Country to support all de-escalation efforts, says Dar

ISLAMABAD: Pakistan said on Monday it will support all efforts towards de-escalation; however, in case of any act of aggression, there should be no doubt in anyone's mind that the nuclear-armed state will resolutely defend its sovereignty and territorial integrity in exercise of its inherent right of self-defence, as enshrined in Article 51 of the UN Charter.
'Being a responsible member of the international community, Pakistan remains committed to regional peace and stability,' Deputy Prime Minister and Foreign Minister Ishaq Dar stated this while addressing at the 4th Annual Regional Dialogue 2025 by Institute of Regional Studies (IRS): 'Pathways to Peace and Prosperity in Turbulent Times' on Monday.
Over the course of the last couple of weeks, baseless allegations, as well as unilateral, politically motivated, and highly provocative actions taken by India, pose a grave threat to regional and international peace and security, Dar pointed out.
'There appears (Pahalgam incident) to be a calculated and premeditated attempt to escalate regional tensions, following a familiar pattern - level accusations against Pakistan without evidence, use inflammatory rhetoric, incite war hysteria, and use this as a pretext for aggression and unilateral actions,' the DPM emphasised.
Dar said that the only motive behind this war mongering is to divert attention from India's internal challenges, state-sponsored terrorism, the ongoing human rights violations in the Indian Illegally Occupied Jammu and Kashmir (IIOJK), and to gain narrow domestic political objectives.
However, this brinkmanship carries consequences that extend far beyond India's borders. Regional and international peace and security cannot be sacrificed at the altar of narrow electoral gains. This is a dangerous political gamble, putting at stake the lives of millions in the region. 'We face numerous interlinked crises, threatening international peace and security, economic stability, and sustainable development,' he added.
Situations of conflict and continued foreign occupation defy the promise of the United Nations to save succeeding generations from the scourge of war, and guaranteed self-determination. Long-standing unresolved disputes - from Kashmir to Palestine - continue to pose a threat to regional and international peace and security, he elaborated.
The DPM/ FM said Pakistan also remains concerned at the inciting and Islamophobic narrative being directed against the Kashmiris, as well as, the Indian Muslims in the backdrop of the current situation. This must end forthwith.
In this backdrop, India's illegal and unilateral decision to hold in abeyance the Indus Waters Treaty (IWT) should be a matter of grave concern for the world, he said, adding, the Treaty provides no basis for such unilateral actions. India's action undermines a fundamental pillar of regional stability, with profound implications for the peaceful management of vital shared resources.
The National Security Committee of Pakistan has made it abundantly clear on 24th April 2025 that any attempt to stop or divert the flow of water belonging to Pakistan as per the IWT will be considered 'an Act of War.'
The international community must take serious note of these developments. We must not forget that the unresolved Jammu and Kashmir dispute remains the primary source of volatility in South Asia. There is an urgent need for renewed and concerted efforts under United Nations auspices, to secure a just, lasting, and peaceful resolution of the dispute, in accordance with the relevant UN Security Council resolutions and the aspirations of the Kashmiri people.

"We want to tell India that building bridges and laying roads in the name of development will not make the people of Kashmir give up their demand for freedom," said Azir Ahmad Ghazali, who organised the rally attended by Kashmiris who fled unrest on the Indian side in the 1990s. "In clear and unequivocal terms, we want to say to the Indian government that the people of Kashmir have never accepted India's forced rule." Modi also announced further government financial support for families whose relatives were killed, or whose homes were damaged, during the brief conflict --- mainly in shelling along the Line of Control. "Their troubles are our troubles," Modi said.

FO was responding to Modi's address in IIOJK earlier in the day, during which he accused Pakistan of attacking humanity and Kashmiri identity by targeting tourists in Pahalgam. In a statement, the FO said such remarks were a deliberate attempt to divert international attention from the serious and persistent human rights violations being committed by Indian forces in the region. 'It is deeply regrettable that the Indian Prime Minister has once again levelled unfounded allegations against Pakistan regarding the Pahalgam incident, without offering any evidence,' the statement said. 'Statements and claims cannot alter the legal and historical reality of the Jammu and Kashmir dispute,' it added. Responding to India's claims of development in the occupied territory, the FO said such assertions stand in stark contrast to the situation on the ground, which is marked by a heavy military presence and systematic suppression of fundamental rights. 'There are arbitrary arrests being carried out, and systematic efforts are underway to alter the demographic composition of IIOJK, in clear violation of international law, including the Geneva Conventions,' the statement maintained. The FO also reiterated Pakistan's principled support for the Kashmiri people in their legitimate struggle for the right to self-determination. 'Pakistan remains steadfast in its support for the people of Jammu and Kashmir and their inalienable right to self-determination,' it added. 'Pakistan is against humanity, tourism, and the livelihood of Kashmiris and hence attacked tourists in Pahalgam,' he claimed. He described the attack as an assault on 'insaniyat and Kashmiriyat,' adding that 'India will not bow to terrorism,' and that youth in the region were united in the fight against it.

