
Dhaka's rooftops could feed the city, but law keeps getting in the way
DHAKA – Deep in the heart of Dhaka, where multistorey complexes rise like concrete forests and parks are a luxury, a quiet revolution is taking root: rooftop farming. This is more than just an attractive concept or a design feature—it is a green, sustainable, and urgently needed solution to food insecurity, urban heat, and air pollution. Yet, despite growing interest and even official recognition, rooftop farming in Bangladesh remains legally unregulated and unsupported.
The issue is not a lack of acknowledgement. The National Agriculture Policy of 2018 explicitly references rooftop farming under 'Specialised Agriculture.' It encourages urban citizens to utilise their rooftops for cultivation and recommends incentives for research and development in the sector. Dhaka North City Corporation (DNCC) has even offered a 10 percent tax rebate to residents maintaining rooftop gardens—a direct cash incentive from the local government.
But recognition does not equate to action. Policies remain fragmented, and the broader institutional and legal frameworks have yet to follow suit.
Perhaps the most significant obstacle is the Bangladesh National Building Code (BNBC 2020). This key document—which dictates how all buildings in Bangladesh must be constructed—fails to mention rooftop farming or green infrastructure even once. There are no guidelines for integrating urban agriculture into building design, no zoning permits, and no regulations mandating that new constructions provide rooftop space for greenery.
Contrast this with cities like Paris, where local building codes require solar panels or green roofs on all new commercial developments. Singapore's Urban Redevelopment Authority (URA) grants Green Plot Ratio bonuses to developers who incorporate rooftop gardens and greenery. Without comparable legal requirements, Bangladesh risks lagging even further behind in sustainable urban development.
Legal hurdles extend further. Even when rooftop farms are operational, they are not recognised as valid food sources. The Food Safety Act (2013), which governs the quality and safety of food products in Bangladesh, fails to categorise rooftop produce as either distinct or low-risk. This legislation was designed for industrial-scale manufacturers, not for families growing tomatoes, lettuce, and herbs atop a four-storey building in Dhanmondi.
As a result, rooftop farmers cannot easily sell their produce through formal distribution channels, despite offering pesticide-free, hyper-local alternatives to chemically grown vegetables sold in open markets. Worse still, the Act has not been updated to reflect the urban agricultural developments encouraged by the National Agriculture Policy. There is no convergence between food regulation and agricultural vision.
Bangladesh has made notable progress in promoting digital agriculture through its National ICT Policy (2018). Initiatives like Krishoker Janala and Balainashok Shohayika deliver real-time information on crop diseases, weather conditions, and best practices directly to rural farmers via digital platforms.
But urban rooftop farmers are excluded. The ICT Policy makes no mention of them. There is no e-commerce integration for rooftop-grown produce, and no extension services available online. Once again, urban agriculture is left out of the conversation.
Then there is the Environment Conservation Act (1995) and its latest update, the Environment Conservation Rules (2023). Despite their importance as cornerstones of Bangladesh's environmental governance, these acts say nothing about the benefits of rooftop agriculture, despite the fact that its environmental value is globally acknowledged.
Green roofs help mitigate urban heat islands, improve air quality, and manage rainwater runoff—all pressing issues for a city like Dhaka. Yet rooftop farming is not officially recognised as an environmentally beneficial practice. It is not exempt from Environmental Clearance Certificates (ECCs), nor is it incentivised. Without being legally identified as a 'green activity,' there is no justification for promoting or protecting it.
Meanwhile, other countries are adapting their legal frameworks in response to environmental crises. In New York, the Green Roof Tax Abatement Programme offers financial incentives to property developers for installing green roofs. In Singapore, public-private collaborations under the '30 by 30' food security initiative are integrating urban agriculture into everyday life.
The solution is not just policy—it is legal reform. Bangladesh already has elements of a visionary framework on paper. But vision without implementation is just an idea.
The BNBC must be amended to include rooftop farming in building plans and land zoning. The Food Safety Act must introduce streamlined, tiered registration and inspection processes for urban farmers. The ICT policies must incorporate digital tools and support platforms tailored to urban farmers, who are typically younger and more technologically adept than their rural counterparts.
Most crucially, the Environment Conservation Rules must identify rooftop farming as a recognised green initiative—one that enhances climate resilience and deserves institutional support, not neglect.
Rooftop farming is not merely planting; it is about reimagining the urban landscape. In a city like Dhaka, where open spaces are vanishing and rooftops are among the last available urban frontiers, rooftop farming offers an environmentally friendly, democratised and scalable solution.
All it needs is for the law to catch up.

