Agencies That Oversee Maryland School Reform Agree to Clarify Roles

Local school systems straining to comply with the state's sweeping Blueprint for Maryland's Future have had to report to both the Maryland Department of Education and the Blueprint's Accountability and Implementation Board, a setup creating confusion 'since the get-go.'
Now, more than three years into the process, the two agencies said they are working on a memorandum of understanding that could make things a bit smoother for all concerned.
Alex Reese, chief of staff with the Maryland State Department of Education (MSDE), did not tell the state Board of Education on Thursday how long it would take to finalize an agreement, but he said a memorandum is in the works.

State law requires the seven-member AIB to oversee the 10-year plan and approve any Blueprint documents submitted by the state's 24 school systems and other state agencies that craft elements of the Blueprint.
The law also requires the department to provide technical assistance and lend expertise on education policy. The AIB and state Board of Education also hold occasional joint meetings and approve certain policies associated with the multibillion-dollar Blueprint plan.
Reese said 'MSDE will be fully owning Blueprint implementation. We feel good about that as practitioners. We really do feel like we possess that expertise to be able to be poised to fully implement the Blueprint.'
An AIB spokesperson confirmed in an email Thursday evening an agreement is being worked on with the department.
'AIB and MSDE attorneys are working together on an MOU [memorandum of understanding] relating to the agencies' respective roles and duties,' the spokesperson said.
'There is not currently a timeline confirmed for finalizing it. Because it is an MOU directly between the AIB and MSDE, there would be no need for General Assembly approval,' the email said.
In a quick summation to the state board Thursday, Reese said certain processes will remain the same such as the Blueprint board providing instructions to school systems on what is required in each Blueprint plan. It will continue 'interagency collaboration' with agencies such as the state Higher Education Commission, which focuses on two of the Blueprint's five pillars, or priorities – hiring and retaining high-quality and diverse teachers, and preparing students for college and technical careers.
The news was welcomed by school leaders, educators and advocates who have expressed frustration over the process of implementing the comprehensive education reform plan.
'One of the biggest complaints, if not the biggest, has been the lack of clarity and final guidance and where we get questions answered. We've got to run every decision by both entities [MSDE and AIB],' said Mary Pat Fannon, executive director of the Public School Superintendents' Association of Maryland.
The association released a 12-page document in December that outlined proposals to help improve the plan. One of those recommendations was clearing up the relationship between the two agencies.
'Restructuring and clarifying the relationship of the MSDE and AIB would be very beneficial in the implementation of the Blueprint. This change would clarify roles and responsibilities, and establish clear guidance to the LEAs [local education agencies, or school systems] that they are governed by the procedures and processes promulgated by the MSDE and the State Board,' the December report said.
'Somebody's got to be the point. Somebody's got to be the team captain on certain things,' Fannon said. 'Otherwise, it's just completely frustrating.'
'We are happy they are doing this. This is all going to help in implementation when these guys are 100% clear with us,' Fannon said of the work on an MOU.
Sen. Mary Beth Carozza (R-Lower Shore) was also pleased by the discussions, which she said would help improve the process at the local and state levels. But the senator hopes an agreement can be reached before the 2025-26 school year begins in the fall.
'I would like to think they would make every effort to use the time between now and [when] school starts to give as much clarity to the roles and responsibilities, since it will only have a positive impact at the local level,' Carozza said. 'That would be my expectation to keep that on track and to keep it moving.'

Central CT school system rejects Trump agency's demand for transgender policy change

