New Report Exposes the Painful History of International Adoption

In March, South Korea's Truth and Reconciliation Committee (TRC) released its report on the country's international adoption system. After a three-year investigation, the committee found evidence that, among other widespread abuses, adoption agencies fabricated documents, misrepresented children as orphans available to be adopted, and sent children overseas without the consent of their biological families. Concluding that the human rights of adoptees and birth parents were violated, the TRC has recommended that the Korean government issue an official apology.
For many, these findings are shocking but not surprising. Adoptees who have searched for information about their birth families and academics who have studied international adoption have long known of cases in which one child was substituted at the last minute for another—or of birth mothers who were coerced or tricked into relinquishing their children. Adoptees have located birth parents they were told were dead. The agencies that arranged their adoptions have lied to adoptees and withheld information. Activists in Korea, many of whom are international adoptees who have returned as adults, have been fighting to draw attention to these cases for years.
South Korea has been winding down the practice of international adoption, but the practice continues there and around the world, even if at a much slower pace than in previous decades. But even if it stopped tomorrow, the system that has moved hundreds of thousands of children around the world was built on the foundations of Korean adoption, which have been revealed as deeply problematic.
International adoption is not as old as some might think. Americans had adopted internationally on an ad hoc basis and in small numbers in the years before and after World War II, but systematic international adoption is rooted in the aftermath of the Korean War (1950-1953) when Americans began adopting children from South Korea. Originally, these adoptions were used as a temporary effort to remove mixed-race 'GI babies' born to Korean women and fathered by foreign men, presumed to be American military personnel. Observers quickly concluded that these children had no future in Korea for three reasons: they were racially mixed in a society that thought of itself as racially pure; they were the children of women who were assumed to be sex workers; and they were fatherless in a highly patriarchal society, and in which citizenship flowed through fathers, not mothers.
In the United States, which had historically excluded Asian immigrants, Korean-white children's racial mixture made them imaginable as family members for the white parents who adopted most of them. So did Americans' understanding of these children as coming from a Christian, democratic South Korea. In the context of the Cold War, these transracial, international adoptions were powerful symbols of Americans' new commitment to antiracism, despite the persistence of racist policies in immigration, housing, and employment.
Korean children first came to the United States under a series of temporary refugee laws, but Americans' demand for foreign children was strong enough that Congress made international adoption a permanent part of immigration law in 1961. South Korea, which had facilitated international adoption since the 1950s then enacted a law to make it easier for foreigners to adopt.
With these legal mechanisms in place, the Korean adoption system grew. Beginning in the 1960s, it encompassed a wider range of children: the children of the poor, children with disabilities, and then, by the 1980s, the children of single mothers. South Korea also began sending children to a widening array of receiving countries in Europe, as well as Canada and Australia. Its adoption agencies' streamlined policies and processes made the country the so-called"Cadillac of international adoption,"offering speed, professionalism, and healthy babies. South Korea remained the number one source of children for adoption until the 1990s, long after the Korean War had ended.
The international adoption system that began in Korea served as a template as the practice spread to countries around the world, including Vietnam, Colombia, and Guatemala in the 1970s and 1980s, and Russia and China in the 1990s. In the early 2000s, Christian evangelicals in the U.S. embraced the cause of rescuing orphans, and adopted children from Ethiopia, the Democratic Republic of Congo, and Haiti. Although parents in the West adopted for a range of humanitarian and religious reasons, they also looked abroad because they faced a shortage of adoptable babies at home. This complex combination of altruism and consumerism accompanied international adoption as it spread and developed into what one consultant to UNICEF called 'a demand-driven business.'
Beyond these market dynamics, governments and child welfare agencies took up the logic behind international adoption that had been established in Korea: that it was better for a child to grow up in a wealthy western country than to live in a poor home in the culture and country of their birth, and that governments should focus on facilitating international adoption rather than on keeping families together.
