As one Fairmount restaurant prepares to close, two ice cream shops are readying to open in Rittenhouse Square.
With the weather warming up, Stephen Starr's seasonal Parisian cafe is set to return for its fourth year and Center City District is bringing back its annual Sips summer happy hour.
Rita's Italian Ice & Frozen Custard is adding a new limited-time flavor ahead of summer, and two new ice cream shops are ready to open in Rittenhouse Square.

Rita's launches new flavor
Rita's Italian Ice & Frozen Custard added a soda-inspired flavor ahead of the summer season.
The Trevose-headquartered dessert maker started selling a limited-time cola Italian Ice at all of its locations across the country on Friday. The new flavor is meant to give customers the taste of "old-school cola nostalgia."
Rita's new flavor will also be served in a Cola Float Gelati, made with layers of cola Italian Ice and vanilla frozen custard, and a Twisted Cola Blender that tops the cola Italian ice with CocoLime Cream. With the blender, Rita's aims to jump on a recent social media trend of beverage experimentation, Rita's senior director of marketing Madalyn Weintraub said in a statement.
Last month, Rita's launched a limited-time Skittles Italian ice and Skittles Pop'd freeze-dried candy topping in partnership with the rainbow-colored candy's owner Mars Inc.

Fairmount restaurant Tela's Market & Kitchen plans to close its doors next month.
The concept will shutter after brunch service on May 4, owners Daniel and Alex Greenberg announced in a social media post on April 21. Tela's is located on the ground floor of 1833 Fairmount Ave., an apartment building developed by Daniel's North Broad Living.
In the post, the Greenbergs said it is "simply time to move on" after more than 11 years of running the eatery.
"We will miss the breakfast meetings, our laptop remote-workers, our happy hour and dinner guests, our bottle-shop wine customers, and our weekend brunch crowd," the owners wrote.
The Greenbergs added that they hope to share who is moving into the Tela's space in the coming months.
Tela's Market & Kitchen opened in late 2013. The concept offers breakfast, lunch, dinner, happy hour and weekend brunch.

Brooklyn-based ice cream shop Malai will make its Philadelphia debut next month when it opens a location in Rittenhouse Square.

Malai, Weckerly's ready for Rittenhouse debuts
Two ice cream shops are preparing to open in Rittenhouse Square next month.
Fishtown spot Weckerly's Ice Cream will debut at 1600 Spruce St. on May 9. The following week, Brooklyn-born South Asian shop Malai will open to the public on May 17 at 260 S. 18th St.
Weckerly's Rittenhouse Square shop, first reported by the Business Journal last fall, will serve up to 24 rotating small-batch ice cream flavors, along with its traditional ice cream sandwiches and to-go pints. This new location, however, will expand its offerings by selling coffee, tea, vegan ice cream flavors, and soft-serve ice cream.
Owner and CEO Christina Torres took over Weckerly's in late 2023. Since then, she has expanded the business with a second location in the King of Prussia Mall.

Malai's Philadelphia outpost will span 1,500 square feet and seat 15 people inside. The ice cream shop was founded in 2015 by Pooja Bavishi, a Pennsylvania native and winner of Food Network's Chopped Sweets competition.
Bavishi will offer a new flavor, Cinnamon Honeybun, for the Philadelphia shop's opening. The ice cream flavor is inspired by Tastykake's Honey Buns.

