Record-breaking industrial estate available to lease before being built

A record-breaking Swindon 1.2 million sq ft warehouse has been put up for lease before being built.
As part of the £900m industrial estate, logistics real estate developer Panattoni is building on the old Honda factory site in South Marston, there will be the largest single unit with planning permission in the UK.
It is the size of around 20 football pitches, twice the size of the ground floor of Amazon's Symmetry Park warehouse, as big as the largest Lidl warehouse in the world (which is based in Houghton Regis in Bedfordshire), and roughly the same size as the ExCel London venue.
Property website Right Move is advertising that this enormous unit is available to lease via Savills.
The listing does not reveal the price of the building known as S1240, as that is only provided to those who apply, but it does mention several features which make it an attractive prospect for a potential buyer.

The building has detailed planning consent and, when completed, will have 21-metre clear internal height, 175 dock loading doors, 15 level access doors, a 10 MVA power supply from the grid, roof-mounted solar panels, cross-docked service yards up to 50m, 550 car parking spaces with electric vehicle charging points, and 326 HGV parking spaces.
It is hoped that the structure will achieve an outstanding rating for its BREEAM energy efficiency.
The listing said: 'Panattoni Swindon 915 located at Panattoni Park Swindon is a flagship industrial and logistics facility, setting new standards in scale and sustainability.
'With over 916,982 sq ft of premium cross-docked space, the unit is designed to meet the demands of modern logistics.
'Built to net zero carbon standards and targeting BREEAM Outstanding, it delivers outstanding ESG [Environmental, Social, and Governance] performance.
'Ideally located to serve London and Southern England, this is a rare opportunity in a market with limited availability at this scale.
'Construction is underway with practical completion set for Q1 2026.'
This will be the centrepiece of the new industrial estate and is part of the first phase of development along with a 915,000 sq ft speculative logistics building - the biggest warehouse of its kind in the country – and a 545,000 sq ft unit nearby.
The masterplan for the Panattoni site also includes seven more structures sized at 45,000, 60,000, 145,000, 205,000, 330,000 400,000, and 725,000 sq ft, respectively.
Altogether, this major transformation will cover 7.2 million sq ft and hopes to attract £1.2 billion to the economy.
Last month, North Swindon's Parliamentary representative Will Stone met with senior members of a drone manufacturer and Panattoni, suggesting that drone company Anduril could take on the site.
This is part of the MP's efforts to encourage big names from the defence industry to set up a facility in one of the 11 large buildings that are currently under construction.

A slow-motion car crash is unfolding across Britain's housing market

Britain's homeowners are heading towards a cliff edge. Despite interest rates falling over the past 12 months, millions of heavily indebted households are preparing to come off cheap fixed-rate loans taken out when borrowing costs were at rock-bottom. At the same time, the housing market is at a low ebb, battered by a surge in stamp duty rates that has deterred buyers and helped drive down prices. Advising sellers on what to do before their mortgage repayments jump has become a careful game of strategy for Howard Davis, of Howard Independent Estate Agents. For example, one of his clients has been trying to sell a two-bedroom flat in the leafy suburb of Clifton, Bristol, ahead of a painful remortgaging process in November. However, so far, they are struggling to do a deal for anything above the price paid for the property three years ago. 'We've reduced the price and managed to get six people around to look at it on Monday,' says Davis. 'Half of them said they quite like it, but they're frightened to commit because they're seeing other prices falling all the time. 'We were expecting, by Tuesday, to have several offers at a dramatically reduced price. And today, we haven't. So we may have to slice that price again. 'The guy's probably going to come out even from a property he bought three years ago, because he's frightened his interest rate is just going to hike up on his mortgage deal in November.' Fresh housing crunch The same is true across much of the South of England. House prices have dipped from March's peak, when the market was boosted by buyers rushing to beat the rise in stamp duty. However, more serious may be the market's failure in many parts of the country to rise at all since Liz Truss's mini-Budget of 2022, which led to a sharp drop in sales. Prices in London, the South East, the South West and the East of England are all still below their peaks almost three years ago. Across the UK as a whole, prices are up just 1.1pc over that timeframe. Worryingly, the long-held British belief that investment in property is a one-way bet is being shattered. According to Trevor Brown, a surveyor in Southend, Essex, owners can only sell if they accept the reality that their home is not worth as much as they hoped. 'There are fewer potential buyers, borrowing is still very expensive and stamp duty is levied on every sale that we see,' he says. 'It makes buying expensive. 'The first-time buyer market is out of the equation unless you have mum and dad ready to contribute considerably. And nobody is buying buy-to-lets any more at all.' Concerns over the property market have been fuelled by a recent exodus of landlords, triggered by a barrage of tax rises under the Conservatives and the introduction of Labour's renters' rights bill, which aims to strengthen the power of tenants. 