As adoption agencies entered countries struggling with poverty, instability, or natural disaster, they brought with them the system created in Korea. Orphanages supported by western sponsorship money were disproportionately wealthier than the communities around them. It also made them more attractive to poor parents who wanted their children to have access to those resources or perhaps just needed some childcare while they worked. Once children were in an orphanage, parents could be convinced – or coerced – into relinquishing them for adoption. And once westerners began to demand 'orphans' from a country, the incentives for adoption agencies to provide them only increased, leading to more coercion and fraud.
Over the past several decades, international adoption has served the best interest of the Korean government. Rather than investing in social welfare programs or supporting poor families and single mothers, the Korean government sent its children overseas. Its orphanages, hospitals, maternity homes, adoption agencies, and police received donations and gratitude payments from foreign adopters. International adoption also allowed Koreans to maintain carefully enforced ideas of bloodline purity, which hindered domestic adoption, and Confucian patriarchy, which made single motherhood an impossibility and which produced more children for international adoption.
Americans have adopted internationally for decades without having to truly confront the global inequalities that made such a system possible, and which continue to sustain it. They have been able to choose from a variety of countries, comparing factors like cost, ease, type of child available, and processing time. Although they may have adopted with the best of intentions, they benefited from a system that exploited the weak and vulnerable in other countries. As the problems of international adoption have become more widely known, more adoptive parents have grappled with the realization that some of the children they adopted were never orphans at all, or never properly relinquished.
The corruption that comes from the unavoidable market dynamics of international adoption have followed it wherever it has gone. Recognizing this, countries from Guatemala to China have stopped sending children abroad, and Denmark has stopped receiving them. Sweden ended international adoption from South Korea in 2023 in response to the kinds of allegations the TRC confirmed. The United States should investigate its role in the global international adoption system it pioneered in South Korea and has supported ever since.
At a minimum, the U.S. should give citizenship to the thousands of adoptees who were never naturalized by their parents, and who are now at risk for deportation. Congress enacted the Child Citizenship Act of 2000 to ensure that international adoptees acquired U.S, citizenship more or less automatically, but the law fails to cover an unknown number of adoptees (somewhere between 18,000 to 75,000) who were already adults when the law passed. The Adoptee Citizenship Act, which is intended to fix this oversight, has been introduced twice in Congress to no effect.
As for South Korea, the TRC's report addresses just 56 of the 367 cases that international adoptees have brought to its attention. The TRC has now been suspended and it is unclear whether the investigation will continue. But anywhere from 150,000 to 200,000 Korean children have been sent overseas for adoption since the 1950s, and they deserve answers about their origins. Meaningful redress demands continued efforts to uncover the truths beneath the international adoption industry—no matter how painful they may be.

Saying that the era of the United States' dominance on the world stage is over, Prime Minister Mark Carney committed his government on Monday to meeting the NATO benchmark target of two per cent of the country's gross domestic product by the end of the current fiscal year in March. The prime minister outlined his vision of Canada moving more closely toward European allies in a speech in Toronto. "We stood shoulder to shoulder with the Americans throughout the Cold War and in the decades that followed, as the United States played a dominant role on the world stage. Today, that dominance is a thing of the past," Carney told an audience of foreign policy thinkers, national security officials and defence industry business leaders on Monday morning. Carney said the world is at a turning point — a hinge moment — and that it's time for Canada to chart its own path."The United States is beginning to monetize its hegemony: charging for access to its markets and reducing its relative contributions to our collective security," Carney said. "In parallel, the world's trade routes, allegiances, energy systems and even intelligence itself are being rewired. Rising great powers are now in strategic competition with America. A new imperialism threatens. Middle powers compete for interests and attention, knowing that if they are not at the