Manipur: Indefinite restriction imposed in 2 Kamjong villages after arson attack
IMPHAL: The district magistrate of Kamjong district, Manipur, has imposed indefinite restrictions in two villages following an arson attack by unidentified armed miscreants on Wednesday morning, officials said.
According to an order issued by district magistrate Rangnamei Rang Peter, the superintendent of police reported that the villages of Gampal and Haiyang (a hamlet of Gampal), under Sahamphung sub-division, Kamjong district, were set ablaze around 9 am by unknown miscreants.
The incident, the order noted, poses a significant risk to law and order and may disrupt peace and public tranquility in the area.
Citing sub-section 1 of Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, the district magistrate has imposed a prohibition on movement for residents of the affected villages. The restrictions came into effect at 2 pm on Wednesday and will remain in place until further notice.
Police said that 'the incident occurred approximately 80 kilometers east of Chassad police station, near the Indo-Myanmar border, and whether there are casualties during the incident is yet to be confirmed.'
Kamjong is a Naga-dominated district that shares its eastern boundary with Myanmar.
Attempts to contact district police for further details were unsuccessful.

The Muslim-dominated district had witnessed communal violence in December 2023. What the complaint said Sunny, a member of Gau Raksha Dal and resident of Tauru's Ward No. 8, and his companion Monu lodged a complaint with the police on the basis of a 'tip-off' they had allegedly received. According to the complaint, the father-son duo allegedly sold beef. They would transport cow meat on their motorcycle and sell it near a hotel close to the mosque, it claimed, adding that they brought the meat to their shop Friday as well, unloaded it, and were in the process of selling, when they spotted the complainants. After this, they abandoned the meat, scales, weights, and other tools, and fled on their motorbike, the complaint said. Police went to the scene and recovered approximately 41 kilograms of suspected 'beef' packed in a plastic sack, along with a knife, scales, and other equipment. While it remains unclear whether the seized meat is indeed beef or meat of any other animal, the Gau Raksha Dal members claim they have concrete information confirming it as cow meat. The seized meat has been sent to a laboratory for testing, and further action will depend on the lab report, police said. A large crowd of locals gathered at the site, but the mob was dispersed and the situation is under control, according to police. The Bharatiya Janata Party-ruled Haryana banned cow slaughter through the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015. It provides for rigorous imprisonment ranging from three years to 10 years for killing the animal. In his complaint, Sunny alleged the accused duo used to regularly supply beef to a hotel near Pataudi Chowk. Based on this, the Tauru City Police Station registered a case against Maamdeen and Nadeem under Sections 13(1), 13(3), and 17 of the act. Section 13(1) deals with the offence of cow slaughter and selling beef. It entails rigorous imprisonment not less than three years, which may extend to 10 years, and a fine not less than Rs 30,000, which may extend to Rs 1,00,000. Section 13(3) also deals with punishment for such offences. Section 17 outlines the legal procedure for taking cognisance of offences under the Act. The incident has sparked outrage among residents, especially given its timing—the occasion of Bakra-Eid—and raised concerns about potential tension in the area. Ghaziabad: Key suspect who shot dead hotelier arrested
A 42-year-old man was arrested on Friday for shooting dead a 32-year-old hotelier in a market in Raj Nagar Extension in Ghaziabad on June 1, police said. The victim, Rahul Dagar, and the accused, Mohit Chaudhary, were friends and business partners and the murder was the fallout of a dispute over money. Seven people — five friends and business partners of the victim, and two unidentified suspects — were involved in the conspiracy to kill Dagar, but it was Chaudhary who shot him dead, police said. He is the second person arrested in the case. Ritesh Bindal, 37, was arrested on June 1. 'Rahul Dagar ran a hotel in Haldwani, Uttarakhand with his business partners and was also going to open a hotel in Noida on June 2. So on the night of June 1, he went to the market with his 25-year-old cousin Ashish Kumar and a few friends to buy sweets for the opening ceremony. His business partners including Chaudhary arrived there in a car. Chaudhary fired twice from a country-made weapon. One bullet hit Kumar in the leg and the other hit Dagar in the chest. Dagar's friends rushed him to a hospital where he was declared dead. Kumar underwent treatment for a leg injury,' said Dharampal Singh, station house officer of Nandgram police station. 'Chaudhary is the prime suspect who opened fire. He was arrested from Raj Nagar Extension, and a .32 caliber weapon used during the crime was also recovered from him,' he added. Police said that Chaudhary is a resident of a highrise in Raj Nagar Extension. The first information report (FIR), which was lodged based on a complaint by Dagar's family, names Nagendra Chaudhary, Manish Chaudhary, Rohit Chaudhary, Ritesh Bindal, and Mantri (single name) as accused, along with two unidentified people. The FIR was registered on June 2 under Bharatiya Nyaya Sanhita sections of murder, attempt to murder, rioting, voluntarily causing hurt, and criminal intimidation. 'We have learned that Nagendra Chaudhary also used a weapon during the incident. We are searching for him,' the SHO added. Poonam Mishra, assistant commissioner of police of Nandgram Circle, said that the dispute between the accused and victim was related to the hotel they had opened in Haldwani. 'Our teams are trying to track down the other accused. They will soon be caught. The murder resulted out of a dispute related to a hotel the men had opened in Haldwani,' she said.

'Victims' can challenge acquittal under Sec 372 CrPC: Supreme Court
NEW DELHI: Referring to provision of Section 372 of CrPC which was amended in 2009 on recommendation of Law Commission to allow a victim to file appeal, Supreme Court has held that a "victim" of an offence like in cheque bouncing cases has the right to challenge the order of acquittal of the accused under CrPC and corresponding Section 413 of BNSS. Differentiating between Sec 372 & Sec 378 (which allows a complainant to file appeal), a bench of Justices B V Nagarathna and Satish Sharma said Section 378 circumcised the right to file an appeal which is not the case with Section 372. "The proviso to Sec 372 of CrPC was inserted in statute book with effect from 31.12.2009. The object and reason for such insertion must be realised and must be given its full effect to by a court. In view of the aforesaid discussion, we hold that the victim of an offence has the right to prefer an appeal under the proviso to Section 372 of CrPC, irrespective of whether he is a complainant or not. Even if the victim of an offence is a complainant, he can still proceed under the proviso to Section 372 and need not advert to sub-section (4) of Section 378 of CrPC, SC said victim of a crime must have an absolute right to prefer an appeal which cannot be circumscribed by any condition and the right of a victim of a crime must be placed on par with right of an accused who after being convicted has a right to file an appeal under Section 374 of CrPC.