'Auctions are full of tenanted properties, where landlords are getting out of the marketplace,' says Brown. All of which is teeing up what some see as a fresh housing crunch, threatening to undermine confidence in the wider economy and curbing much-needed tax revenues. However, the market has not yet completely stalled. Banks and building societies approved 188,000 mortgages in the three months to June. That is down from the 200,000 in the quarter before the stamp duty holiday ended on March 31, but is above the low of 135,000 in early 2023 in the wake of Truss's mini-Budget. But this rebound is far short of making up for lost sales in recent years, while mortgages are still running below levels seen before the pandemic. Worse still, pessimism on prices has crashed to its worst level in a year, according to the latest report from the Royal Institution of Chartered Surveyors, which regularly questions its members on the state of the market. Even though the Bank of England has cut its headline interest rate from 5.25pc to 4pc over the past 12 months, the average rate paid on mortgages is still rising. That is because the cheap loans which millions of families locked into before the cost of living crisis are now coming to an end. Those borrowers often bought with a mortgage rate of less than 2pc, but must now refinance with repayments north of 4pc. The average rate paid on the nation's mortgages is up from 2.1pc at the end of 2021 to 3.9pc today, with the Bank predicting that it will keep rising to 4.1pc into 2026. Before the pandemic, the average mortgage payment was less than £700, according to direct debit data from the Office for National Statistics and Vocalink. Now it is just shy of £1,000. Bank officials estimate that 3.6 million households will remortgage onto higher rates over the next three years, while only 2.5 million will see their rate fall. It means an average increase in repayments of £107 per month in the coming years. Tightening belts Compounding the problem is a renewed rise in living costs. David Hickman, a surveyor in Devon, says that Rachel Reeves's National Insurance tax raid has hammered the local jobs market, undermining confidence among buyers. 'There's this job insecurity going around, and that's making people sit tight and not move unless they have to,' he says. A weaker housing market, in turn, becomes a danger to both the economy and the public finances. 'When asset prices rise, it gives people confidence to go out and spend,' says Sam Miley, at the Centre for Economics and Business Research. 'And when prices are falling, it encourages people to be a bit more cautious. 'At the moment, it is an environment of slower house price growth, so that plays out in a slower rate of consumption growth.' Such concerns will not go unnoticed for those in the Government, particularly as the Chancellor prepares to plug a black hole worth as much as £50bn. The Office for Budget Responsibility predicts that Labour's pledge to build more homes will trigger more property sales, which in turn will help the Treasury bring in more stamp duty for each sale. The watchdog anticipates annual revenues from stamp duty and other transaction taxes will rise from £13.5bn last year to £24.5bn by the end of the decade. But dwindling house prices will serve as a threat to that, fuelled by a recent drop-off in construction activity. Housing starts have barely budged and planning approvals have fallen to a record low since the Government unveiled its pledge to build 1.5m homes by 2030. Any shortfall in property transactions could prove critical for Reeves, says Andrew Wishart, economist at Berenberg Bank. 'It is a relatively small tax but when the Chancellor is working with headroom of 0.2 or 0.3pc of GDP, any small tax could make the difference,' says Wishart. 'The forecast looks optimistic – when looking at housing construction volumes, they are a long, long way off the target.' However, support for the market might be on the way. Not only is the Bank of England expected to cut interest rates a little further in the coming months, but looser mortgage lending rules should also make life a little easier for first-time buyers. Yet regardless of that, many believe it will remain a buyer's market, including Jeremy Leaf, an estate agent in north London. 'There is a hell of a lot of property on the market, and if you want to stand out, you have to be realistic about price,' he says. 'A lady came in wanting to look at one of our properties. It was the memorable setting for the iconic Crossroads TV series and in its hotel heyday the Ramada in Sutton Coldfield was a highly rated haven for tourists and business customers, lured in by its pool, gym, gardens and conference facilities. Now there is a clamour for it to be shut down after it spent its recent life as a temporary home for asylum seekers desperate to start a new life in the UK. Local residents and the area's MP Sir Andrew Mitchell wants it closed with immediate effect, claiming it is an unsuitable location. READ MORE: Consultation launched into parking charges at major Birmingham parks and some say 'it's wrong' Mitchell, Conservative MP for Sutton Coldfield, wants the venue to shut amid community tension and protest. He has now announced that a delegation from the Home Office and Serco will join him and immediate neighbours to the hotel for a fact finding visit next month. He says the hotel is in the 'wrong place' for asylum seekers, who he claims would be better off placed 'in inner city Birmingham ' close to refugee support services. Birmingham Live inquiries have revealed the owners raked in more than £4 million in net profits in a year as a result of its contract to host asylum seekers sent to the region by the Home Office. Some local residents agree with their MP, with the local Facebook group full of claims and comments from some neighbours who say they feel 'intimidated and fearful'. One claimed that the hotel residents had 'trashed' the venue and residents were 'wary' of using a new walkway that cuts in front of the venue, with claims of 'loitering', litter and damage. Others say the fears are rooted in misinformation and prejudice. They point out that the residents of the hotel have little choice but to hang around the venue, playing football and chatting, as they receive only a tiny weekly allowance and few have a right to work. In a post shared with his constituents yesterday evening, Friday August 15, he wrote: 'I am acutely aware of the concerns the asylum hostel at the former Ramada Hotel is causing - which is why I have been seeking its closure since it opened. 