Despite objection and walkout, the Rawalpindi Cantonment Board (RCB) approved on Wednesday a drastic increase in water and sanitation charges for its domestic and commercial consumers, effective July 1, 2025, the start of the new fiscal year.
Drinking water charges for cantonment residents will see an increase of 100% to 200%, while conservancy charges (sanitation fees) will go up by as much as 250%. Commercial water charges and sanitation taxes have also been multiplied several times over.
The decision was passed with a two-vote majority during a meeting of the Board. However, the vice president and 10 elected members rejected the decision, submitting a written dissenting note and staging a walkout from the board meeting.
The board meeting, chaired by RCB President Brigadier Ahmed Nawaz, was attended by VP Malik Munir Ahmed and 11 elected members, 12 nominated government members, the RCB President as the thirteenth member, and Cantonment Executive Officer Ali Irfan Rizvi as Board Secretary, along with other officials.
At the outset of the meeting, VP Malik Munir Ahmed objected to the 200% to 250% increase in residential and commercial rates for water and conservancy charges. His objection was supported by the other 10 elected members.
Following the passing of elected member Hafiz Hussain Malik, which reduced the number of elected members by one, the Board Secretary stated that he could call for a vote to approve the proposed water and sanitation charges under the Cantonment Act. In response, the elected members stated, "Take our written dissenting note; we do not accept this decision. We reject it." With this stance, the VP and the elected members boycotted the meeting and left the board hall.
Consequently, the proposal for the significant increase in water charges and sanitation taxes was approved by the majority of the 12 nominated government members and the Board president, who served as the thirteenth member.
Per the approved increases for monthly water charges on residential connections for cantonment residents, the water charges for one to five marla homes have been increased from Rs500 to: Category A: Rs1,250, Category B: Rs1,000, Category C: Rs900, Category D: Rs850, Category E: Rs750.
Furthermore, the fee for new residential water connections has been doubled from Rs5,000 to Rs10,000, while commercial water connection fees have increased from Rs10,000 to Rs20,000. Commercial water charges have also seen a 100% increase, meaning Rs15,000 charges will now be Rs30,000.

ISLAMABAD: Ministry of Law and Justice on Tuesday submitted a written response in the Senate during the question hour, providing details of the pension and perks of a chief justice of Pakistan (CJP) after retirement, as well as benefits provided to widows of the top jurists. The law ministry informed the Parliament's Upper House that the pension of the top judges was increased from Rs560,000 to Rs2.39 million between 2010 and 2024. In 2010, a retired chief justice's pension stood at Rs560,000 per month, which rose to Rs644,000 in 2011, Rs773,000 in 2012, Rs850,000 in 2013, Rs935,000 in 2014, Rs1.005 million in 2015, Rs1.105 million in 2016, Rs1.217 million in 2017, and Rs1.338 million in 2018. The pension reached Rs1.452 million in 2021, Rs1.657 million in 2023, and increased to Rs2.39 million in 2024. After a gap of 45 years, the Supreme Court has issued new procedural rules titled Supreme Court Rules 2025, formally repealing the Supreme Court Rules 1980. Aimed at enhancing transparency, efficiency and overall effectiveness in judicial proceedings, Chief Justice of Pakistan (CJP) Yahya Afridi has constituted a committee, headed by Justice Shahid Waheed and comprising Justice Irfan Saadat Khan, Justice Naeem Akhtar Afghan and Justice Aqeel Ahmed Abbasi, to draft the new rules. The committee sought proposals from judges, the SC office, as well as bar councils and associations. The new rules are being applied with effect from August 6. It has been clarified that any proceedings already pending under the revoked rules – whether by way of application, petition, appeal, reference or review – shall continue and be disposed of as if the new rules had not been made. "If any difficulty arises in giving effect to any of the provisions of these Rules, the Chief Justice of Pakistan, on the recommendations of a committee to be constituted by him, may make such order, not inconsistent with the provisions of these Rules, as may appear to him to be necessary for the purpose of removing such difficulty." Under the new rules, the time limit for filing criminal appeals, criminal petitions for leave to appeal and direct civil appeals has been extended from 