Indian Overseas Bank's Hong Kong branch fined ₹9cr

CHENNAI: The Hong Kong Monetary Authority has imposed a penalty of HK$8.5 million (Rs 9.3 crore) on Indian Overseas Bank, Hong Kong branch (IOBHK) for contraventions of anti-money laundering and counter-terrorist financing ordinance (AMLO).
It has pulled up the lender for "significant failure" to mitigate risks.
Apart from IOB, the authority has levied penalties against the Bank of Communications (Hong Kong) and Bank of Communications Co. Hong Kong branch for HK$ 4 million and HK$ 3.7 million, respectively.
A senior IOB official told TOI that there was no fraud or any anti-money laundering and counter-financing of terrorism violations. It pertains to issues over handling alerts generated by the software, which the bank is addressing by putting additional checks in place.
"IOBHK has no history of disciplinary record regarding AMLO. It was only a matter of putting procedures in place," the official said.
The development follows an investigation by the HKMA, in which the authority has charged that IOBHK has contravened three specified provisions of AMLO between May 2021 and Jan 2024.
"IOBHK's management oversight of anti-money laundering and counter-financing of terrorism (AML/CFT) controls was inadequate.
The senior management did not have a clear leadership role and responsibility over AML/CFT matters. They did not adequately discuss key AML/CFT control issues at relevant committee meetings and failed to appoint a competent person with sufficient AML/CFT knowledge as the Compliance Officer.
As a result, the transaction alerts generated by IOBHK's transaction monitoring system were not properly followed up," the HKMA statement said.
IOB in a statement to the exchange said "The bank and its branch operating at Hong Kong have taken necessary preventive actions to avoid such recurrence in future and further strengthen its internal processes in this regard. The impact of the said action on the bank is not material."

The Uttar Pradesh Police have unearthed a fake 'embassy' operating in Ghaziabad and arrested a man claiming to be an 'ambassador' of a non-existent country called 'West Arctica', The Indian Express reported on Wednesday. The arrested man was identified as Harsh Vardhan Jain, a resident of Kavi Nagar in Ghaziabad, PTI reported. Additional Director General of Police Amitabh Yash claimed that Jain was running a bogus embassy from a rented house and projected himself as the diplomatic representative of several non-existent countries such as West Arctica, Saborga, Poulvia and Lodonia, the news agency reported. The accused also moved around in vehicles bearing fake diplomatic number plates, Yash added. Jain reportedly used the setup to pass himself off as a powerful global player. 'He used the guise of diplomacy to influence businessmen, promise them access to international markets, and run a hawala network through shell companies,' The Indian Express quoted the police as saying. Preliminary investigations further suggested that Jain brokered deals by falsely promising job placements for companies and persons in foreign countries, PTI reported. After his arrest on Monday, the police seized four vehicles bearing fake diplomatic number plates, 12 forged diplomatic passports, fake documents bearing Ministry of External Affairs seals, forged PAN cards, rubber stamps of several countries and companies, and fake press cards, PTI reported. The police also said that Rs 44.7 lakh in cash, foreign currency, documents linked to several companies and fake diplomatic number plates were seized. A first information report was filed at the Kavi Nagar Police Station and further investigation was underway, The Indian Express reported. In 2011, Jain had been booked for illegally possessing a satellite phone, PTI reported. He has also been linked to controversial godman Chandraswami and international arms dealer Adnan Khashoggi earlier.

LUCKNOW: With preparations underway for the fifth Ground Breaking Ceremony (GBC-5) later this year and the next edition of the Global Investors Summit (GIS) in February 2026, the Yogi Adityanath-led Uttar Pradesh government has rolled out a renewed outreach strategy to attract investments on a larger scale. This comes in the backdrop of investment proposals worth over Rs 35 lakh crore received during the last GIS in 2023. As part of the drive, Invest UP, the state's nodal investment agency, has crafted a comprehensive strategy focused on national and international investor engagement. The plan includes international roadshows to be held in Singapore, Japan, South Korea, the UAE, Qatar, and Canada during September–October 2025, aligning with the China+1 strategy. According to an official spokesperson, 'The primary aim of the initiative is to attract fresh investment proposals for the UP Global Investors Summit (GIS) scheduled for February 2026.' In tandem with the international push, national-level roadshows will also be held across major Indian cities from December 2025 to early January 2026 to ensure robust domestic participation.