'I want to reassure Sutton residents that I will soon be taking representatives from the Home Office and accommodation provider Serco on a visit to the site, prompted by questions raised by constituents. 'I will also be meeting a group of local people living nearby ahead of the visit, which will allow me not only to see how the hostel is being run, but also specifically to raise their concerns. 'It is clear that the Ramada is a totally inappropriate location for an asylum hostel; it would be far better for it to be located in the centre of Birmingham, where the relevant services would be located nearby. 'The last government committed to closing it, however I have so far been unable to extract a promise of closure from the current Labour government. 'I aim to persuade the Home Secretary that it should be closed as soon as possible.' A protest was held at the gates to the venue last Friday, drawing a crowd of up to 50 people, with more planned. Critics also claim that the asylum seekers are 'making it more difficult' for people to access health services, get council homes and live in peace and this was concerning. But one resident posted: "I'm just as concerned about how successful the right wing politicians and media have been in brainwashing people. Some of the utter tripe on this post is shameful." They also said it was ludicrous to suggest the asylum seeker population was responsible for local issues like a lack of GP appointments, crumbling infrastructure and a housing shortage. "If someone's causing genuine issues locally, absolutely deal with it so we can all live harmoniously. But let's aim our frustration at the people actually pulling the strings and work together for a community that's fair, welcoming, and strong," they added. Amid fears of more local protests at this and other hotels housing asylum seekers, West Midlands Police urged residents to keep the peace. Assistant Chief Constable Paul Drover said: "We understand the concerns people have about their communities and will always balance the right to freedom of expression with the need to tackle crime. "We have strong relationships with our communities and continue to build trust with them to come and speak to us. We urge communities to carefully consider information that they read, share and trust and if in doubt we would always encourage them to speak to us or their community leaders. "In the West Midlands, we have seen a small number of peaceful protests - (last weekend) we saw very low numbers at two protests in Wolverhampton and Solihull that passed off peacefully. However, we have assisted in providing support to other forces as part of national contingency plans. "Our priority is always to keep people safe and in every decision around policing, public order and protests we must balance the right to freedom of expression with the right to tackle crime so we can ensure public safety. "The right to peaceful and lawful protest is a fundamental element of any democracy, and we are committed to upholding and facilitating this." Who owns and runs the former Ramada venue? The Johal family including directors Iqbal, Balkar, Balraj, Jasbir and Sarnpal, own the hotel through their company Sutton Coldfield Hotel Ltd. In their most recent published accounts, for 2023-24, the company made after-tax profits of £4,583,509, off the back of a turnover of £9.5 million. In their notes to the accounts, the owners say they plan to continue to provide asylum accommodation services and expect to continue to see demand grow in the coming years 'as there is still significant demand to accommodate asylum seekers on a short term basis'. The accounts also note that as a result 'the company is undergoing a period of growing profits. The funds have been invested in reducing a significant amount of the company debt, meaning liquidity risk has diminished significantly.' The report also adds: "Maintaining strong relationships with the government contract provider, whilst maintaining the quality of service, has mitigated the risk of competitive bids who may look to undercut the current agreed rates." We have tried in vain to get hold of the Johal family or their representatives. The Ramada Hotel in Sutton Coldfield, previously known as Penns Hall Hotel, was a hotel and country club situated on Penns Lane, Walmley. It's a Grade B locally listed building, originally a private residence, and later became part of Ramada International. It is located on 14 acres of mature grounds, featuring a tree-lined driveway and a lake. During the 1980s, the hotel became famous as the location for exterior filming of the TV soap opera Crossroads. The hotel filled in as the Crossroads Motel, later known as the Kings Oak Country Hotel, and the entrance to the real hotel's conference facilities was dressed to look like the main entrance to the fictional hotel. A shot of some of the hotel rooms overlooking Penns Lake, which is on the hotel's land, were used as part of the closing credits to the show.
