
India's First Manned Deep Ocean Mission To Be Launched By 2026 End
India's first manned deep ocean mission 'Samudrayaan' into a 6,000-metre depth using the manned submersible vehicle 'Matsya' is expected to be launched by the end of 2026, National Institute of Ocean Technology (NIOT) Director Balaji Ramakrishnan said on Tuesday.
He was speaking after inaugurating a five-day national training programme on the 'role of fisheries in the blue economy' at the ICAR-Central Marine Fisheries Research Institute (CMFRI) here.
"The mission will enable deep-sea exploration down to 6000 metres, carrying three scientists on board 'Matsya.' The NIOT, under the Ministry of Earth Sciences, is the implementing nodal agency of the deep ocean mission," he said.
Developed with India's indigenous technology, this advanced 25-tonne 4th generation vehicle is specifically engineered to withstand extreme pressure and temperature in the deeper ocean, with a hull made of titanium.
"This mission is expected to be a game-changer for India's deep-sea research, opening avenues for the assessment of both living and non-living resources in the deep ocean, comprehensive ocean observation, and the potential for deep-sea tourism," Ramakrishnan said.
The launch is planned as a step-by-step process, and a crucial phase of the 500 m depth trial is anticipated by the end of this year," he said, adding the journey to dive deep will take four hours, and the same time is expected to come out.
The mission will be instrumental in collecting critical samples from the deeper oceanic zone, offering opportunities for scientists to understand the unique characteristics of the organism and the water in the region, the NIOT director said.
Citing another breakthrough in the sector, he said an innovative technology named 'Samudrajivah' has been developed to focus on improved large-scale open sea age farming.
"The technology is currently in the demonstration phase," he said, pointing out that these electronically monitored submerged fish cages are designed for offshore regions, capitalising on the nutritionally rich deep-sea environment to optimise the fish growth.
Having different sensors, Samudrajivah is capable of remote monitoring of individual fish biomass, growth and movement and water quality parameters, he added.
"The technology is expected to be one of the major developments in India's food security," he said.
These emerging technologies would be crucial for sustainable development in the marine fisheries sector and will significantly support the country's blue economy initiatives, Dr Ramakrishnan said.
The training programme on fisheries is being jointly organised by the CMFRI and Vijnana Bharati (VIBHA).
In his presidential address, CMFRI director Dr Grinson George said integrating NIOT's technology with CMFRI's marine research achievements would be instrumental in the advancement of a healthy blue economy in India.
"Technological enhancement is an urgent need to fully exploit the potential of mariculture activity in India, especially seaweed cultivation", he said and stressed the need for advisories or early warning systems for jellyfish blooms and harmful algal blooms to support fishermen and fish farmers.
Former director of Indian National Centre for Ocean Information Services Satheesh Shenoi, VIBHA secretary general Vivekananda Pai, and former director of National Institute of Oceanography (NIO) Dr S Prasanna Kumar also spoke on the occasion, a release from the CMFRI here said.

Climate change alters marine fisheries dynamics, warn marine scientists
Kochi, Aug 5 (PTI) Pointing out shifts in species biology, distribution and environmental changes, marine scientists have warned that climate change is significantly transforming marine ecosystems and fisheries in India. The scientists highlighted the need for a proper action plan for climate mitigation and ecosystem restoration at a two-day national seminar on 'Mitigating Climate Change Impact on Marine Ecosystems' jointly organised by ICAR-Central Marine Fisheries Research Institute (CMFRI) and Institute of Social Sciences (ISS), a CMFRI release here said on Tuesday. 'A key concern is the change in fish phenology—or life cycle patterns—where commercially important species are maturing at smaller sizes," CMFRI director Grinson George said in his keynote address. Silver pomfret now matures at 280 g, down from 410 g. Similar reductions in size and fertility are being seen in coastal prawns, sardines, and mackerels, affecting reproductive success and recruitment into fisheries, he said. On shifts in geography of fish stocks, he cited the northward migration of species liked the Indian oil sardine, predicted under future climate scenarios, driven by changes in food availability, rainfall, oceanic upwelling, and oxygen levels. He also said fishermen lose a considerable number of fishing days each year owing to cyclone warnings and other extreme weather events. Fishery Survey of India director K R Sreenath inaugurated the seminar. The effects of climate change are evident in coral reef bleaching in Lakshadweep, which poses a threat to biodiversity and coastal protection, he said. He said a community-oriented approach must be integral to policy-making to ensure local support and long-term success in conservation and adaptation efforts. The US reciprocal tariffs on seafood trade are further placing Indian fishers in economically vulnerable positions, he added. Sreenath said there was an urgent need for accurate prediction models for weather events and fish species distribution and abundance, which are essential for sustainable fisheries planning and disaster risk reduction. Fisheries Development Commissioner K Mohammed Koya in his address said climate change has drastically altered the Lakshadweep ecosystem, significantly impacting fisheries. He noted that seagrass beds have been damaged and stressed the need for effective restoration. Introducing seaweed farming in the lagoons could be a solution, as it attracts rare species and benefits local fishing. Vinod Sharma, Climate Change Advisor to the Sikkim government, said coastal shorelines have been changing more rapidly since 2000 due to climate events. 'The Arabian Sea has seen a recent increase in the frequency of cyclones. This has led to more saltwater intrusion in vulnerable coastal areas, which is seriously impacting the health of local communities," he said. Surajit Mahalanobis, Senior Research Fellow at ISS presented an overview of the seminar. A wide range of topics including adaptive management strategies, socio-economic resilience, nature-based solutions and innovation and emerging technologies are being discussed at the seminar that will conclude on Wednesday, the release said. Centre developing legislative framework for blue economy: Govt in Lok Sabha
