Letting US-based firm make e-cigarettes in Johor ‘a huge mistake', says expert

(LinkedIn pic) PETALING JAYA: A health expert has criticised the move to grant a US-based company licence to manufacture electronic cigarette devices with nicotine-based liquids or gels in Johor, describing it as 'a huge mistake'. Dr Zainal Ariffin Omar said the green light for Ispire Technology Inc would give the impression that the government endorsed the vape industry. He said this was at odds with its efforts to curb smoking, especially among the youth. 'It is a huge misstep by the government, and now they are in damage control mode,' he told FMT, referring to the health ministry's assurance that nicotine-based vape liquids remain tightly regulated. 'Malaysia aims to become a tobacco-free nation by 2040, but this licence is inconsistent with its goal.' Health think tank CodeBlue recently reported that Ispire Technology, which operates a facility in Senai, Johor, had its interim licence approved last month by both federal and state authorities. The company claimed to be the only one fully authorised to manufacture, import, and export nicotine products in Malaysia, and said it could start operations immediately. The health ministry subsequently said that nicotine-based vape liquids remained tightly regulated under the Control of Smoking Products for Public Health Act 2024 (Act 852), despite their approval for sale in Malaysia. The ministry said these products fell under the category of 'smoking products', under Section 2 of Act 852 which covers any substances used for smoking including nicotine, propylene glycol, glycerol, and triethylene glycol. It also said that the manufacturing licence was issued by the investment, trade and industry ministry through the Malaysian Investment Development Authority, under the Industrial Coordination Act 1975. The Federation of Malaysian Consumers Associations (Fomca) agreed that granting Ispire Technology a licence would send mixed signals. Fomca CEO T Saravanan said it would give the impression that the product was safe for consumption despite the lack of evidence that vape is a healthier alternative to smoking. He added that public health should not take a back seat to the vape industry. This year, lawmakers in Arizona, Louisiana, Montana, Nevada and the District of Columbia enacted legislation to regulate driverless vehicles, according to a database from the National Conference of State Legislatures. While much of the legislation aims to update existing law to include new definitions for autonomous vehicles, other measures put rules in place regarding insurance, permitting, licensing and road testing. In total, lawmakers in 25 states introduced 67 bills related to autonomous vehicles, according to the database. California, Illinois, Massachusetts, New Jersey, New York and Pennsylvania currently have bills under consideration. Alaska, Delaware and Washington have bills that will be carried over into the next legislative session. Governors vetoed two measures this year. Colorado Democratic Gov. Jared Polis shot down a measure that would have required a driver to be present in any commercial vehicle being operated by an automated driving system. Virginia Republican Gov. Glenn Youngkin vetoed a measure that would have put rules in place for "high-risk artificial intelligence systems," but would have excluded "autonomous vehicle technology" from that category. As of now, there are no vehicles that have achieved full autonomy, according to the Society of Automotive Engineers' criteria. But several car companies have introduced automated driving features, allowing drivers to take their hands off the wheel. Tesla is rolling out its Full Self-Driving feature, a system under which a vehicle can drive itself almost anywhere with minimal intervention from the driver. Tesla Autopilot, which the company made available to the public in late 2024, also helps with basic vehicle maneuvering. And Waymo, the country's first autonomous ride-hailing service, is currently operating in Atlanta; Austin, Texas; Los Angeles; Phoenix and San Francisco. The robo-taxi company plans to expand to Miami and Washington, D.C., next. According to the National Highway Traffic Safety Administration, vehicle safety is the main benefit of driverless cars. With higher levels of automation, there is less room for human error or driver distractions. The new technology also could improve safety for bicyclists and pedestrians, according to the agency. But driverless cars have been involved in hundreds of accidents over the past few years. Between 2021 and 2024, there were 696 accidents reported that involved a Waymo vehicle, according to an analysis by California-based law firm DiMarco – Araujo – Montevideo. And last year, the National Highway Traffic Safety Administration began investigating Tesla's Full Self-Driving system after multiple reports of crashes that occurred in low-visibility conditions. – News Service

Three-point plan for Karamunting

SANDAKAN: The District Municipal Council (MPS) announced three immediate initiatives to improve services in Kampung Karamunting Baharu following the long-awaited gazettement of the water village. Its President Walter Kenson said the measures include the setting up of a Special Coordination Desk with the Karamunting Assemblyman, Land and Survey Department (JTU) and related agencies to resolve boundary and utility issues and deliver official updates to residents. The second initiative is a series of 'Quick Win' municipal services covering waste collection, drain maintenance, street lighting and basic village signboards. 'The third is a Community Technical Service Clinic to assist residents with house numbering, minor plans, structural safety and small business licensing,' he said. Walter made the announcement after formally handing over the land site to the State Government through JTU Deputy Director Chua Ming Ling @ Alan, witnessed by Chief Minister Datuk Seri Hajiji Noor. The ceremony marked the official transition of Kampung Karamunting Baharu from local authority administration to gazetted village status. 'For MPS, this gazettement ensures residents have clarity of settlement status, while the land at Jalan Cecily can be used for large-scale public facilities to benefit more people,' Walter said, adding that Jalan Cecily was a more strategic site due to better access, utilities and development potential. He thanked the Chief Minister, Karamunting Assemblyman, JTU, Sandakan Land Revenue Office, MPS task force, as well as the village head, JKKK, residents and SK Karamunting community for their support in realising the gazettement. GRS will use own logo

TAWAU: Gabungan Rakyat Sabah (GRS) has reaffirmed its decision to use its own component party logo as the election symbol and identity for its candidates, and has no intention of 'borrowing' another component party's logo. Parti Gagasan Rakyat Sabah (Gagasan Rakyat) Information Chief Datuk Nizam Abu Bakar Titingan said the decision was consistent with the stance of GRS Chairman who is also Chief Minister Datuk Seri Hajiji Noor. 'There is no proposal to use another component party's logo,' he said when asked if GRS was considering using Pakatan Harapan's (PH) logo in the upcoming 17th State Election (PRN). Nizam, who is also Assistant Minister to the Chief Minister, said the matter had never arisen as GRS has remained firm in its original position, emphasising that Hajiji had never made any statement or suggestion to that effect. He said GRS leadership has from the start been consistent in defending and strengthening the existing Unity Government, which involves cooperation between GRS and PH. 'GRS members, especially in Gagasan, should not be concerned or confused by such rumours, as all our candidates will use the GRS logo as the official symbol in the upcoming PRN,' he said. On related matters, the Apas assemblyman said the GRS-PH combination had proven effective, with the Sabah Maju Jaya (SMJ) Development Plan 1.0 (2021-2025) achieving 94 per cent of its targets through 467 initiatives, according to the SMJ Way Forward Initiative Report. Based on existing Key Performance Indicators (KPIs), he expressed confidence the State Government was on the right track to restore Sabah's former glory.
