
No powers to review EC for mining dump handling, says green authority
The Goa State Environment Impact Assessment Authority (Goa SEIAA) has decided to dispose of a case based on a complaint filed by the director of Goa Foundation, Claude Alvares, challenging the environmental clearance (EC) granted to a mining company for dump handling.
The Goa SEIAA stated that, as per the EIA Notification, 2006, the authority has not been provided powers to review or recall an EC grant.
The authority said the notification only allows for cancellation or revocation in cases where there is falsification or concealment of information, neither of which was applicable in this case. It therefore said that it could not review the EC in question.
Alvares, in his letter to the Goa SEIAA, stated that the EC could not be granted in the absence of a 'valid mining lease'.
He mentioned that the mining waste should be stored after being processed in the mining lease, which is in the Sirigao-Mayem area, and that it cannot be stored at the original dump site as it is located outside the lease area. The Goa Foundation director called for action against the mining company for violation before reviewing the EC.
The mining company argued that the claim that the EC could not be granted without a valid mining lease, and solely based on the approval granted under the Goa Dump Handling Policy, 2023, is without merit at this time as the matter is sub judice.

'The authority noted that the complaint dated May 2, 2025 doesn't raise any legitimate grievances related to environmental impact assessment or degradation. Instead, the grievances pertain to the legal regime related to the Goa Dump Handling Policy, 2023, which falls outside the SEIAA's jurisdiction and is currently pending before the high court of Bombay. Notably, the Goa Dump Handling Policy, 2023, requires a proper plan for dump handling, which the project proponent has prepared, and a restoration and reclamation plan has been prepared taking the same into consideration,' the Goa SEIAA noted.

The newly laid bund road. Photo by P Sreedharan COIMBATORE: The Coimbatore City Municipal Corporation has opened a new road from Lanka Corner Railway bridge to the Vincent Road Junction to ease traffic congestion on the Big Bazaar Road and Vincent Road. The road is said to reduce at least 30% of the vehicle flow heading towards Bazaar Street up to Ukkadam. The road, laid on the bunds of Valankulam Lake, terminates a few metres away from the Ukkadam- Sungam bypass roundabout. The one-way stretch of 805 meters is open to two vehicles and cars proceeding towards from the Government Hospital Road. This initiative is part of the city corporation's traffic management plan to have better mobility within the city limits. According to a corporation officer, "The road is about seven meters wide and can handle cars as well. Except for heavy vehicles, the rest of the vehicles heading towards Ukkadam can use this route. The entire day, irrespective of peak hours, the Vincent Road remains congested as too many vehicles use this narrow road as an alternative to reach Ukkadam. Goa's idol makers battle PoP threat ahead of festivities
Panaji: As Ganesh Chaturthi nears and concerns rise over market penetration of Plaster of Paris (PoP) idols, the Goa Handicrafts Rural and Small Scale Industries Development Corporation (GHRSSIDC) has begun surveying markets to prevent the sale of PoP idols. Over the last four years, the number of registered traditional idol makers rose from 367 to 475, said GHRSSIDC managing director Damodar Morajkar. Despite the corporation's subsidy scheme, traditional idol makers struggle with rising costs, insufficient aid, and labour shortages. Morajkar said the survey to identify PoP idol sales began on Aug 8, and so far, GHRSSIDC's inspection has flagged none. He said that the inspection will continue until Aug 24. 'Local mud clay idols are the customer's first choice, due to our awareness campaigns. The Shadu Mati and coconut fibre idols from Maharashtra are also in demand, but not as much as the local clay ones,' Morajkar told TOI . GHRSSIDC offers a subsidy of Rs 250 per idol for up to 250 idols to the local idol makers. As of July 2025, GHRSSIDC received 367 local vendor applications for registration. HC order paves way for disabled bank staffer's promotion after 5 yrs
1 2 Kolkata: Calcutta High Court has directed a public sector bank to give a physically disabled man working with the bank his promotion within 45 days, which was held back for nearly five years. It also directed the bank to give him a posting in Kolkata where he can have a support system. However, the division bench of justices Sujoy Paul and Smita Das De on Aug 14 directed that he would not get arrears of pay from the date of his restoration of promotion but his seniority and pay would be made on the basis of the post where he has been promoted.