table, they will be on the menu." Carney reiterated pledges made during the election campaign to rearm the Canadian military with new submarines, armoured vehicles, drones and other technology. He provided no additional specifics during the speech. Much of the new $9.3 billion in defence spending is foundational, allowing the military to increase recruitment, give current soldiers a pay raise and set the stage for major equipment purchases — as well as an expansion of the Canadian defence industry. WATCH | Carney's full speech: There was speculation that the Liberal government would fold the Canadian Coast Guard entirely into the Department of National Defence — something other countries do. The coast guard is currently a special operating agency under the Fisheries Department with an annual budget of $2.5 billion. At a technical briefing for the media, senior defence officials said the coast guard would remain where it was and there would be no need to arm the civilian agency. However, senior federal officials insisted a more fundamental reorganization of the service would take place. One of the biggest questions on the minds of the opposition parties, whom Carney called to support the plan, was how the dramatic increase would impact the federal budget. Carney said the government would not raise taxes, but acknowledged some cuts would be made elsewhere within the federal more fundamental, defence expert Dave Perry said, is that the Defence Department has had trouble in the past being able to spend additional money. "I think the Government of Canada now has to actually try to come to grips with whether or not it can actually move this money that the prime minister talked about this morning," said Perry, president of the Canadian Global Affairs Institute, who's spent more than decade tracking defence spending. "If bureaucracy proceeds like normal, the way it has been over the past decade and a bit, this money is unlikely to be spent. We're going to have to actually see concrete change across the Canadian government." Federal ministers have been quietly signalling the pathway to a two per cent commitment for the last couple of weeks. The former head of NATO, George Robertson, speaking on CBC's Rosemary Barton Live on June 1, said Industry Minister Mélanie Joly had assured him that Canada would reach the alliance goal, which was first agreed upon in 2014, by the end of the year. Last week, at NATO headquarters in Brussels, Defence Minister David McGuinty signalled Carney would address Canada's defence spending targets before the upcoming leaders' summit in The the two per cent NATO target would require an investment of between $18 billion and $20 billion. In his speech, Carney said Canada will sign on to NATO's defence industrial pledge. Last year, NATO said it wanted its members to develop national plans to bolster the capacity of their individual defence industry sectors, a concept Canada has struggled with — or avoided outright — for decades. "Our goal is tangible commitments from our allies to provide NATO with the necessary resolve to deter aggression and protect against all adversaries in all domains," Carney said. "Our goal is to protect Canadians, not to satisfy NATO accountants." Canada under former prime minister Justin Trudeau faced regular criticism from allies for not meeting NATO's current target of two per cent of GDP. The dispute became public at last year's leaders' summit in Washington when members of the U.S. Congress from both sides of the aisle called out Canada for not having a plan to meet the goal, unlike all other allies.

JERUSALEM (AP) — A Gaza-bound aid boat carrying Greta Thunberg and other activists arrived at an Israeli port Monday after Israeli forces stopped and detained them — enforcing a longstanding blockade of the Palestinian territory that has been tightened during the Israel-Hamas war. The boat, accompanied by Israel's navy, arrived in Ashdod in the evening, according to Israel's Foreign Ministry. It published a photo on social media of Thunberg after disembarking. The 12 activists were undergoing medical checks to ensure they are in good health, the ministry said. They were expected to be held at a detention facility in Ramle before being deported, according to Adalah, a legal rights group representing them. The activists had set out to protest Israel's military campaign in Gaza, which is among the deadliest and most destructive since World War II, and its restrictions on the entry of humanitarian aid. Both have put the territory of around 2 million Palestinians at risk of famine. The Freedom Flotilla Coalition, which organized the voyage, said the activists were 'kidnapped by Israeli forces' while trying to deliver desperately needed aid. 