4-member team to assist Garg in Puri stampede probe
According to an office order issued by the General Administration and Public Grievance department, four Odisha Administrative Service (OAS) officers have been included in the team. Joint Director of Estates and GA & PG department's Additional Secretary Manas Ranjan Samal, and Housing and Urban Development Department Additional Secretary Binaya Kumar Dash are part of the four-member group.
Two others are Water Resources Department Additional Secretary Rashmi Ranjan Nayak and Works Department Additional Secretary Pradip Kumar Sahoo. Of the four OAS officers, Dash and Sahoo are presently deployed in the Rath Yatra duty and will remain in Puri till July 8, the order said.
'The officers concerned shall undertake the responsibility in addition to their regular duties. They are required to be present in the office of the Development Commissioner- cum-Additional Chief Secretary, Planning & Convergence Department, for approximately two hours daily, from 3 pm to 5 pm, to support the inquiry process,' it said. Hours after the stampede on June 29, the State government had ordered an administrative inquiry headed by Garg and asked her to complete the probe within 30 days.
Garg had on Monday started her investigation into the incident and held discussions with the Chief Administrator of Shree Jagannath Temple Administration (SJTA ), the Puri Collector and the SP, besides other officials and temple servitors.
The Development Commissioner said she would find out what led to the stampede situation and identify the people responsible for the incident. 'I would also see what more measures could be taken to avoid such incidents in future,' the Development Commissioner said. Apart from meeting different stakeholders, Garg said she would examine all CCTV footage, go through the deployment orders and whether the SOPs were being followed. On the day of the stampede, the State government shifted the Puri District Collector and the SP. A new Collector and a Superintendent of Police have been appointed, and seniorbureaucrat Aravind Agarwal was assigned to supervise the Rath Yatra affairs in Puri.

Thieves break into retired judge's home, one stands with rod over sleeping son while others ransack room
A gang of masked burglars broke into the home of a retired judge, Justice Ramesh Garg, in Madhya Pradesh's Indore and escaped with cash and valuables worth several lakhs, police said. Days after the burglary, the CCTV footage of the incident went viral, showing the masked men ransacking a room where Justice Garg's son, Ritvik, slept. One of the masked men stood with an iron rod, ready to strike if he woke up. The men escaped with the stolen goods while the family slept in separate rooms. Additional Superintendent of Police (Rural) Rupesh Dwivedi told The Indian Express, 'We can't say whether the son was sleeping or pretending to sleep (to avoid being assaulted). Our investigation is focused on the three masked men. There was a security guard at the gate, but they still managed to enter. We have formed teams to track the accused.' The incident occurred on Raksha Bandhan, the same day a spate of similar robberies was reported in nearby areas. Police have recovered CCTV footage from multiple locations, all showing masked and gloved criminals operating in an organised manner. The three men were spotted outside Justice Garg's home around 4 am. The thieves entered the bungalow around 4:30 am by cutting through an iron grill while a security guard was present on the premises. The CCTV footage shows the three criminals moving directly to Ritvik's room, while his wife and children slept in another room. At 4:35 am, the trio entered the house. One criminal stood guard with the rod while the others worked to break the cupboard lock. The cupboard lock broke at 4:37 am and the alarm sounded, but Ritvik remained motionless. The criminals removed cash and jewellery at 4:38 am and left the room a minute later as the alarm continued to sound. The following morning, the police were alerted, following which a team of senior officers from the district, including a sniffer dog team, was dispatched. The accused had worn gloves throughout the operation, leaving no fingerprints, police said. Justice Garg, who retired as Chief Justice of the Guwahati High Court in June 2010, had a distinguished judicial career spanning multiple high courts across India. He was first appointed as the Additional Judge of the High Court of Madhya Pradesh on December 15, 1994 and a Permanent Judge on July 19, 1995. Following the bifurcation of Madhya Pradesh, he served as the First Judge & Acting Chief Justice of Chhattisgarh from November 1, 2000, to October 31, 2001. He subsequently worked as a Judge of the High Court of Patna from November 1, 2001, to February 26, 2005, before joining as a Judge of the High Court of Gujarat on February 28, 2005. Justice Garg was transferred back to the High Court of Madhya Pradesh on September 17, 2007, and served as Acting Chief Justice from November 16, 2009, to December 19, 2009. He was sworn in as Chief Justice of the Guwahati High Court on April 17, 2010 and retired on June 18, 2010.

‘Playing asleep saved life it seems': Masked thieves rob home, one stands over sleeping owner with iron rod in MP
A gang of masked, armed burglars carried out a daring break-in at the residence of retired judge Justice Ramesh Garg in Indore, Madhya Pradesh, stealing cash and valuables worth lakhs, police confirmed on Wednesday. The chilling incident occurred on the night of Raksha Bandhan, reports said. Justice Garg, a former Chief Justice of the Gauhati High Court, and his family were reportedly asleep during the robbery and remained unaware until the burglars had fled. In the CCTV footage, three intruders, masked, gloved, and carrying an iron rod, can be seen entering the home. One entered the judge's bedroom and stood closely near Justice Garg, who was asleep, ready to attack with a rod in case he woke up. Meanwhile, a second burglar searched through drawers and cupboards, as a third kept watch outside. The entire burglary lasted nearly 20 minutes. 'If he was aware and still chose to sleep, then good job he saved his life and his family,' a user wrote. 'No one would sleep through so much noise. 'The guy was holding a small ice so the scenario would have been that he told the person to lie down like that or he will be killed,' a third user reacted. 'Playing asleep saved life it seems,' a fourth user said. 'This was clearly a highly organized group. The way they executed the robbery shows professional planning and coordination,' Umakant Choudhary, a senior police official, was quoted as saying by Hindustan Times. 'Given the seriousness of the crimes, we have formed multiple teams to look into the matter. Preliminary investigations suggest that this gang has been involved in similar incidents in the past,' he added. Vijay Nagar police have registered a case and launched a probe. Authorities are currently analysing CCTV footage from multiple locations to trace the suspects, the report stated.
