Akshaya Tritiya gold sales under lend for GST evasion

Hans India04-05-2025
Hyderabad: Large-scale evasion of GST payments by top jewellery showrooms in Hyderabad in the sale of gold ornaments on the auspicious occasion of Akshaya Tritiya on April 30, is now under investigation.
The State Commercial Taxes Department started scrutiny of the invoices for gold sales of higher values on that day. Following reports that many showrooms have not generated GST payment bills on exchange of old ornaments, the tax wing directed jewellers to submit details of all gold sales during the period. It is learnt that a few jewellers had insisted on cash payments from customers.
A team of officials of Commercial Taxes wing in the city visited top jewellery stores in Panjagutta, Basheerbagh, Kukatpally, Dilsukhnagar and Hitec areas. It sought all the details of the gold sales from the management on May 1 and 2. The data furnished by the enforcement officials who conducted surprise visits to the jewellery shops on the auspicious day was also being scrutinized to ascertain if any jeweller had violated GST rules in the sale of gold ornaments.
'We received information that some jewellers had not generated invoices on the sale of ornaments in exchange for the old ones. As per the rule, gold showrooms should also collect three per cent goods & services tax (GST) on the entire old ornaments which consumers bought.
However, many showrooms did not generate invoices with GST for old ornaments. Instead, they collected only IGST (1.5 per cent) and SGST (1.5 per cent) on the new ornaments from the buyers who sold old ones', a top official said, adding that on the Akshay Tritiya, most of the buyers purchased new ornaments by selling the old in the showrooms. Such violations were noticed in many jewellery showrooms and thereby depriving the state of earning precious revenue.
The State government was already serious about the decline of the GST collections from Telangana in the recent months, officials said, adding that since Akshaya Tritiya was a big occasion to generate good revenues, the Commercial Tax Department was scrutinizing all invoices and the stock details in the showrooms which reported huge gold sales this week in the city.
State Commercial Taxes Commissioner K Haritha instructed officials to examine the payment modes adopted by the showrooms for the sale of gold ornaments.
The authorities received complaints that a group of showrooms in Basheerbagh rejected digital, debit and credit card payments and the buyers were allowed only to pay cash on the purchase of gold. However, the officials did not divulge names of jewellery retail chains, which violated GST norms.

India "Losing Trust" In Partnership With US: Amitabh Kant On Tariff Move

New Delhi: The trust built up between India and the US for over two decades is bound to b pulled down by the pejorative comments and tariff moves of US President of Donald Trump, former Niti Aayog chief and G20 Sherpa Amitabh Kant said today. In an exclusive interview with NDTV, Mr Kant said, "What Donald Trump has done, by his harsh use of words, including saying that the Indian economy is a dead economy, is that Indians are increasingly losing trust in the United States' ability to be a reliable partner for India in the long run". The US President, demanding that New Delhi stop oil imports from Russia, had doubled the tariff on Indian imports in crucial sectors earlier this month, stacking up 25 per tariff on top of 25 per cent he had imposed in July. He had also said like Russia, the Indian economy is dead. "I don't care what India does with Russia," Donald Trump had said in a social media post. "They can take their dead economies down together, for all I care. We have done very little business with India, their tariffs are too high, among the highest in the world," the post read. India, Mr Kant insisted, should maintain its strategic autonomy and never compromise. "I think simply by bullying and putting you under pressure, India should never compromise. We must maintain strategic autonomy. We never did this even during the Cold War, so there's no question of doing it now," he said. India has declared the US President's action "unfair, unjustified and unreasonable". "India will take all actions necessary to protect its national interests," the foreign ministry categorically said in one of its strongest statements. What Donald Trump's tariff move amounts to is an opportunity for India "to bring in radical reforms in our own economy," and "diversify our exports" in a big way, Mr Kant said. "We need to become far more globally competitive... There's a lot of homework to be done by us in terms of labor reforms, in terms of reducing the cost of energy, so on, so that making GST far more efficient, reducing personal taxes, many other things, including ensuring bringing down the statutory liquidity ratio so that your interest rates can come down, so that you are able to then ensure that your producers are able to export and penetrate global markets," he enumerated. But also, the US being a "critical market", India should "try and work towards a win-win solution," he added.

In the run-up to Onam, Kerala seeks nod for ₹6,000 cr. additional borrowing, restoration of deducted sums

Ahead of the Onam season when government spending sees a spike, Kerala has approached the Union government seeking permission for ₹6,000 crore additional borrowing in 2025-26 and restoration of sums deducted on various counts. Finance Minister K.N. Balagopal placed the State's requirements before the Centre during a meeting with Union Finance Minister Nirmala Sitharaman in New Delhi on Monday. Mr. Balagopal wanted the Centre to allow the State to borrow ₹6,000 crore over and above the Net Borrowing Ceiling (NBC) for 2025-26 on account of having borne 25% of the land acquisition cost for national highway development. Further, he urged the Centre to restore ₹3,323 crore clipped from its borrowing ceiling in the name of the Guarantee Redemption Fund (GRF). He also requested the Centre to release ₹1,877.57 crore, originally sanctioned to Kerala in 2023-24 on account of variations in Gross State Domestic Product (GSDP), but subsequently adjusted from its grow borrowings for 2024-25. In addition to these, Kerala also wanted the Centre to restore ₹965.16 crore deducted in April 2025 on account of an advance apportionment made by the Centre to make up for a shortfall in the Integrated Goods and Services Tax (IGST) balance. 'In view of the significant impact these deductions have on the State's fiscal health and its ability to meet essential expenditures especially in view of huge cash outflow in connection with the upcoming Onam festival, your prompt intervention and favourable consideration of above requests are highly solicited,' Mr. Balagopal said in a representation to Ms. Sitharaman. Mr. Balagopal said Kerala should be permitted an unconditional additional borrowing of ₹6,000 crore over the NBC for bearing 25% of the land acquisition cost for NH development. Although this expenditure was met by the State through borrowings, it was deducted from the annual borrowing limit of the State. Kerala wanted this amount to be considered an additional capital expenditure by the State government. On the GRF deduction, he pointed out that Kerala had constituted the GRF and annual contributions at the rate of 1% for the next five years were slated to commence in the current quarter. He also noted that the IGST adjustment of ₹965.16 crore had adversely affected the resource position of the State. Mr. Balagopal also observed that while Kerala's fiscal indicators had improved on account of the State's efforts to increase its own revenue and expenditure management, restrictions on its borrowing limits and decline in Central share of resources remained 'primary concerns.'