CAD probing Tokenize Xchange operator; firm's director charged with fraudulent trading

In a joint statement on Aug 1, the Monetary Authority of Singapore and the Singapore Police's Commercial Affairs Department (CAD) said Amazing Tech – the operator of cryptocurrency platform Tokenize Exchange – along with its related entities, is under investigation for potential offences, including fraudulent trading under the Insolvency, Restructuring and Dissolution Act 2018. The authorities also said that Hong Qi Yu, a director of Amazing Tech and the founder and chief executive of Tokenize Xchange, was charged in court on July 31 with fraudulent trading under the same Act. The offence carries a maximum penalty of seven years' imprisonment, a fine, or both. Police said that investigations are ongoing. Tokenize Xchange said on July 20 that it will shut down the business following an MAS decision not to grant it a licence to offer digital payment token services here. It was previously operating under an exemption. The firm told The Straits Times then that its customers in Singapore can no longer buy or sell cryptocurrencies on its platform, and may only transfer their cryptocurrency holdings to other exchanges, where they can convert them to cash and make withdrawals. It also said that users can continue to withdraw cash directly from the exchange based on the Singapore dollar value of each user's portfolio, which includes both fiat and cryptocurrency holdings. The central bank said it asked the company to address these concerns and to return customers' monies and tokens in an 'orderly manner', including by topping up any shortfalls in customer accounts. Through its subsequent engagements with the firm, MAS said it found indications that Amazing Tech did not have sufficient assets to meet customer claims, and may not have segregated customer assets from its own. It also found signs that the company may have made false representations to MAS about the segregation of customer assets when applying for a Major Payment Institution licence. MAS then referred the matter to the Commercial Affairs Department for investigation. ST has contacted Amazing Tech and the police for comments .

No entry: ICA to bar high-risk, undesirable travellers from boarding Singapore-bound ships, flights

SINGAPORE – High-risk or undesirable travellers who pose a health, security, or immigration threat to Singapore will soon be denied the chance to board air or sea transport to travel here. The Immigration & Checkpoints Authority (ICA) will be able to issue no-boarding directives (NBDs) to transport operators to prevent such travellers from boarding ships and flights bound for Singapore. ICA plans to roll out the NBDs to prevent arrivals at air checkpoints from 2026 and at sea checkpoints from 2028. Transport operators who fail to comply with an NBD can be fined up to $10,000. The move comes in the wake of the Immigration (Amendment) Act that came into force on Dec 31, 2024. An initial plan, first reported in 2023 , to weed out such passengers travelling into Singapore through land checkpoints faced roadblocks, as the proposal would have required bus operators to collect and submit passenger information in advance. Bus operators with routes across the Causeway had told The Straits Times in 2023 that the plan to submit in advance passenger information to ICA could be difficult to implement and might affect business. ST understands the authorities are still looking into ways to implement similar measures at land checkpoints. Meanwhile, enhancements to Singapore's border security, including through new profiling and detection capabilities, have allowed ICA to identify more high-risk travellers before their arrival to Singapore. This has translated into a 43 per cent increase in the number of foreigners refused entry into the Republic in the first half of 2025, compared with the same period in 2024 . People who can be denied entry include those who had been previously barred from entering Singapore after being convicted of certain crimes. On July 31, Home Affairs Minister K. Shanmugam attended the official opening of the ICA services centre (ISC) in Crawford Street. The centre, which came into service in April, is adjacent to the previous ICA building. Mr Shanmugam, who is also Coordinating Minister for National Security, said ICA's transformation comes at a time of increasing traveller volumes across the nation's borders. He pointed out that traveller volumes through Singapore's checkpoints increased to 230 million passengers in 2024, compared with the 197 million who passed through the Republic's borders in 2015. Mr Shanmugam said traveller volume is expected to increase further with the Johor Bahru-Singapore Rapid Transit System that is expected to be operational in December 2026; the Changi Airport Terminal 5 slated to open by the mid-2030s; and the expansion of Woodlands Checkpoint over the next 10 to 15 years. He said: 'But the limitation is that ICA's manpower cannot grow indefinitely, so we have been drawing more on technology to cope with this demand and to really navigate the more complex security environment.' To that end, ICA said it has achieved its vision to transform checkpoint clearance operations by becoming among the first border agencies in the world to implement passport-less immigration clearance. This was part of ICA's New Clearance Concept that was first announced in 2019, to provide faster and more secure immigration clearance. All travellers to and from Singapore can now clear immigration in an automated, passport-less process. This involves a facial or iris biometric scan at air and sea checkpoints, or clearance using a QR-code for those travelling through land checkpoints. As of June 30, ICA said some 93 million travellers have cleared immigration without needing to present their passports. Mr Shanmugam said the implementation of QR-code clearance has been a game-changer for those travelling through Woodlands and Tuas checkpoints, with clearance time being reduced by up to 30 per cent from before. ICA is also planning to roll out its automated passenger clearance system (APCS) at the Tuas Checkpoint for those travelling in cars, motorcycles and cargo vehicles by end-2026, without the need to use counters manned by officers. ICA said the automated process will allow them to operate more efficiently. The APCS will be implemented at Woodlands Checkpoint at a later time. The authority said around 95 per cent of its services have gone digital, and more than 95 per cent of the public are submitting their applications online. Superintendent Kalaivanan Pannerchilvam, deputy director of customer operations at ICA, said: 'A key feature of the ISC is the self-collection kiosks, where eligible customers can collect their passports and identity cards via these kiosks, anytime within the date of appointment.' Those using the kiosks will need to input their personal identification information, and complete iris verification before collecting their documents. Customers can collect both their passports and identity cards on the same day in one transaction at the kiosk. The self-collection kiosks are part of the ISC's Integrated Smart Document Management system, which was launched in July. The retrieval and delivery of documents, which was previously managed by ICA officers, are now done by robots.

