West Bengal Governor to move Supreme Court over control of state universities
The move comes after a meeting between Bose and vice chancellors (VCs) of state-run universities at the Raj Bhavan, convened to address key issues in the state's higher education sector. The meeting was attended by nine VCs, with most others remaining absent.
Several VCs who skipped the meeting claimed they faced obstructions from the higher education department, while others alleged they were gheraoed or faced hostile conditions on campus. Some sought appointments with the governor to explain their absence. Sources in Raj Bhavan suggest absenteeism has not been taken lightly.
'This is an issue that requires clarification. What is the role of the chancellor or the role of the government? The Supreme Court will be approached to determine who holds the ultimate authority over state universities — the chancellor (governor) or the state government,' Bose told reporters at the Raj Bhavan.
The meeting had a wide-ranging agenda, from digital reforms and manpower gaps to implementation of NEP 2020 and awareness on cybersecurity and drug addiction.

Kolhapur: Thousands of people participated in a 45km walk from Nandani in Shirol tehsil of Kolhapur district to the collector's office in Kolhapur city on Sunday to hand over a petition addressed to President Droupadi Murmu, seeking steps to bring back elephant Mahadevi from Gujarat's Jamnagar facility to the Nandani Jain mutt. Meanwhile, Vantara, the top officials of which recently visited Kolhapur and met the mutt's seer, issued a public statement on Saturday on its social media handle stating that a direct dialogue has been opened with Jain mutt and the swami of the mutt. "Together, we are exploring, through legal and veterinary guidance, all possibilities for Madhuri's (Mahadevi's) future, including a peaceful resolution that prioritises both her well-being and the feelings of the community," the statement read. Hatakangangle's Shiv Sena MP Dhairyasheel Mane said there is a possibility that a high-powered committee will be set up to make legal suggestions to get Mahadevi back. He said that already the legal experts from Vantara, Peta, and Nandani's mutt are discussing the legal aspect since there is a Supreme Court order. A process to file a review petition in the SC needs to be started. "To find a middle ground, the discussions are on whether Vantara can set up a similar enclosure at Nandani, where Mahadevi and elephants from nearby can be kept, and the facilities provided in Vantara can be made available in this enclosure. We need to ensure the balance between the care of the animal and the tradition observed for centuries. Feelings of the devotees should not be hurt," said Mane. Internal quota: Parameshwara appeals to groups to not protest
Home Minister G. Parameshwara here on Sunday said that the Congress government was committed to implementing internal reservation for Scheduled Caste communities in the State and appealed to those threatening to stage protest seeking implementation of it to not do so. 'We had made the declaration on internal reservation in Chitradurga and we have also committed to it in our manifesto. Whatever we need to do should be done according to the procedure and guidelines issued by the Supreme Court. We are committed to implementing internal reservation; procedures have to be followed for which we need some time,' he told presspersons. His statement comes in the light of Dalit left (Madigas) groups threatening a protest from August 11. Dalit left leaders from the BJP, including Govind Karjol and A. Narayanaswamy, have also made such a threat. The Minister said that the commission, headed by retired judge H.N. Nagamohan Das, would submit its report to the government on August 4. It would discussed in the State Cabinet and steps would be taken to implement the recommendations. The A.J. Sadashiva Commission report was not accepted by the then BJP government because of data issues. On the meeting of Ministers from the Scheduled Caste community that he had convened, Dr. Parameshwara said that it was decided to have a common voice on the internal reservation. 'If there are any issues with communities, it was decided to talk to them.'
