The Maharashtra government has approved the launch of electric bike taxi services in all cities with a population of more than one lakh.
This decision was taken during the cabinet meeting held on April 1, but the government resolution (GR) was released on April 21. The move is expected to boost urban mobility, especially in areas where public transport is limited.
As per the government's order, only electric two-wheelers will be allowed for these services. Aggregators must have at least 50 e-bikes to apply for a licence, which will be issued by the State Transport Authority and will remain valid for five years. All bike taxis must have a uniform colour with the words 'Bike Taxi' displayed clearly, along with the service provider's name and contact number.
To ensure safety and quality, the rules also include mandatory GPS tracking, emergency contact options, and strict background checks for all riders. The policy document also says that riders must hold a valid driving licence and a transport badge. The eligible age for drivers is between 20 and 50 , and they can work for a maximum of eight hours a day. Aggregators must provide proper training to drivers before they begin service.
Special focus has been given to women's safety. All bike taxis must have a divider shield between the rider and passenger. During the rainy season, protective covers must also be provided. Children below the age of 12 will not be allowed to ride as passengers.
The maximum ride distance is limited to 15 kilometres per trip. Fare prices will be decided and regulated by the respective Regional Transport Offices (RTOs). Aggregators must operate through a secure mobile app or website that meets all required safety and privacy standards.
In addition, the state has also allowed electric two-wheelers to operate under a bike-pooling system. Riders can offer up to four rides within city limits and two rides outside the city each day. However, no commission can be charged by aggregators during such pooling.
While speaking with News18, state transport minister Pratap Sarnaik said, 'Keeping the environment in mind we have made it mandatory for aggregators to have e-bikes to provide bike taxi services. Also, this will help city commuters to reach their desired location a bit quickly and will also give young riders a chance to earn a livelihood."
This decision is based on the Centre's Motor Vehicle Aggregator Guidelines and recent directions from the Bombay High Court. Once the central government issues its final notification on the 2024 guidelines, the state will make necessary updates.

Book HSRP appointment before June 16, else risk denial of key services
Nagpur: Despite repeated directives from the Maharashtra transport commissioner, a majority of vehicle owners in Nagpur are yet to install High Security Registration Plates (HSRP) on vehicles registered before April 1, 2019. Now, the state transport department has warned that vehicle owners who have not fitted the HSRP plates will be denied key services after June 16. Vehicle owners who have booked appointment for HSRP fitment before this date have been exempted. On June 2, transport commissioner Vivek Bhimanwar issued a order directing all Regional Transport Offices (RTOs) in the state to stop processing ownership transfers, address change in registration certificates, hypothecation entries and removals, duplicate RC issuance, vehicle modification entries, and NOCs for vehicles that are not fitted with HSRP. "Only those vehicle owners who have a valid appointment for HSRP installation will be exempted. Renewal of fitness certificates for transport vehicles and registration certificate renewals for private vehicles are currently not included in this restriction," the order stated. HSRP installation was made mandatory under Rule 50 of the Central Motor Vehicle Rules (CMVR), 1989. The new number plates come with unique serial numbers, holograms and are tamper-proof, ensuring better tracking and security. However, several issues are hampering compliance. Many motorists complain about the cumbersome online appointment procedure and a long waiting list at dealer fitment centres. There are also reports of some dealers charging exorbitant fees, despite clear instructions that no additional charges should be levied. Furthermore, in violation of norms, some dealers are affixing the plates using screws instead of the mandatory permanent fixtures. The transport department has also clarified that imitation HSRP plates — those that merely display holograms, the 'IND' mark, or words like 'INDIA'— will not be considered valid unless they are issued by an authorised manufacturer and updated on the VAHAN portal. Owners of such vehicles risk being fined Rs1,000 under Section 177 of the Motor Vehicles Act, 1988. Out of the 16.71 lakh vehicles registered in Nagpur district before April 1, 2019, only around 21.6% are fitted with valid HSRPs. Among the three RTOs in the district, the Nagpur Rural RTO has recorded the highest compliance so far, with 1.20 lakh out of 5.62 lakh vehicles fitted with the new plates. Officials expressed concern over the widespread disregard for the regulation and indicated that there will be strict enforcement of the order after June 16. Vehicle owners who fail to comply risk not just monetary penalties but also being barred from essential vehicle-related services.

Prepaid auto services to take off at airport's T2 before June-end: MIAL
Mumbai: Prepaid autorickshaw services will begin at the city airport's Terminal 2 before the end of the month. Although clearances from state govt, MMRTA, and other authorities have been secured, works like software updates with prepaid tariffs, establishment of counters for issuing prepaid receipts, provision of seats for differently abled passengers, and a bay for luggage trolleys, as well as minor infrastructure work, remain to be completed, according to a senior official from Mumbai International Airport Ltd (MIAL) on Monday. Last month, state transport minister Pratap Sarnaik announced that the prepaid auto service would begin from T2 on June 1. He indicated he obtained all clearances and organised meetings of all stakeholders, placing responsibility on the airport authorities to initiate the prepaid stand. The MIAL official said: "We run a prepaid taxi system at the airport. As for autos, the RTO already provided us with the rate cards for different destinations, and this will be fed into our system very soon. We will be handling more autos at the airport, and therefore a proper infrastructure needs to be created to avoid chaos." NGO Happy to Help has offered its services for operating the prepaid stand. An MIAL official said their assistance may be accepted, but overall supervision and management of the prepaid auto operations would remain with the airport authorities. Mumbai: Less than a week after strongly criticising the company for delaying the supply of 5,150 electric buses on lease to MSRTC and demanding the cancellation of the contract, transport minister Pratap Sarnaik made a sudden volte-face on Friday. He informed the media that "the corporation must receive the supply of e-buses as per the revised schedule. " This decision came after a meeting with the wet lease company representatives, additional chief secretary (transport) Sanjay Sethi, and other senior officials on Friday. Sarnaik clarified that he was part of the govt, which continuously strives to provide facilities to passengers. His decision to now direct MSRTC to receive the supply of e-buses as per the revised schedule comes in "the larger interest of passengers who will benefit from these 5,000 plus buses in the long run. " It is learnt that the MSRTC signed a contract with the company to supply 5,150 electric buses on lease, of which 220 were delivered to date. These include both 12-metre and 9-metre long buses. The corporation created a department-wise account system to pay the company from the revenue generated by the electric buses. "While operating the buses, the corporation is incurring a loss of Rs 12 per kilometre for 12-metre buses and Rs 16 per kilometre for 9-metre buses. As a result, the corporation is expected to bear a loss of Rs 3,191 crore over the next few years," he said, adding that the govt should bear the losses through VGF. A meeting will be held in this connection (regarding losses and VGF) with Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, and Deputy Chief Minister Ajit Pawar. Meanwhile, the existing Shivshahi buses operated by the ST Corporation should be gradually reconstructed and converted into Hirkani (semi-luxury) buses, the minister said. "These buses should be painted in the traditional green and white colours, as they were previously," he added.