Jail for man who helped loan sharks borrow $800,000 from financial institutions, including DBS

SINGAPORE – While facing financial difficulties, a man decided to help loan sharks obtain loans from financial institutions, in exchange for money. Through his complicity, the unlicensed moneylenders received $800,000 from two financial institutions, including DBS. The financial institutions only realised something was wrong when the bulk of the loans went unpaid. On July 30, Mitchell Goh Mia Chiu, 54, was sentenced to 32 months' jail after he pleaded guilty to two cheating charges, transferring the benefits of criminal conduct, and an offence under the Moneylenders Act. Another charge under the same Act was taken into consideration for his sentencing. The court heard that in April 2023, Goh took a $500 loan from unlicensed moneylenders he saw on social media as he was in financial difficulty. To get more money, he agreed to give his particulars to the loan sharks to register a company, Rhino Technology, which would be used to obtain loans from financial institutions. As part of this arrangement, Goh – as the firm's registered director – would receive 2 per cent of the loan amounts. In May that year , the unlicensed moneylenders made a loan application of $300,000 to payment institution Xfers. The application was accompanied with forged supporting documents suggesting that Rhino Technology had rented an entire office for its company operations. Goh was instructed by the illegal moneylenders to book a conference room in the office, where he met the Xfers representatives to confirm the loan agreement. The sum was disbursed into Rhino Technology's bank account in May, but it defaulted on the loan repayment the next month. Suspicious, Xfers conducted further checks and discovered that the supporting documents had been forged. The second loan application of $500,000 was made to DBS bank in June 2023, similarly accompanied with forged bank statements. Goh also met a DBS relationship manager at the office conference room which he booked beforehand, and was paid $2,000 for doing so. After getting the loan, Rhino Technology only paid monthly instalments of $10,199 to DBS from July to November 2023. The outstanding amount of $465,000 was left unpaid. Both DBS and Xfers did not recover any of their lost sums. Goh also helped the loan sharks with other tasks, such as withdrawing $84,999 in cash from an OCBC bank outlet at Toa Payoh and passing it to a runner. He got $1,500 as a reward. In May 2024, another unknown unlicensed moneylender asked Goh to splash coffee at a borrower's front door and paste a debtor's note there, in exchange for $100. Deputy Public Prosecutor Ryan Lim called for Goh to be sentenced to between 35 and 36 months' jail, and highlighted the sophistication of the cheating offences. The prosecutor said using false documents to induce institutions to provide credit and financing undermines the confidence of the financial industry in such instruments. However, DPP Lim acknowledged that Goh was not the mastermind and was operating at a lower level in the scheme.
