Man convicted in Cape Breton hit and run granted day parole, mother of victim says

A man sentenced to prison time less than a year ago in the hit-and-run death of a young girl in Cape Breton in 2019 has been granted day parole, according to the mother of the victim.
Susan Arsenault, the mother of 10-year-old Talia Forrest, told CTV News Atlantic on Tuesday that the man convicted in the case – Colin Tweedie – was granted day parole last Friday during a Parole Board of Canada hearing that she watched via videolink.
Forrest was killed after being struck by an SUV while out riding her bicycle with a friend on the Black Rock Road in Cape Breton's Victoria County on the night of July 11, 2019.
Last July, Tweedie was sentenced to four-and-a-half years in prison after being found guilty on three charges in connection with the case: dangerous driving causing death, impaired driving causing death and leaving the scene of an accident.
Tweedie had originally been found not guilty on all three counts, but the Nova Scotia Court of Appeal later overturned that decision and ordered a new trial.
Forrest's cousin Halen Williams spoke with reporters on Monday after the family learned about the parole board decision.
'Shocking, but not surprised, with the court system,' Williams said. 'We spent five years fighting for justice, while he (Tweedie) was not even spending a minute behind bars, so it's not very surprising. '
CTV News Atlantic contacted the Parole Board of Canada, which said on Tuesday it would not confirm the outcome of any review or discuss the specifics of a case until the details of a parole board decision are ready to be made public - adding that in some cases, that can take up to 15 days after a decision is made.
A date for which Tweedie's day parole is set to start has not yet been confirmed.

As a result, a 31-year-old Amherstburg man has been charged under the Criminal code with 93 charges, including: Break and Enter a Place commit Indictable Offence (three counts) Break and Enter Dwelling House commit Ind Offence Theft Over $5,000 of a Motor Vehicle Disguise with Intent (three counts) Theft Under $5,000 from a Motor Vehicle (30 counts) Mischief Under $5,000 (three counts) Operation While Prohibited - Legal Restriction (eight counts) Operation While Prohibited under the (four counts) Use of Credit Card (22 counts) Fail to Comply with Release Order (14 counts) Fail to Comply with Probation Order (four counts) A 35-year-old Windsor man has been charged under the Criminal code with 81 charges, including: Break and Enter a Place commit Indictable Offence (three counts) Break and Enter Dwelling House commit Ind Offence Theft over $5,000 of a Motor Vehicle Disguise with Intent (two counts) Use of Credit Card (29 counts) Theft Under $5,000 from a Motor Vehicle (30 counts) Mischief Under $5,000 (three counts) Fail to Comply with Probation Order (eight counts) Fail to Comply with Release Order (four counts) Both of the accused remain in custody and will appear for a bail hearing before the Ontario Court of Justice in Windsor. The man who police allege is responsible for a fatal crash in Red Deer on Tuesday has been charged with eight offences. The 33-year-old Red Deer County resident faces one charge each of impaired driving causing death, dangerous driving causing death, criminal negligence causing death, and failing to stop after an accident causing death. He also faces two counts of theft of a motor vehicle, and one charge each of possession of stolen property over $5,000 and breaking and entering. Mounties believe the man was inebriated when he allegedly drove a stolen pickup truck into an SUV at 40 Avenue and 22 Street, killing its 46-year-old driver, then stole another SUV to flee the scene. He is due in court in Red Deer on Aug. 20.

A 49-year-old man has been arrested, Niagara police said, and is facing child pornography charges following an investigation that began by what police say was a "third party group." Niagara Regional Police Service said in a news release on Thursday the man, Darren R. Fox, is facing four charges: making child pornography, making explicit material available to a child, luring a child to facilitate sexual interference and luring a child to "facilitate invitation to sexual touching." Police say that on Aug. 9, officers in St. Catharines responded to an "indecent act call for service." "The initial investigation determined that a third-party group using online decoy tactics had identified what they believed to be a child predator," said police in a news release. "The group confronted the individual at his residence before contacting police to turn over their evidence." The Niagara police's Internet Child Exploitation unit is investigating and said they believe there are more victims. Fox, who remains in custody, also went by the alias "Brett Donovan," police say, and are encouraging anyone with information to contact detectives at (905) 688-4111, dial option 3, ext. 1009128 or anonymously through Crime Stoppers.