NEW BUSINESS: Pacific Gas & Electric Company has retained a former Energy Department official who worked in the first Trump administration to lobby on funding issues, according to a disclosure filing. Mountain View Partners' Dwayne Bolton served as a congressional liaison at DOE during President Donald Trump's first term before joining the department's Office of Economic Impact and Diversity and Office of Environmental Management. — Bolton began lobbying for the California utility giant in June at the height of negotiations over the phaseout of clean energy tax credits in the GOP megabill and uncertainty about the fate of financing secured during the Biden administration. — Days before Trump took office, the Energy Department finalized a $15 billion loan guarantee for PG&E for investments in hydropower and battery storage projects as well as grid improvements. It was the largest loan ever for DOE's Loan Programs Office. Despite the guarantee, PG&E asked California regulators to approve a rate hike earlier this year due in part to 'uncertainty' about its fate. — Meanwhile, a group of pilots that is pushing to raise the mandatory retirement age brought on a new outside lobbying firm last month ahead of a big win for the cause. Let Experienced Pilots Fly retained Florida lobbyist Ward Blakely of Blue Tusk Communications last month to advocate for bumping the mandatory retirement age for commercial pilots from 65 to 67 in an effort to address pilot shortages. — The week after Blakely began working on behalf of the group, a bipartisan group of senators — including Majority Leader John Thune and former astronaut Mark Kelly (D-Ariz.) — urged the Trump administration to take a more active role at the International Civil Aviation Organization. That group sets safety standards for the global aviation industry and has broached the idea of raising the recommended pilot retirement age. — A few days later, Trump nominated retired Delta Air Lines pilot Jeffrey Anderson — who previously consulted for the pilots group — to fill the vacant post of U.S. ambassador to the ICAO. Thom Tillis (R-N.C.) and Rep. Kevin Hern (R-Okla.) would levy a 40.8 percent tax on the profits from litigation funding agreements that supporters say could prevent more frivolous lawsuits. It fell out of the GOP's party-line policy package earlier this year for not complying with Senate rules. — 'We'll see if they can make changes to pass muster with the parliamentarian this next go-around or if they'll have to search for another vehicle to get this fix past the finish line,' John Shelton, policy director for Advancing American Freedom — the nonprofit group founded by former Vice President Mike Pence — told Benjamin Guggenheim. — The litigation funding industry will have more lobbying firepower from the get-go if the issue is revived, having brought on three new outside lobbying firms during the reconciliation fight. — They include OnMessage Public Strategies, the lobbying arm of the GOP consulting firm that has been paid tens of millions of dollars by Tillis' campaigns during his congressional career, per FEC records; Checkmate Government Relations, which is led by the brother of Rep. Addison McDowell (R-N.C.); and Red Maple Consulting, which is run by the former chief of staff to Rep. Tom Cole (R-Okla.). WHERE DO YOU DRAW THE LINE: Common Cause, 'the nation's most prominent anti-gerrymandering organization,' has found itself in the middle of 'a tense internal debate over whether to modify its position opposing all partisan redistricting, a remarkable development in response to a gerrymandering war that has broken out across the nation,' according to The Christian Science Monitor's Cameron Joseph. — 'It's a sign that after two decades of hard-won progress against partisan line-drawing, the movement is facing an existential crisis. … On Monday night, after a meeting by the organization's national governing board, the group's president and CEO Virginia Kase Solomón emailed organization leaders asking them not to make any new statements on gerrymandering until the board issued further guidance, which she said would come later this week.' — 'The request to stand down comes as Democrats in California are pushing to temporarily suspend the state's independent redistricting commission to allow them to draw five or more new Democratic-leaning House districts.' Eku Energy commissions two utility-scale energy storage projects in UK
Eku Energy and NHOA Energy have announced the full commissioning of two utility-scale energy storage projects in the UK, one in Basildon, Essex, and the other in Loudwater, Buckinghamshire. The projects collectively add 130 megawatt hours 9Mh) of capacity. They are aimed at enhancing grid support through balancing and ancillary services across the UK's energy network. The Basildon project includes a 28MW battery energy storage system (BESS) with a capacity of 56MWh. This site is positioned near other power generation facilities, including solar and gas-fired stations, and will aid the National Grid's operations in this network location. Habitat Energy will manage energy trading for the site on behalf of Eku. In Loudwater, the 39MW BESS spans 0.6 acres of rural land with a capacity of 55MWh. The facility features equipment designed to blend with its surroundings and is traded by Statkraft Energy for Eku Energy. Eku Energy CEO Daniel Burrows stated: 'The commissioning of Loudwater BESS and Basildon BESS creates diversity [in] our operating portfolio in the UK. Our growing operating portfolio creates further opportunities to support our customers by structuring innovative long-term contracts. 'With the commissioning of these two projects, Eku Energy is continuing to drive our mission of accelerating the energy transition by delivering safe, secure and reliable battery storage assets that provide cost-effective clean energy.' Both projects utilise BESS equipment from NHOA Energy, with ESM Power providing additional infrastructure and systems. NHOA Energy is committed to maintaining operations at both locations under long-term service agreements to ensure sustained performance. The completed projects aim to bolster energy security and reliability for electricity consumers throughout the UK. NHOA Energy global managing director Lucie Kanius-Dujardin stated: 'These projects exemplify how trusted, high-performance partnerships are essential for the energy transition. The delivery of both sites in parallel required close coordination between NHOA Energy and Eku Energy.' In addition to these projects, Eku Energy has secured financing from NatWest Bank and Sumitomo Mitsui Banking for a new 99MW/198MWh BESS at Ocker Hill in the West Midlands. Expected to be operational by late 2026, it marks Eku Energy's fourth UK venture in the energy storage sector.
