Technical glitch hits services at SMS hosp, patients suffer

Jaipur: Services in Sawai Man Singh (SMS) Hospital were affected Thursday due to a technical breakdown in the central server. The fault resulted in scores of patients being stranded in the hospital for hours across the state. Many of them returned home as their registration was not done due to the fault.
The patients started reaching the hospital early and getting their registration done. However, at 11am, the integrated hospital management system (IHMS) stopped functioning. The patients kept standing in queues at the registration counters until late, but the services were restored only at 2pm. Long queues of patients caused significant inconvenience, even to women and the elderly.
"We checked the online system and found that it was from the end of the department of Information Technology," said Dr Sushil Bhati, medical superintendent, SMS Hospital.
Dr Bhati said that they helped the patients who came for follow-up and already had registration done in their last visit. These patients were provided with treatment offline. Besides, the hospital admitted the patients offline who were brought to the emergency OPD. "The online registration of such admitted patients was done once the server was restored," said Dr Bhati.
Patients narrated their ordeal, saying that their time and money were wasted.

Jaipur: Sawai Man Singh (SMS) Hospital has paid Rs10 crore to Public Works Department (PWD) for repair and maintenance work during the monsoon and post-monsoon periods, officials said Thursday. "PWD identified areas where leakage takes place and repairs have already been done. We paid Rs 10 crore to PWD for such works," said Dr Sushil Bhati, medical superintendent. The hospital has arranged a sufficient number of mud pumps to remove water from areas where waterlogging takes place. The mud pumps were used two days ago in some parts of the hospital where waterlogging was reported. The hospital has also arranged machines from Jaipur Municipal Corporation to clean drains on its premises. Besides, the electric wiring was repaired and the terrace cleaned, while old pipelines for removing water were changed.

New Delhi: The Supreme Court on Wednesday expressed concern on branding an entire community of transgenders as "risky" as blood donors, and asked the Centre address their concerns of discrimination. "Are we going to brand all transgenders as risky and stigmatise them. You cannot say that all transgenders are indulging in sexual activity," said a bench of Justices Surya Kant and N Kotiswar Singh. The apex court was hearing petition challenging the constitutional validity of Section 12 and 51 of Blood Donor guidelines, 2017, which has imposed a blanket ban on transgender persons from donating blood. The petition also challenged guidelines issued by the National Blood Transfusion Council (NBTC), which prevented transgender persons, men having sex with men (MSM) and female sex workers from donating blood for being at "high risk" for HIV, Hepatitis B or C infections. Additional Solicitor General (ASG) Aishwarya Bhati, appearing for Centre, said that the guidelines are not intended to stigmatise anyone but have been prepared by NBTC, which comprises doctors and experts, with scientific temper and keeping public health and welfare in mind. To this, the bench remarked that it was worried about the element of discrimination against transgenders and that they have been isolated and excluded. "Just think of something that such feeling does not come, and health standards are not compromised," said the bench as it gave time to the Centre to address transgenders concerns of discrimination without compromising on medical precautions. The apex court said that with changing times, new technologies have emerged and there could be a way out to ensure any possibility of infections is checked and contained. Already transgenders suffer from severe biases and prejudices, does this guidelines not further it, said the bench. ASG Bhati assured the bench that she will raise the court's suggestion to the experts. Bhati also apprised the bench that once blood is donated it goes directly to blood banks and there are vulnerable persons, such as thalassemic patients, who entirely depend on blood banks. "As a group, transgenders are considered a high-risk group the world over, with certain exceptions. There is a period within which infection has to be identified, and the risk window has to be carefully considered. Nobody can claim to have a fundamental right to donate blood. These guidelines must be seen from the perspective of public health as the idea is not to stigmatise anyone," Bhati added. The petition filed by Manipur-based transgender and social activist Thangjam Santa Singh, termed the guidelines unconstitutional for discriminating persons based on gender identity.

1 2 Jaipur: The state govt currently operates e-Aushadhi, a portal dedicated to the free distribution of medicines. However, the system is not linked to patients' Ayushman Bharat Health Account (ABHA) IDs, limiting the creation of comprehensive electronic health records (EHRs). At present, only 1.2 crore ABHA cards in Rajasthan are connected to EHRs. To bridge this gap, the govt plans to integrate medicine distribution with the Integrated Health Management System (iHMS), enabling real-time EHR generation alongside drug dispensation.A senior health department official said, "We are finding solutions and taking measures to generate EHR and link them with patients' ABHA ID so that the patient could access all their health records, including pharmacy and treatment. "The health department generated 6.2 crore ABHA for the people of the state, but out of those, just 1.2 crore ABHAs are linked with EHRs. ABHA integrates EHRs to facilitate the storage and retrieval of patient information. If ABHA is not linked with EHR, then ABHA are just mere numbers. ABHA is a unique 14-digit number used to link all the health records of a of 1.2 crore EHRs generated in the state, 68.6 lakh EHRs were generated using Co-win records (Covid-19 vaccination) during the Covid-19 pandemic. Besides, 34 lakh EHRs were generated using a private pharma limited, and the rest by using other platforms. Despite that, just 1.2 crore EHRs were state govt is using the state govt's iHMS (integrated health management system) for generating ABHA cards and EHRs. Through iHMS, 1.9 crore ABHAs were generated, but just 46,095 EHRs were generated using iHMS. A senior health department official said, "We are taking measures to increase the EHRs so that people can use their health records stored electronically while going for doctor's consultation or for treatment."The health department is taking measures to make use of iHMS to generate EHRs. iHMS is being used in govt hospitals for the registration of patients and other works, including admission and discharge of patients. The state govt is generating EHRs daily, said the official. On Tuesday, 77,150 EHRs were health department advocates that linking all healthcare reports, prescriptions, and lab test reports in one place eliminates the requirement to carry hard copies of reports while visiting a healthcare provider. ABHA helps in easy access and tracking of health records.
