Man convicted in Cape Breton hit and run granted day parole, mother of victim says

A man sentenced to prison time less than a year ago in the hit-and-run death of a young girl in Cape Breton in 2019 has been granted day parole, according to the mother of the victim.
Susan Arsenault, the mother of 10-year-old Talia Forrest, told CTV News Atlantic on Tuesday that the man convicted in the case – Colin Tweedie – was granted day parole last Friday during a Parole Board of Canada hearing that she watched via videolink.
Forrest was killed after being struck by an SUV while out riding her bicycle with a friend on the Black Rock Road in Cape Breton's Victoria County on the night of July 11, 2019.
Last July, Tweedie was sentenced to four-and-a-half years in prison after being found guilty on three charges in connection with the case: dangerous driving causing death, impaired driving causing death and leaving the scene of an accident.
Tweedie had originally been found not guilty on all three counts, but the Nova Scotia Court of Appeal later overturned that decision and ordered a new trial.
Forrest's cousin Halen Williams spoke with reporters on Monday after the family learned about the parole board decision.
'Shocking, but not surprised, with the court system,' Williams said. 'We spent five years fighting for justice, while he (Tweedie) was not even spending a minute behind bars, so it's not very surprising. '
CTV News Atlantic contacted the Parole Board of Canada, which said on Tuesday it would not confirm the outcome of any review or discuss the specifics of a case until the details of a parole board decision are ready to be made public - adding that in some cases, that can take up to 15 days after a decision is made.
A date for which Tweedie's day parole is set to start has not yet been confirmed.

‘Unusual for him not to return home': Hamilton police continue to search for 62-year-old man missing since Wednesday

Police say John Edward was last seen on June 11 just before 10 a.m., walking westbound on Baldwin Street from a McDonald's restaurant. 'This was confirmed by surveillance video,' police said. He was reported missing when he did not return to St. Joseph's Villa. Edwards is described as a white male, five-foot-11, weighing over 200 pounds, with a medium to heavy build, shoulder-length brown hair, and light-coloured eyes. Police say he was possibly wearing baggy shorts, a striped blue t-shirt, white socks, running shoes and a baseball-style hat. 'John is known to enjoy walks through local trails and parks in Dundas and is familiar with the area. It is unusual for him not to return home, and there is growing concern for his well-being,' police said in a news release. Police are urging residents and business owners in the area where he was last seen to check their properties, outbuildings and security cameras. The Winnipeg Police Service has closed off an area near the Disraeli Bridge amid an armed and barricaded scenario. (Daniel Timmerman/CTV News Winnipeg) The Winnipeg Police Service (WPS) has closed off an area near the Disraeli Bridge and Sutherland Avenue Saturday amid negotiations with a man believed to be armed. According to WPS Const. Dani McKinnon, police were called at about 5:30 a.m. to an incident where sounds of shots were heard in the 100 block of Grove Street. Upon officers arriving at the scene, it was learned that no one was injured and that an adult male, armed with a firearm, had transitioned to the Sutherland Avenue and Disraeli Bridge area. 'Police immediately cordoned off that area and immediately made sure that the community knew that this was an area that should be avoided for public safety,' said McKinnon during a media briefing Saturday afternoon. As of 1:30 p.m., the man is still believed to be in the area according to police. Crisis negotiators and the tactical support team are assisting the situation. '(We're) looking for a very safe resolution for everybody,' said McKinnon. 'This is considered an armed and barricaded scenario.' 'They've spent a number of hours with him, now, communicating, building (a) relationship, as we do with crisis negotiation,' she said. 'Part of it is getting to know that person, how we can help them.' McKinnon said the armed man is known to police and is asking people to stay away from the area. As of 2 p.m., the Disraeli Bridge is open to vehicles but access through the east and west ramps remain closed. Pedestrian and water traffic in the area is not allowed.