Saying it's stuck between Trump Administration demands and Connecticut civil rights law, Cromwell's school board on Tuesday night unanimously rejected a federal directive to dismantle its protections for transgender student athletes — at least for now. Mayor James Demetriades applauded the board's decision, and said his town's schools and some of their students are being unfairly singled out. 'Let's be very clear about what is happening here, the federal government is targeting transgender students in an attempt to divide our community,' he said in a statement. 'The federal government is holding hostage nearly a million dollars of federal funding and putting the Board of Education in an impossible situation: captitulate on our core values of community inclusion (and lose our ability to participate in all CIAC sports) or risk losing funding for our most vulnerable students,' Demetriades said. The school board and the mayor called on Gov. Ned Lamont and state Attorney General William Tong to step up to help, warning that other Connecticut communities eventually will be in for the same treatment by Trump's education department. 'We as a community will not be it is Cromwell, but we know we are not alone in this fight,' Demetriades said. An hour before the school board's meeting, a group of LGBTQ students along with 80 to 100 student and adult supporters rallied outside the high school. The dispute involves the latest instance of the Trump Administration orchestrating a speedy and dramatic about-face by federal agencies on DEIs policies, transgender rights and similar culture war issues. Liberals have blasted the campaign as unconstitutional, cruel, racist and divisive, while conservatives contend it undoes illegal mandates and unpopular ideologies that were made into law during the Biden Administration. Trump chopped back funding for the federal Department of Education's Office for Civil Rights, and the agency has apparently abandoned hundreds of traditional civil rights cases it was investigating on behalf of various minorities. Instead, it has chiefly begun attacking what Trump calls discriminatory actions harming whites and women. In Cromwell's case, the school board said the federal office advised on May 2 that it investigating whether Cromwell violated Title IX by allowing transgender students play on girls' sports teams and use girls' locker rooms. The school board said it replied that it was represented by an attorney, but the federal agency made no further contact until last Thursday. On that day, it told the schools it had found 'compliance concerns' and offered to settle the matter if Cromwell signed a five-page agreement that included withdrawing all athletes from CIAC events for the remainder of the spring season. 'We do not see any justification for an agreement that would prevent our student athletes from competing in year-end interscholastic events for which they have worked so hard and earned the right to participate,' the board said in a written statement Tuesday night. It released the statement after a nearly hour-long executive session talk with its attorney. The board said the agency gave it only a week to sign the deal, warning that otherwise it would consider the dispute at a stalemate and refer it to the Justice Department or take other enforcement action. 'As proposed, many of the terms are in direct conflict with state law,' the board wrote. The board said it has notified the federal agency that it needed more time to review the matter, and could not agree to the one-week deadline. It said the agency hasn't responded to its request for an extension. 'We believe it is essential that the state assume a leadership role in addressing this issue in a comprehensive and coordinated manner and spare Cromwell from having to spend an inordinate amount of money and public resources to navigate this alone. 'We remain steadfast in supporting all of our students and are committed to upholding policies that prohibit discrimination or harassment on the basis of one's actual or perceived membership in a protected class ,' the board said. During the rally beforehand, Cromwell 11th-grader Kyro Garrett said 'Everyone deserves to play a sport regardless of whether they're transgender. It's extremely unfair to challenge that right.' Garrett, a member of Cromwell High School's Gay Straight Alliance and its Unity Club, said the town might have been targeted because Trump's administration believed a small community would more easily agree to demands than a larger city. 'Maybe they think they're going to make an example using an easier target,' Garrett said. The school board's agenda included discussing whether to withdraw a policy affirming transgender students' rights. The board announced it would postpone that matter. Several parents called on members to defend the policy. Resident Kristen Basiaga said she's heard the argument that if only the schools would end transgender students' sports participation, the conflict would end. 'This is not just about sports. The goal posts could move, and the next thing would be inclusive books. And if it's not the books, the goal posts could move,' she said. In a written statement, Demetriades criticized Trump's education bureaucracy for going after Cromwell. 'They focus on this issue rather then focus on how approximately one in five children face hunger at school, how literacy rates plummeted after the pandemic, or how many students can't afford college. Instead of addressing these issues, they are targeting a population of students that make up a percentage of a percentage,' he said.

Michigan Republicans allude to dismantling Department of Education in fiery hearing

