URA puts up second Chuan Grove site for sale; firm bids expected amid steady demand in the area
The 14,514.3 square metre (sq m) site, which can accommodate 505 new 99-year leasehold condominium units, is expected to see firm interest amid steady demand for housing in the area.
The latest plot released comes after an adjacent similar-sized site in the Lorong Chuan area was launched for tender last December. The tender for the first Chuan Grove site, to yield an estimated 555 units, closes on Jul 8.
Strong sales
The two Chuan Grove plots are also on the market after a new launch in the area saw strong sales last November. Kingsford Development moved nearly 700 of the 916 units at its Chuan Park project over the launch weekend, making for a 76 per cent take-up rate at an average price of S$2,579 per square foot (psf).
OrangeTee & Tie's chief executive Justin Quek said: 'With only 168 units left as of March 2025, based on URA monthly developers sale data, there will be limited new housing options, which may translate to higher demand for future private land sites.'
Market watchers expect the latest plot to draw three to six bidders, and a top bid of between S$1,000 and S$1,350 per square foot per plot ratio (psf ppr).

In 2022, Kingsford acquired the old Chuan Park condo in a collective sale for $890 million, at about S$1,256 psf ppr.
Before the November 2024 launch of Chuan Park, the last new project in District 19 was Bartley Vue in 2019, noted ERA Singapore's chief executive Marcus Chu.
Taking in the two sites now being tendered by the government, 'including Chuan Park, the estate will likely see almost 2,000 units launched in two years,' said Chu.
Still, the project would be of relatively lower risk given the low level of unsold units in the area, said Huttons Asia's chief executive Mark Yip.
Yip noted that the outside central region (OCR) has 4,361 unsold units in the market as of the first quarter of 2025 – marking the lowest level since the fourth quarter of 2022.
'With an annual average sales of 3,019 units in the OCR in the last five years, this unsold supply can be easily absorbed by the market in slightly more than a year,' explained Yip.
OrangeTee's Quek expects demand in the Lorong Chuan area to be supported by homeowners looking to either upgrade from current Housing and Development Board (HDB) flats or downsize from landed properties.
He noted a 'large catchment' of HDB upgraders in the nearby areas of Serangoon, Bishan and Ang Mo Kio, as well as many landed homes in Serangoon Gardens and Lorong Chuan.
The location is also desirable, thanks to its proximity to educational institutions and the Lorong Chuan MRT station, said Mogul.sg's chief research officer Nicholas Mak.
'Although the current economic outlook, which would affect property market sentiment, is murky due to the ever-changing tariff stance of the US Trump administration, by the time this new condominium is ready to be launched in 2027, there could be more clarity on the economic front,' added Mak.
The tender for the Chuan Grove site closes on Sep 4.

With just four out of the 11 available stalls open, a food court at Le Quest Mall in Bukit Batok has been dubbed on social media as 'saddest Koufu in Singapore'. Already grappling with low footfall, its remaining stall owners' fortunes took a further hit after a new hawker centre opened next door in March. Jenny Lim's mixed rice stall, which she runs with her husband, has been a mainstay at the Koufu food court since it opened five years ago. When asked by AsiaOne on Friday (Aug 15) how much they make in a month, Lim, 57, said: 'Why don't you ask us what our losses are like instead?' Her answer? A staggering $8,000 in losses each month. She declined to reveal the cost of renting the stall and other operating costs. A video posted on TikTok on Aug 14 showed the near-empty food court with seven vacant stalls — some of them still bearing their signboards. 'Only drinks, cai fan (economy rice), western and chicken [rice stalls]. The saddest Koufu in Singapore,' said user yokey017 in the caption. In contrast, the nearby Bukit Batok West Hawker Centre next door was buzzing with patrons. Lim told AsiaOne that while business started slow in the first year, it gradually improved as residents from the newly built HDB blocks in Tengah and Bukit Batok began moving in. But her stall has been making substantial losses since early this year. While the opening of another food court drew diners away, Lim believes the desolate atmosphere of the food court did not help either. 'There are more flies than people here,' she said. 'No one likes to eat in an empty food court.' As the longest-surviving stall owners at the food court, Lim and her husband have witnessed a constant turnover of other stalls. Likening it to a revolving door of vendors coming and going, she said: 'The (Japanese/Korean) stall changed hands more than five times. 'There were also some stalls that choose to continue paying renting, but prefer not to open for business.' Asked about the future of their stall, Lim said that it is up to Koufu management to decide. While their lease ends next year, she added that 'if the management ask us to shut, we will shut'. Tao, who has been managing the Japanese/Korean stall for over a year, is not bothered by the foodcourt's 'saddest' reputation. 'It's true that it has been really quiet here', he said. 'But it can't be helped, we will just continue to run our stalls the best we can.' Responding to AsiaOne's queries, a spokesperson for Koufu said that lease for its food court at Le Quest Mall is ending in October. Snap Insight: NDR 2025 – ‘ulu' no more, northern Singapore is set to be central in its own way
SINGAPORE: It is the morning peak hour, but people crossing green spaces and an open plaza to get to tall office blocks do not look particularly harried. Some stroll over from the Housing and Development Board (HDB) estate, others stream out from the MRT station – one could think this is a scene out of the city centre or a satellite business district such as Tampines or Jurong East. But in time to come, this could just as easily be in Woodlands. In his National Day Rally speech on Sunday (Aug 17), Prime Minister Lawrence Wong announced plans to transform the northern region of Singapore, from what some call an 'ulu' - Malay word for remote - area into vibrant and connected neighbourhoods. In a global city, there should be no real ulu districts, only differently central districts. SINGAPORE'S 'NORTHERN GATEWAY' FROM MALAYSIA In particular, Mr Wong highlighted the significant role that Woodlands will play as Singapore's 'northern gateway' from Malaysia. To support the upcoming Johor Bahru-Singapore Rapid Transit System (RTS) Link, flexible industrial spaces will be developed around the RTS Link station in Woodlands to provide more space for homes and businesses. The formal signing of the Johor-Singapore Special Economic Zone (JS-SEZ) deal between Mr Wong and Malaysia's Prime Minister Anwar Ibrahim has further reinforced the important role that Woodlands will play as a key node in economic activity between Singapore and Malaysia. More than simply an industrial or business hub, the Woodlands Regional Centre is expected to become a vibrant district that incorporates homes, amenities and lush green spaces into its urban fabric. These plans to develop Woodlands as Singapore's northern economic hub have been some time in the making. They have been announced in the Urban Redevelopment Authority's (URA) past master plans, including the last one gazetted in 2019 and the Draft Master Plan 2025 unveiled in June. FROM 'ULU' TO CENTRAL HUBS IN THEIR OWN RIGHT These plans build on efforts to create more decentralised satellite business districts that bring jobs closer to homes. Districts like Changi Business Hub, Jurong Lake District, Punggol Digital District and Tampines Regional Centre were once seen as 'ulu' too. Importantly, each of these hubs has its own specific economic focus. And they have over time established themselves as key nodes of economic activity in their own right. For instance, the Punggol Digital District is an increasingly attractive base for technology and digital economy players while Changi Business Hub serves the aviation and banking sectors. Woodlands will have its own signature focus. Aside from the JS-SEZ, Woodlands will also serve as a strategic centre for the Northern Agri-Tech and Food Corridor. While we typically associate business activity in most cities with one central business district, Singapore's highly diversified and globalised economy will require a different notion of centrality, with overlapping districts that are central to different sectors and businesses. From this perspective, it is more than 'decentralisation'. Woodlands will not just be a satellite business district but a central economic hub in its own right that complements the many others across Singapore.