'The ship was unlawfully boarded, its unarmed civilian crew abducted and its life-saving cargo — including baby formula, food and medical supplies — confiscated,' it said in a statement. It said the ship was seized in international waters about 200 kilometers (120 miles) from Gaza, and Adalah asserted that Israel had 'no legal authority' to take it over. Israel's Foreign Ministry portrayed the voyage as a public relations stunt, saying on social media that "the 'selfie yacht' of the 'celebrities' is safely making its way to the shores of Israel.' It said the activists would return to their home countries and the aid would be sent to Gaza through established channels. It circulated footage of what appeared to be Israeli military personnel handing out sandwiches and water to the activists, who were wearing life vests. Israel says boat was carrying minimal aid Israeli officials said the flotilla carried what amounted to less than a truckload of aid. 'This wasn't humanitarian aid. It's Instagram activism,' Israeli government spokesperson David Mencer said. 'Meanwhile, Israel has delivered over 1,200 truckloads in the last two weeks. So who's really feeding Gaza and who's really feeding their own ego? Greta was not bringing aid, she was bringing herself.' After its 2½-month total blockade aimed at pressuring Hamas, Israel started allowing some basic aid into Gaza last month, but humanitarian workers and experts have warned of famine unless the blockade is lifted and Israel ends its military offensive. About 600 trucks of aid entered daily during the ceasefire that Israel ended in March. An attempt last month by Freedom Flotilla to reach Gaza by sea failed after two drones attacked the vessel in international waters off Malta, organizers said. The group blamed Israel for the attack, which damaged the ship's front section. Rights group questions Israel's seizure The Madleen set sail from Sicily a week ago. Along the way, it stopped on Thursday to rescue four migrants who had jumped overboard to avoid being detained by Libya'a coast guard. 'I urge all my friends, family and comrades to put pressure on the Swedish government to release me and the others as soon as possible," Thunberg said in a prerecorded message released after the ship was halted. Adalah, the rights group, said in a statement that 'the arrest of the unarmed activists, who operated in a civilian manner to provide humanitarian aid, amounts to a serious breach of international law.' Rima Hassan, a French member of the European Parliament who is of Palestinian descent, was among those on board. She has been barred from entering Israel because of her opposition to Israeli policies toward the Palestinians. She was among six French citizens on board. French President Emmanuel Macron called for consular protection and the repatriation of the French citizens. "Most of all, France calls for a ceasefire as quickly as possible and the lifting of the humanitarian blockade. This is a scandal, unacceptable, that is playing out in Gaza. What's been happening since early March is a disgrace, a disgrace," Macron said Next week, Macron co-hosts a conference at the U.N. on a two-state solution and recently said France should move toward recognizing a Palestinian state. Swedish Foreign Minister Maria Malmer Stenergard said the crew and passengers were aware of the risks, Swedish news agency TT reported. Stenergard said the ministry's assessment is that no one was in danger and there was no need for consular support. Trump says activist Greta Thunberg should take anger management classes Asked about Thunberg at the White House, President Donald Trump said, 'I think she has to go to anger management class. That's my primary recommendation for her.' Trump described the climate activist as a 'young, angry person,' but added, 'I don't know if it's real anger.' An 18-year blockade on Gaza Israel and Egypt have imposed varying degrees of a blockade on Gaza since Hamas seized power from rival Palestinian forces in 2007. Israel says the blockade is needed to prevent Hamas from importing arms, while critics say it amounts to collective punishment of Gaza's Palestinian population. Israel sealed off Gaza from all aid in the early days of the war ignited by the Hamas-led attack on southern Israel on Oct. 7, 2023, but later relented under U.S. pressure. In early March, shortly before Israel ended a ceasefire with Hamas, the country again blocked all imports, including food, fuel and medicine. Hamas-led militants killed around 1,200 people, mostly civilians, in the Oct. 7 attack and abducted 251 hostages. Most have been released in ceasefire agreements or other deals. Hamas still holds 55 hostages, more than half believed to be dead. Israel's military campaign has killed more than 54,000 Palestinians, according to the Gaza Health Ministry, which doesn't distinguish between civilians and combatants but has said that women and children make up most of the dead. The war has destroyed vast areas of Gaza and displaced around 90% of the population, leaving people almost completely dependent on international aid. Efforts to broker another truce have been deadlocked for months. Hamas says it will only release the remaining hostages in exchange for a lasting ceasefire and an Israeli withdrawal.
