Chandigarh: With Congress and AAP councillors having walked out,
BJP councillors
in the Chandigarh MC house on Wednesday gave their nod to increasing charges of
paid parking
.
The charges are to be included in a new request for proposal (RFP), which will be finalised in coming few days. An RFP is prepared for carrying out decisions of the MC. It includes all aspects of a new move, like the conditions for the tender and other finer details. The RFP is expected to take another six months to be finalised.
If all goes according to plan, the charges will be also higher at the parking lots of Elante Mall in Industrial Area-I, Piccadilly Square in Sector 34, and Fun Republic in Manimajra. In what may attract criticism from locals, the only-BJP MC house also approved 10 parking passes for each councillor. The agenda was discussed and approved when no one from the opposition was present.
The civic body had been planning the paid parking project for eight years. Under the revised charges for four-wheelers, like previous times, the MC kept the first 15 minutes free. From 16 minutes to 4 hours, a proposal of Rs 20 was finalised, which will be Rs 25 from 4 to 8 hours, and after 8 hours, an additional 10 rupees will be charged for every hour. The charges will be Rs 25 and 30 after 4 years, respectively, and after eight years, the charges will be Rs 30 and 35, respectively.

For two-wheelers, the first 15 minutes will be free, and from the 16th minute to 4 hours, the charges will be Rs 10. From 4 hours to 8 hours, the charges will be Rs 15, and after that, an extra Rs 5 will be charged for every hour. After four years, the charges will increase to Rs 15-20, respectively. After eight years, the charges will be Rs 20 and 25, respectively.
In Elante Mall and Fun Republic, the paid parking charges will be Rs 85 for the first four hours, and Rs 155 for 4-8 hours. After four years, the charges will be increase to Rs 95 and Rs 170, and after eight years, the charges will be Rs 105 and 190, respectively.
Besides the charges, the general house also approved the introduction of a software solution integrated with POS machines to collect accurate data on vehicles' presence, stay, and duration at the exit point in each paid parking lot. Now, the civic body authority will request the Society for Promotion of IT in Chandigarh (SPIC) to provide a software solution integrated with POS machines for this purpose.

In a major relief to residents of the national capital, the Delhi government is soon going to waive 'pending, inflated' water bills, along with the late payment surcharge, Water Minister Parvesh Sahib Singh said Monday. Addressing a press conference on the BJP completing 100 days in power and the achievements of his departments, he said, 'A scheme to waive all domestic water bills is under preparation and it will be implemented soon. Once it is launched, all domestic water bills will be reduced by around 90%…' 'But until this scheme is officially launched, I have already said that if someone hasn't paid their bill, their connection won't be disconnected for now. The people of Delhi are aware that the government is bringing a new scheme, so everyone is waiting for it… So, until the bill payments are sorted out — and right now there are some technical issues — once that is resolved and the scheme is launched, it will reduce the inflated and pending bills up to 90%,' he added. He said that, currently, the software being used by the Delhi Jal Board was developed and maintained by Wipro. 'Their lease period has already ended, and they have been given an extension… the company has refused to make any further changes to the current system… Once this is resolved, the scheme will be launched,' he said. Sources said that under this scheme, the focus will be on waiving the Late Payment Surcharge (LPSC) of domestic bills. 'LPSC charges are calculated at 18% interest plus compounding charges,' said sources. Currently, in the domestic category, the outstanding bill amount is approximately Rs 12,000 to Rs 13,000 crore, out of which Rs 7,000 crore is LPSC. 'If we waive that, we will still be able to recover at least Rs 5,000 to Rs 6,000 crore,' said sources. 'Because several residents have not paid their bills for the past 8-9 years, this is an incentive for them to pay the principal amount. Once LPSC is waived, the government will rationalise the bills and give a timeline to the people to pay the principal amount. They will be asked to pay the bills in three to four months. No more extensions or schemes will come after this,' said sources. Besides, the minister also said that the government plans to upgrade the water billing system to address the challenges of revenue losses. According to officials, Delhi has approximately 29 lakh water connections. As per the 2011 census, Delhi has 34 lakh households. Last year, the previous AAP government also announced a one-time settlement scheme for pending water bills ahead of the Lok Sabha elections, claiming that it would benefit around 12 lakh consumers, of which 7 lakh will not have to pay any amount. However, the scheme hit a roadblock after the Finance Department raised questions and said that it would lead to financial implications. It said that the benefits of the scheme should not be given to the consumers who have not paid the bills for the last 11 years.

Jaipur: State energy secretary Alok passed away in the early hours of Monday in New Delhi following a prolonged illness. He is survived by his wife and two sons. A 1993-batch Rajasthan cadre officer, additional chief secretary Alok, who was on deputation to the Centre, took over the reins of the debt-ridden energy department in Feb last year after the new BJP govt came to power. He played a key role in steering the state govt's strategy to overhaul the sector by signing MoUs with the central PSUs and expediting the rollout of decentralised solar projects at the sub-station level, aimed at solarising agriculture connections. While much of the revamping, long-term in nature, is still in the early stages of progress, and the state's power utilities, including discoms, are still burdened with debts of about Rs 1.5 lakh crore, his passing away comes as a big loss for the sector. Around two months ago, he relinquished charge of the department to discoms chairman Arti Dogra as he moved to Delhi for treatment. Chief Minister Bhajan Lal Sharma expressed his condolences and said Alok was a source of inspiration for many in his fraternity. Energy minister Heeralal Nagar also acknowledged his commitments to bringing changes in the power sector. "He was a capable and dutiful administrative officer. He made tireless efforts to materialise the resolve of CM Bhajan Lal Sharma to make Rajasthan a leader in the field of energy," said Nagar in a statement. During his career, Alok worked as collector of Udaipur, Kota, Bikaner and also helmed crucial departments as MD of RSRTC, RIICO, principal secretary of PWD, and revenue, among others.

BMC scraps plan to get beach robots from Turkiye

Mumbai: Following widespread criticism, BMC has scrapped its plan to procure robotic lifebuoys from Turkiye to enhance safety at six beaches amid calls to boycott the country's goods over its support to Islamabad during tension between India and Pakistan. A senior official said the civic body will float fresh tenders. The remotely operated, motorised flotation devices were meant to assist lifeguards in reaching those drowning off Girgaum Chowpatty, Dadar Shivaji Park, Juhu, Versova, Aksa and Gorai beaches. Each machine comes equipped with dual water jets and rechargeable batteries of 10,000mAh, with a load-bearing capacity of up to 200kg. It can travel up to 800m into the sea at 18kmph and remain operational for an hour. BJP and Shiv Sena leaders had criticised the procurement deal, questioning why a foreign-made system was chosen over domestic alternatives, and had threatened protests. In response, BMC decided to cancel it. Former BJP corporator Bhalchandra Shirsat, who was among those who opposed the deal, pointed to Turkiye's military and diplomatic backing of Pakistan post Operation Sindoor.
