Cuban Internet price hikes restrict daily life

June 11 (UPI) -- Internet price hikes of up to 800% have sparked student protests in Cuba led by the Federation of University Students.
Students and professionals across the island say the hikes -- implemented by the state-run telecommunications company ETECSA -- are severely disrupting academic work, research and public health services.
The new rates have made basic Internet packages unaffordable for many. A 3GB plan now costs $19, while the average monthly salary in Cuba is $14.
For many students, even remittances from relatives in the United States no longer cover food, transportation and Internet access. Now, the money only stretches to the first two.
An economist, human rights activist and independent journalist from Santiago de Cuba who requested anonymity due to past government reprisals, called ETECSA's price hikes "a clear and direct form of censorship."
He said that by drastically raising the cost of Internet access, the government is excluding much of the population -- especially the most vulnerable -- from public discourse and access to critical information about their own lives.
"The Internet is essential for coordinating aid with other colleagues," said a doctor in Havana who is labeled an activist by the communist government and barred from working in the public health system.
That has forced her to find other ways to help. She now works as a human rights advocate and provides medical care to people living in extreme poverty.
"Digital exclusion means social exclusion and lost opportunities for the poor. Censorship doesn't just silence us -- it blocks access to tools that could save lives and change realities," she added.
A university student at the University of Camagüey, said Internet access has become a luxury his family can no longer afford since ETECSA raised its prices.
"This increase directly affects my academic performance because I often can't do research or submit assignments on time," he said.
The price hike is limiting participation in virtual classes and other educational activities. The student said many classmates have been forced to drop out or miss important coursework because they can't afford internet access.
"The measure has only been in place a short time, but in a few months, the dropout numbers will be alarming," he said.
ETECSA had previously earned millions of dollars through international mobile recharges sent by relatives abroad. These recharges included promotional packages with mobile data, prepaid credit and bonus offers.
After Cuba's economic restructuring eliminated the convertible peso and triggered a deep devaluation of the Cuban peso, many families found it more cost-effective to send U.S. dollars directly to relatives on the island. Exchanging those dollars on the informal market gave them more purchasing power and access to internet packages at better prices.
As a result, ETECSA began losing a significant portion of its foreign currency income, prompting the company to shift its strategy.
The company capped domestic recharges at just 360 pesos -- a move that severely limits the ability to buy internet packages within Cuba. The policy has effectively revived international recharges as the only practical way to obtain mobile credit or data.
The policy ensures a continued flow of foreign currency under a tightly controlled financial model, even if it means digitally excluding much of the population that does not receive remittances from abroad.
Cuban President Miguel Díaz-Canel defended the policy, saying that while the country works to expand mobile internet access, "coercive measures" by the United States and "fraud against ETECSA" are aimed at suffocating the government.
The rising cost of internet service, combined with the island's deepening energy crisis, has fueled growing public frustration. Observers say the restrictions on internet access could position students as a leading voice of opposition, though fears of renewed government repression remain widespread.

Aug. 19 (UPI) -- President Donald Trump stepped up his criticisms of the Smithsonian on Tuesday, deriding the museums for its negative portrayal of slavery in American history. Trump wrote in a post on his Truth Social platform that he would direct his attorneys to "review" the Smithsonian in the same way his administration has sought to reshape colleges and universities. The post comes a week after the White House announced it was subjecting the influential museum consortium to an unprecedented examination of its materials, signaling it had become a focal point in Trump's efforts to transform cultural institutions. In his post, Trump wrote that museums all over the country are the "last remaining segment of 'woke.'" "The Smithsonian is OUT OF CONTROL, where everything discussed is how horrible our Country is, how bad Slavery was and how unaccomplished the downtrodden have been -- Nothing about Success, nothing about Brightness, nothing about the Future," Trump wrote. Rep. Jim McGovern, D-Mass., reacted with a post on X, writing that if "Trump thinks slavery wasn't bad, he clearly needs to spend more time in a museum." Roughly 17 million people visited one of the Smithsonian's 21 museums and galleries last year. Smithsonian Institution Secretary Lonnie Bunch III, who is the first African American to lead the institution and has held the position since 2019, has previously commented on the importance of acknowledging slavery's impact on American history. "I believe strongly that you cannot understand America without understanding slavery, that our notions of freedom, our notions of liberty are juxtaposed with our notions of enslavement," he said in an interview on Face the Nation in 2021. "And so I think that it's not about pointing blame, it's not about remembering difficult moments just to hurt." Last week, three White House aides wrote to Bunch in a letter notifying him the museum would be subject to a review to "ensure alignment with the President's directive to celebrate American exceptionalism, remove divisive or partisan narratives, and restore confidence in our shared cultural institutions." The reshaping of the Smithsonian and its galleries and museums has been part the Trump administration's goal to remove left-leaning ideology from the federal government and cultural institutions. In March, Trump signed an executive order directing the Smithsonian to eliminate "divisive" and "anti-American ideology" from its museums, pointing to exhibits that "promoted narratives that portray American and Western values as inherently harmful and oppressive." He also named himself chairman of the Kennedy Center for the Performing Arts, seemingly in opposition to its having hosted performances he disagreed with for promoting so-called woke ideology. The move prompted many performances and performers to cancel shows.

File Photo Wu Hong/EPA Aug. 19 (UPI) -- The United States Department of Homeland Security announced Tuesday it was expanding its strategy to block imports of Chinese products made with forced labor by members of the Uyghur minority group. The department has added steel, copper, lithium, caustic soda and red dates to its list of sectors that receive heightened scrutiny because they have been deemed to be at higher risk of having been made by forced Uyghur labor. The move is the latest by U.S. officials in recent years to pressure China over its treatment of the Muslim minority Uyghurs in its northwestern Xinjiang region. "America has a moral, economic, and national security duty to eradicate threats that endanger our nation's prosperity, including unfair trade practices that disadvantage the American people and stifle our economic growth," Department of Homeland Security Secretary Kristi Noem said in a statement. The Uyghur Forced Labor Act was signed into law in 2021 by then-President Joe Biden in response to reports of human rights abuses in China's Xinjiang region. The law bans products made in the region from entering the United States under the presumption they were made by ethnic Uyghurs who were pressured into working into labor-intensive industries under the threat of detention. After the law took effect, the Biden administration blacklisted over 100 Chinese-based companies from importing their products into the United States over alleged violations. Officials have also added aluminum, apparel, seafood, polyvinyl chloride and others to the list of sectors at greater risk of using forced labor in the region. In a report to Congress, the department described their rationale for adding the new sectors to its list. The report cites official Chinese documents that prioritize the production of steel, lithium and copper in the Xinjiang region. China produces 40 percent of the world's red dates, with half of that coming from Xinjiang, according to the report. Red dates are intercropped with cotton, which is well documented as being at high risk of forced labor practices," the report states. The production of caustic soda in the region also has been tied to the use of forced labor, according to the report. Earlier in this year, U.S. Secretary of State Marco Rubio put visa restrictions on officials in Thailand who were accused of forcibly returning 40 Uyghurs from Thailand to China.