Board of Education President Pamela Pugh and Superintendent for Public Instruction Michael Rice appeared Tuesday before the Michigan House Oversight Committee, which included a lengthy presentation on the department's goals, its latest budget requests and some heavy back and forth between Republican lawmakers. Several Republican members of the committee, including its chair, Rep. Jay DeBoyer (R-Clay), lambasted Pugh and Rice over low literacy rates and flailing math scores. Eventually, the specter of tearing down the department and starting anew with a department controlled closely by the Michigan Legislature materialized from Rep. Jaime Green (R-Richmond). Before dismantling the department became a topic of conversation, Rice and Pugh attempted to show the committee that schools, students and educators have been making progress in multiple ways to achieve Michigan's Top 10 Strategic Plan, which did include record achievement in several areas. Part of that forward progress was seen in the passage of new literacy and dyslexia laws, some of which were spearheaded by Greene, who worked closely with Rice to make that reality. Rice and Pugh extolled how much of a difference those laws will make in the screening of all children for dyslexia, for example. SUBSCRIBE: GET THE MORNING HEADLINES DELIVERED TO YOUR INBOX The pair also praised the Legislature for increasing funding to public schools over the last few years, but said those budgets did not make up for decades of underinvestment in public schools a decade earlier. Pugh discussed some of the challenges currently facing schools and the effect disinvestment has had on public schools, not only on student needs and achievement, but also the state's teacher shortage. 'It is critical and crucial to understand that the challenges before us are not new,' Pugh said. 'They are the result of long standing policy decisions that prioritize cost-cutting over sustained investment in our children and our schools. Despite these challenges, the state Board of Education has remained resolute in our mission to reverse those harms and build an educational system that truly serves all Michigan students.' Pugh said students, as well as teachers, parents and administrators, were doing their best to provide a quality education in the face of crowded classrooms, aging buildings, limited access to mental health and special education services and what she called an alarming shortage of adequately paid teachers. 'These issues are not anecdotal,' Pugh said. 'They are symptoms of systemic neglect.' Rice added that Michigan's four-year graduation rate had improved to the highest level in state history, growing to about 83% in 2024, which is also the highest that figure has been in the last 10 years. The percentage of adults with a post-secondary certification (51.8%) was on track toward Gov. Gretchen Whitmer's Sixty by 30 goal. The initiative aims to have 60% of Michigan adults between ages 25 and 64 holding some sort of post-secondary credential by 2030. There were moments of seeming common ground between Rice and the Republicans who control the powerful House Oversight Committee, with Rice praising Public Act 146 and Public Act 147 of 2024 addressing literacy coaching and dyslexia screening assessments and interventions. Progress was being made, but Rice noted that Language Essentials for Teachers of Reading and Spelling, or LETRS, training was needed for educators to keep up pace and do better on the literacy front. Rice called for mandatory LETRS training for kindergarten through fifth grade classroom teachers, and lower class sizes for kindergarten through third grade classrooms. Rice said there was also a need for more in-person instructional time, as there had been cases of professional development days being treated as student instruction days in 2019, and 15 virtual days being counted as the same in 2023. The meeting, however, was not one of the House Education Committee meant to discuss budgetary needs and goals, but rather one designed as a means to grill department officials over failures in public education. That became clear in lines of questioning from Rep. Brad Paquette (R-Niles), who engaged in a lengthy and at times testy tit-for-tat with Rice and Pugh. Paquette, a former teacher, said he's seen all the headlines showing the breadth of Michigan's public schools struggles and that he has been on various House committees in the past that dealt with public education and the budget. In that vein, Paquette said he's seen similar presentations from Rice before and, despite additional funding over the last few years, Michigan schools are continuing to struggle. 'We've increased funding yet results are still tracking downward,' Paquette said. 'When does accountability come into play?' As Paquette became frustrated with Rice and Pugh's answers, Pugh said accountability needed to be based in reality. From there, Greene, who received a shout out from Rice for her work on the dyslexia screening law, turned the conversation toward the perceived need to dismantle the department, echoing Congressional Republican calls to do the same at the federal level. Pugh said that studies have shown that states with elected boards like Michigan's, and not under the control of the governor's office or the Legislature, provided critical checks and balances, and correlated with better student outcomes. Those systems were also tied to more equity in funding and policy consistency. Rep. Josh Schriver (R-Oxford), hailed the fact that the 'Greatest Generation' of the early 20th Century had class sizes of 30, 40 or sometimes 50 children and that they fared fine. He made other meandering comments before being cut off by DeBoyer in the essence of time. More questions than answers on school vouchers as a legislative oversight committee wraps up As the meeting wrapped, Rep. Dylan Wegela (D-Garden City), tried to set the record straight on various comments made by his Republican colleagues. Wegela called out Schriver's point, noting that the early 20th Century was a time of rampant racial segregation, and that literacy rates today were far higher than they were in the 1920s. Schriver at one point brought up vouchers for school choice programs, which Wegela said in Arizona, it was found that parents spent that money on items like toys and other merchandise instead. He also noted that Michigan cannot talk about its problem with schools without looking at funding adjusted for inflation. 'Record funding is only as good as saying we have record wages today,' Wegela said. 'When you adjust for inflation, we are barely ahead of the year 2000. This has created a classroom size problem, and a teacher shortage.'
