Deshpande-led panel favours better management of govt.-run temples in Karnataka
The commission has proposed the creation of a temple task force to handle crowd control, emergency responses, ticketing, and distribution of prasad during festivals and large special events at temples.
Mr. Deshpande submitted the commission's eighth report to Chief Minister Siddaramaiah on Thursday and new recommendations, aimed at revitalising key sectors such as temple management, food and civil supplies, government recruitment, healthcare to bring in better governance, transparency, and accountability in the delivery of public services.
The panel is in favour of delegating the power to sanction new staff posts to the Endowment Commissioner, bypassing the current dependency on Finance Department approval in order to increase efficiency in temple operations and transparency.
The temple staff salaries are funded by temple income and not the State Budget. So, the recommendation is expected to speed up appointments without additional financial burden on the government.
To ensure transparency and check corruption in recruitment, and enhance the integrity of exams conducted by the Karnataka Public Service Commission (KPSC) and the Karnataka Examinations Authority (KEA), the commission stated the installation of CCTV surveillance, mobile jammers, secure storage of question papers and answer sheets were mandatory, and a two-tier exam system to reduce candidate volumes and enhance monitoring.
For providing digital governance, the commission recommended modernisation of frontline offices such as gram panchayats, primary health centres, raitha seva kendras, and police stations. The report noted that many of these offices currently lack basic infrastructure such as adequate hardware, Internet connectivity, and furniture.
It has proposed streamlining the process of issuing ration cards through the integration of State-run platforms such as Bhoomi, Aadhar, Kutumba and Seva Sindhu.
After submitting the report, Mr. Deshpande told reporters that the commission had previously made 5,039 recommendations in its earlier seven reports and 30% of them were implemented.

Hours after the Bharatiya Janata Party (BJP) announced Maharashtra governor CP Radhakrishnan as the Vice President candidate, a number of INDIA group parties pitched for an eminent person, who adheres to Constitution and democratic values but does not belong to any major party, as the Opposition candidate. Congress president Kharge has called a meeting of Opposition floor leaders on Monday. To avoid any such mistake, top Congress leaders have indicated that the pick for the upcoming election will be a 'INDIA bloc' candidate and not a party's candidate. But, that person would adhere to the values of the Constitution and democracy.' A Congress leader also said that it is open to fielding a non-politician nominee. 'We will have a detailed discussion with all the leaders of the INDIA bloc. It is not necessary that the candidate must be a politician,' he said A non-Congress candidate who doesn't belong to any political party also makes for a better strategy vis-à-vis parties such as Aam Aadmi Party (AAP) or TMC and fence sitters such as Bharat Rashtra Samithi (BRS) or Biju Janata Dal (BJD). At least eleven AAP MPs (barring Swati Maliwal) might have reservation for politicians from other parties but might vote if some eminent personality is fielded. Even as AAP quit the INDIA group, it joined the Opposition's march to the Election Commission last week. On August 8, after the dinner hosted by Leader of the Opposition Rahul Gandhi at his residence, 14 senior Opposition leaders including former Congress president Sonia Gandhi, Congress president Mallikarjun Kharge, former CMs Akhilesh Yadav, Uddhav Thackeray and Farooq Abdullah, TMC's Abhishek Banerjee and Derek O'Brien and CPI(M)'s MA Baby joined Rahul Gandhi for another round of meeting where the issue of Vice President election was briefly discussed. Many leaders supported the idea of fielding a non-politician for the September 9 polls. In 2017, the Opposition had fielded Gopal Krishna Gandhi, ex-diplomat and former West Bengal governor, as its candidate against NDA's Venkaiah Naidu. According to functionaries, Kharge has already discussed the Vice Presidential polls with Sonia and Rahul Gandhi, and Congress general secretary KC Venugopal. On Monday, Kharge has called a meeting of Opposition floor leaders. The VP poll issue might be discussed there, too.

Rahul Gandhi further pointed out an instance of 80 people registered in a single address in Mahadevapura. Rahul Gandhi had alleged that the poll body is "destroying evidence" through the directive deleting CCTV footage from polling booths. He alleged that the EC was only preserving CCTV and webcasting footage of the election process for only 45 days after the whole process is completed, unless the election result is challenged in court.

Steps being taken to frame state-specific education policy
Chief Minister Siddaramaiah on Friday said steps are being taken by the state government to frame a comprehensive "Karnataka-specific" education policy which will lead to holistic development of the youth. A commission constituted for this purpose has recommended a two-language policy in school education and that Kannada or the mother tongue be the medium of instruction up to Class 5. In his address during the 79th Independence Day celebrations here, the chief minister also said the government was upgrading first-grade colleges and polytechnics in the state, and establishing 13 new technical education institutions. "Recently, the State Education Policy Commission, chaired by Prof Sukhadeo Thorat, submitted its report," Siddaramaiah said. The Commission had submitted its report to Siddaramaiah on August 8. It was constituted in October 2023 following the Congress' poll promise to replace the National Education Policy (NEP) of the BJP-led Centre. This year, the government is setting up 500 Karnataka Public Schools (KPS) at a cost of Rs 2,500 crore, Siddaramaiah said. 'My Career, My Choice' Pointing out that providing skill training and employment opportunities to youth is a top priority for his government, the CM said that under the motto "My Career, My Choice", vocational guidance programmes are being implemented in 150 government schools for students from grades 8 to 12, benefiting 35,000 students so far.