Compensation, rehousing options crucial to flat owners from older estates selling their flats under Vers, Singapore News
The size of the compensation package and rehousing options will weigh heavily in their decision to sell their HDB flats back to the Government under the Voluntary Early Redevelopment Scheme (Vers), elderly residents living in older estates have said. They were reacting to National Development Minister Chee Hong Tat's remarks in an interview that his ministry aims to use the current term of Parliament to develop the policy framework for the scheme. This includes identifying possible sites where the scheme will be first offered, ensuring that there are sufficient homes for those involved to relocate to, and working out a fair compensation package for residents whose flats are taken back early. Once the policy parameters are in place, Vers will be progressively offered to a 'few selected' sites likely from the first half of the next decade when the flats there are about 70 years old, Chee said. Vers was first announced by then-Prime Minister Lee Hsien Loong in 2018 to allow the Government to buy back flats nearing their 99-year lease by compensating residents and redeveloping the land. It addresses the issue of lease decay and the resulting decline in value of older flats. While Chee's comments on Aug 10 mark the Government's latest update on Vers, most of the 12 residents from older estates such as Ang Mo Kio and Bedok whom AsiaOne spoke to were unaware of what the scheme entails. Ang Mo Kio resident Claire Chiam said that she will consider the implications to her retirement nest if the Government offers to buy back her flat. The 70-year-old retiree moved into the three-room flat on Ang Mo Kio Avenue 10 a year ago. It was built in 1978. 'I don't know what's the arrangement, I hope it will not be like Sers (Selective En bloc Redevelopment Scheme) where the residents there still have to cough up cash to buy (a) similar-sized flat. And there were people not happy about it,' Chiam said. 'Unless it is for downgrading, Old people like us don't have that much cash and CPF already.' Unlike Sers, Vers is voluntary where residents will vote on whether the project goes ahead. In his interview, Chee said that the compensation terms for Vers will be less generous than those chosen under Sers, as the flats chosen will be older, and hence, less money. One Bedok resident, who wanted to be known as Tang, said she will be looking at the replacement homes offered before making a decision. 'If they are further from where I live right now, it will be at a disadvantage,' said the 63-year-old part-time retail assistant. Speaking to AsiaOne, Eugene Lim, key executive officer of ERA Singapore, said that implementing Vers is a 'significant undertaking' that requires 'sensitivity and prudence'. 'There are also concerns that compensation could be lower than under Sers. Therefore, this could lead to some older owners having to weigh the affordability of replacement homes carefully, and as a result, they may be reluctant to participate in Vers,' he said. 'This could, in turn, dampen participation and increase its complexity.' Since flats built in the 70s would have natural wear and tear that can make living conditions less attractive and comfortable, Lim said that these owners will be hoping that their blocks are identified for Vers. Chee said that several older estates were rapidly built in the 1970s and 1980s to meet the urgent housing demand. According to ERA Singapore, 356 blocks were built in Ang Mo Kio during this period, and about 39,600 new flats were sold by HDB then. In Bedok, 419 blocks were completed, with about 47,000 new flats sold. In the 1980s, 494 blocks were built in Tampines and 487 blocks in Yishun. In each town, more than 40,000 new units were sold. Lim said that offering incentives, such as giving flat owners priority in selecting a replacement home within their current location, could lead to higher take ups for Vers. But Ang Mo Kio resident Ng Kim Wan said that the decaying lease of his 40-year-old flat is not an issue, and would rather stay there until the end of his life. The 75-year-old retiree said: 'Vers is good for the younger home owners to get a flat with a longer lease. It's not for older folks whose children are not living with us. 'I will have to adapt to living in a new flat, a new environment. And where can I find the money for renovation and furniture?' [[nid:721026]] Chingshijie@