The central government is taking a systematic approach towards a legislative framework for implementation of the Blue Economy policy, the ministry of earth sciences informed the Lok Sabha on Wednesday. (PTI photo) The draft national policy on blue economy, covering seven thematic areas including ocean governance and marine spatial planning, was placed in the public domain in February 2021 and revised in July 2022 after inter-ministerial and stakeholder consultations, the response said adding that the policy is aiming to harness ocean resources sustainably for economic growth while protecting marine ecosystems ensuring national security and it also provides the foundational basis for future legislation, the response said. The deep ocean mission is a subset of the broader blue economy concept which is focused on technological development for exploring deep ocean resources, promoting climate change advisory services, conservation of deep-sea biodiversity, research on ocean biology, and harnessing energy and freshwater from the ocean. These reforms aim to introduce specific rules to address critical challenges such as e-waste (management), plastics waste management, batteries waste management, and end-of-life vehicles (ELVs) scrapping,' said Jitendra Singh, minister of state (MoS) for earth sciences. He was responding to questions by Bharatiya Janata Party (BJP) MP, Brijmohan Agrawal on three questions. Agrawal asked about the major legislative steps taken by the government for the Blue Economy district from policy-based approaches such as the Deep Ocean Mission along with the draft legislation; Secondly, he asked about the inter-ministerial consultations or projected timelines for a Blue Economy Law; and lastly, he asked about the existing mechanism which ensures sector-specific, legally binding environmental among others. Responding to the questions, Singh said that the various sectors in the blue economy are governed by different laws. Singh added that the regulatory gaps and overlaps are being addressed through the PARIVESH portal of Ministry of Environment Forest and Climate Change which acts as a single window for environmental, forest, wildlife, and coastal regulation zone clearances and the National Sagarmala Apex Committee and PM Gatishakti portal also aid in integrated planning. 'There are dedicated laws and guidelines for investment, accountability, and liability including 100% FDI is permitted via the automatic route in sectors like sea-ports and aquaculture. Offshore mineral block auctions are open to foreign bidders with specified conditions. The Merchant Shipping Act, 1958, adopts international liability conventions and mandates compulsory insurance for pollution damage. Offshore safety is governed by the Oil Mines Regulations, 2017, and a draft Offshore Safety Directive', the MoS said. 'The 'Harit Sagar' Green Port Guidelines (2023) mandate ESG reporting for terminal operators. The Deep Ocean Mission requires Environmental and Social Due Diligence for its projects. Maritime Zones Act, 1976 along with updated rules like the Offshore Wind Energy Lease Rules, 2023, provides the legal framework for leasing and regulating offshore energy and mineral projects,' the response said.

Crucial test: Samudrayaan inches closer to mission
BENGALURU: India's ambitious first-manned ocean mission Samudrayaan is inching closer to reality, with ISRO on Wednesday announcing that the testing of the personnel sphere of the Matsya-6000 submersible, along with the development of materials for realisation, were successfully carried out at the Vikram Sarabhai Space Centre (VSSC). 'The first welding on the actual hardware and detailed evaluation has been completed. High-penetration welding of this scale, ie. of 80-mm weld thickness, over 7,100-mm length with 32 minutes of weld duration, was carried out for the first time in the country,' ISRO said. Matsya-6000 is a sphere comprising a diameter of 2,260-mm, made of Titanium, and is expected to withstand external pressure of up to 600bar under low temp situations of -3 degrees C. It is capable of carrying a three-member crew, up to 6 km deep into the ocean. The National Institute of Ocean Technology (NIOT) signed an MoU with VSSC for the development of the special human-occupied spherical vessel, as a part of Samudrayaan, under the Deep Ocean Mission. The scientists also said a major challenge in realising the spherical vessel was the development of reliable, high-penetration Electron Beam Welding process and the high-energy (7.5MeV) X-ray facility for the Non-Destructive Evaluation. This is essential for the certification of the human-rated product, the ISRO team said. The Liquid Propulsion Systems Centre (LPSC) in Bengaluru developed the process and infrastructure for the welding process and NDE. ISRO said the LPSC has the facility and expertise to carry out welding up to 20-mm thickness. To meet the high-power demand, the EBW machine was augmented from 15kW to 40kW rating, along with additional facilities for chemical cleaning and handling equipment for the higher size and mass. For the NDE, the existing X-ray facility in kV range was augmented to 7.5MeV range. Multiple NDE techniques were employed, which complement each other in ascertaining weld quality, including Time of Flight Diffraction and Dual Linear Array Phased Array Ultrasonic Testing, the team concluded.