30 days to 60 days. Appeals against registrar office objections must be filed within 14 days, while review petitions against SC judgments must be filed within 30 days. "Application for review shall be filed in the Registry within thirty days after the pronouncement of the judgement or order, as the case may be, which is sought to be reviewed," the draft states. Applicants are required to notify the opposing party immediately after filing the review application and send a copy of the notice to the Registry. Every review application must be accompanied by a certified copy of the judgment or order being challenged. If it is based on newly discovered evidence, certified copies of relevant documents must be attached along with an affidavit explaining the circumstances of the discovery. The advocate or party signing the application must briefly specify the points on which the review is sought and provide a certificate confirming that a review is justifiable in accordance with the law and practice of the court. The certificate must be in the form of a reasoned opinion. The new rules state that costs for proceedings will be at the court's discretion, but not less than Rs25,000. Interveners will not be entitled to costs unless otherwise ordered. If the hearing of a case is delayed due to an advocate-on-record's neglect, such as failing to attend or provide necessary documents, the court may direct that advocate to personally bear the costs. Where adjournments are sought without sufficient cause, compensatory costs may be imposed on the advocate or party. The same applies to those filing false or vexatious proceedings that waste the court's time. No court fee will be charged for jail petitions. Regarding constitutional matters, the rules provide that any petition, appeal, or review involving the original jurisdiction of the court under Article 184, the appellate jurisdiction under clause (3) of Article 185 (where a High Court judgment involves the constitutionality of a law or a substantial constitutional question), or the advisory jurisdiction under Article 186 shall be heard by a constitutional bench constituted under Article 191A of the Constitution. Such a bench will consist of no fewer than five judges, nominated by the committee. If the judges hearing a matter are equally divided in opinion, the committee may refer it either to another judge or to a larger bench.

Ministry of Religious Affairs has completed the first phase of receiving applications under the 2026 government Hajj scheme, with more than 71,000 submissions, officials said on Saturday. The ministry said the first phase was open only to applicants who had already registered for the pilgrimage. Each applicant submitted the first instalment of Rs500,000 along with their application. The second phase will begin on August 11 and run until August 16, during which both registered and unregistered pilgrims will be able to apply. Applications in this phase will be accepted on a 'first come, first served' basis. Officials said more than 116,000 Pakistanis will perform Hajj next year under the government quota. Those who submit applications with the first instalment before the quota is filled will secure a spot, while the process will be halted once the limit is reached. Overseas Pakistanis can also apply through a close relative at designated banks, the ministry's spokesperson said. Medical fitness certificates for applicants abroad can be submitted upon arrival in Pakistan. The ministry said it will announce the suspension of applications as soon as the quota is met. It is pertinent to mention here that Federal Minister for Religious Affairs and Interfaith Harmony Sardar Muhammad Yousaf said last week that Pakistan has been allocated a quota of 179,210 pilgrims — 119,210 under the government scheme and 60,000 for private operators — subject to final confirmation by Saudi authorities. The government scheme will include both the traditional 38-42 day package and a shorter 20-25 day option. Estimated costs are expected to range between Rs1.15 million and Rs1.25 million, depending on final agreements with service providers. Minister Yousaf said applicants must hold valid Pakistani passports until at least November 26, 2026, and children under 12 years of age will not be eligible for Hajj this year. He said all pilgrims must be vaccinated with Saudi-approved vaccines. He said the 'Road to Makkah' initiative will continue at Islamabad and Karachi airports. He said overseas Pakistanis will be allowed to remit Hajj payments to nominated bank accounts under the scheme. The policy mandates compulsory animal sacrifice payments through the official Saudi system, he added.
