mann govt of duplicity, arguing that while the CM vocally opposes the Centre's attempts to divert Punjab's river waters, he has done nothing to resist the creeping centralisation of control over key infrastructure like BBMB.
"Mann talks of protecting Punjab's rights, but his actions suggest otherwise. By allowing CISF to take charge, he has compromised Punjab's autonomy," Khaira stated.
Demanding an immediate rollback of the CISF deployment and restoration of Punjab Police's role in securing BBMB projects, Khaira also called for a public apology from the CM for failing to oppose the Centre's decision when it was first proposed in 2022.
Khaira further urged the govt to provide a transparent disclosure of all communications between the Punjab govt and the Centre concerning BBMB security since March 2022. He also demanded an assurance that no funds from Punjab's exchequer or the BBMB would be used to finance the CISF deployment, which he described as serving "the Centre's agenda rather than Punjab's interests."
"I appeal to the people of Punjab to stand united against this injustice," Khaira said. "We will not allow Punjab's rights to be trampled upon. The Congress will fight this issue at every level—from the streets to the courts—to safeguard the state's autonomy and future."

New Delhi: A demolition drive was held at the Bhoomiheen camp in Kalkaji amid a heavy deployment of cops on Wednesday morning. A total of 1,862 eligible households of Bhoomiheen camp were rehabilitated to EWS flats in Kalkaji Extension between Nov 2022 and May 2023, said DDA. The project is located on a land of 3 hectares with a total construction cost of Rs 345 crore, excluding land cost. These flats have been given at a highly subsidised price of Rs 1.1 lakh as beneficiary contribution, it added. The ineligible dwellers were given an opportunity to file an appeal before the Appellate Authority, the land-owning agency said. DDA further claimed that most of the houses demolished on Wednesday were lying vacant. "344 jhuggi structures existed which were mostly vacant. There is no stay against demolition of these jhuggi structures," it said in a statement. BJP did not comment on the development.

Will implement Centre's schemes in Delhi: Shivraj Singh Chouhan to farmers
Union Agriculture Minister Shivraj Singh Chouhan Wednesday met farmers from different parts of Delhi in Tigipur village and assured them that all of the Centre's agricultural welfare schemes will be implemented in the Capital soon. Addressing a gathering of farmers from the city's rural belts, Chouhan said, 'Delhi's farmers were left out of the central government's schemes earlier due to the previous government. The state government has to send us a proposal… I have spoken to the Chief Minister, and she will soon send a proposal to ensure these are rolled out.' Chouhan is on the last leg of his 15-day programme, Viksit Krishi Sankalp Abhiyan, under which he has travelled to 14 states already and is interacting with farmers directly. 'There is great demand for fruits and vegetables in Delhi. If agriculture is strengthened here, it will not just benefit the city but also ensure India's economy grows — because even today, half our population is dependent on farming,' he said. Farmers present at the event raised several concerns, including high electricity costs, lack of subsidies, and no retail outlets for fertilisers. 'We don't get any subsidy. And if there is, the process is too complicated to understand,' said a farmer. Another noted that tractors with Delhi registration numbers are charged commercial tax, which increases their input cost, so farmers have to purchase tractors from neighbouring Haryana. A mushroom farmer from Tigipur, cultivating on just two acres, said he spends Rs 40 lakh a year and makes Rs 10-15 lakh in profit by selling directly to Azadpur mandi and contracting with factories. A strawberry grower, with 10 acres under cultivation, said he earns Rs 12-13 lakh per acre. 'We plant strawberries in October and inter-crop it with sweet corn and capsicum later. We sell to Reliance, BigBasket and local mandis,' he said. 'There are some farmers who are doing very well and earning a lot. We also need to learn their best practices' Chouhan said at the chaupal. The cost of inputs remains a problem for farmers of the national capital. 'Agriculture doesn't exist in Delhi for the government. So, our electricity is charged at commercial rates, which is extremely high,' said another farmer. 'There is also no IFFCO shop in Delhi from where we can buy fertilisers,' another said. Chouhan said the government is planning to adopt a 'One Nation, One Farm, One Team' approach. 'Policies must not be made sitting in offices. Free sand to beneficiaries to build Indiramma houses: Ponguleti
Hyderabad: The Congress govt will supply sand free of cost for construction of Indiramma houses to the scheme beneficiaries, revenue and housing minister Ponguleti Srinivas Reddy announced at a programme in Mulugu district where he distributed approval letters of Indiramma houses. Ponguleti directed all the collectors to ensure that sand stockpiles are kept ready and supplied free of cost to beneficiaries. Sources said the govt was also in talks with steel and cement companies for supplying them at a subsidised rate. He said that if beneficiaries begin construction within the next 10–15 days, funds will be released to them every Monday. Forest officials will be instructed to allow people living in makeshift homes within forest areas to construct Indiramma houses at the same locations, he said. Over 9,800 Chenchus were sanctioned Indiramma houses, which, he said, was a historic decision of the Congress govt. "In addition to 3,500 Indiramma houses for Mulugu constituency at the rate of 3,500 for each of the 119 assembly constituencies in the state, an additional 1,500 units were sanctioned in the Integrated Tribal Development Agency limits," he said. Responding to minister D Anasuya Seethakka's request, Ponguleti sanctioned another 1,000 Indiramma houses to the Mulugu and ITDA areas in the constituency. Stating that the incumbent 'Indiramma govt' was synonymous with Indiramma housing, Ponguleti said 25.5 lakh such houses were sanctioned to the poor by the previous Congress govt of the combined AP state in the Telangana region alone. "After the formation of Telangana state, the previous BRS govt, which held power for two terms, sanctioned only 92,000 houses and completed 60,000 of them. Nearly 30,000 houses were left incomplete with only walls standing. The contractors were not paid for their work by the previous regime," he alleged. The minister said there were at least 60 eligible beneficiaries in every village, but currently only about 30 houses per village can be sanctioned. However, he assured that all eligible families will be provided houses in a phased manner in future. "The target of the Congress govt is to construct 20 lakh Indiramma houses with a budget of Rs 22,500 crore over the next four years," Ponguleti said and appealed to the people to observe the welfare schemes being implemented by the Congress govt and support it in the upcoming local body elections. On the issue of Bhu Bharathi (land records), Ponguleti pointed out that during the previous govt farmers had to run from pillar to post for resolution of land issues. Now, revenue officials were proactively reaching out to the people to resolve their problems, he said.