Listen to article Prime Minister Shehbaz Sharif on Thursday termed India's unilateral suspension of the Indus Waters Treaty (IWT) as "a blatant violation and act of water aggression" and warned that Pakistan will give a befitting response under the decisions taken in the April 24 National Security Committee (NSC) meeting. Chairing a high-level meeting on water resources at the Prime Minister's House, he vowed that, just as Pakistan achieved victory in the recent war, it would also triumph on the water front. Emphasising the urgency of enhancing water storage, PM Shehbaz Sharif ordered the establishment of a high-powered committee under Deputy PM Ishaq Dar to oversee funding strategies for new dam projects. The committee will include all provincial chief ministers, the Prime Minister of AJK, and relevant federal ministers, and is directed to submit its recommendations within 72 hours. "We will prioritize the construction of non-controversial reservoirs. Wherever there is unanimity, we must act without delay. These dams are not political - they are a national necessity," the Prime Minister said. He made it clear that any project with cross-provincial consensus will be fast-tracked and completed on a priority basis. A detailed briefing was given during the meeting on Pakistan's water infrastructure. Officials informed the participants that the construction of the Diamer-Bhasha dam is underway and expected to be completed by 2032, while the Mohmand dam is likely to be completed by 2027. Currently, Pakistan has 11 dams with a total storage capacity of 15.318 million acre-feet. Under the Public Sector Development Programme (PSDP), 32 small and large dams are under construction, while 79 projects are underway under annual development programs. "This is a battle of justice, and like every battle we have fought with unity, we will defeat India's water aggression with resolve and wisdom," said the prime minister. He emphasised that living nations confront challenges head-on and make strategic, lasting decisions to protect their future generations. PM Shehbaz Sharif said that the Indian threats to weaponise water by attempting to violate the 1960 Indus Waters Treaty are increasing each day. He highlighted that the treaty, a binding international agreement, does not allow any party to unilaterally withdraw, and India's claims are politically and legally hollow. All provincial chief ministers, along with the leadership of AJK and Gilgit-Baltistan, strongly condemned India's water threats and unanimously reaffirmed their support for the federal government's position. The Prime Minister lauded this united stance, calling it "a reflection of our collective national resolve to protect Pakistan's water security". PM Shehbaz also pointed to the serious problem of silting in existing reservoirs like Tarbela and Mangla, which has drastically reduced their water retention capacities. He said bold decisions must be taken now, or history will judge today's leadership harshly. "We owe it to our 240 million people to act decisively. This is not about politics — it's about survival. The future generations must remember this leadership with respect for the choices we make today," he declared. PM Shehbaz congratulated the Finance Minister, Economic Affairs Minister, and relevant secretaries for successfully securing loans from the World Bank and Asian Development Bank despite strong Indian lobbying. "India tried to sabotage our projects at the ADB for three days, but failed. Our diplomatic victory is a testament to Pakistan's principled stand and growing credibility," he noted. Concluding the meeting, the Prime Minister reaffirmed his unwavering belief in the collective strength of Pakistan's national, provincial, and military leadership. "Just as our brave armed forces stood firm in the battlefield, we must now stand united in securing every drop of water for our people," he said. The meeting was attended by Deputy Prime Minister Ishaq Dar, Field Marshal COAS General Asim Munir, Defense Minister Khawaja Asif, Planning Minister Ahsan Iqbal, Law Minister Azam Nazir Tarar, Information Minister Attaullah Tarar, Power Minister Owais Leghari, Water Resources Minister Muneeb Wattoo, and other key federal cabinet members. Punjab Chief Minister Maryam Nawaz, Sindh Chief Minister Murad Ali Shah, KP Chief Minister Ali Amin Gandapur, Balochistan Chief Minister Sarfraz Bugti, AJK PM Anwarul Haq, and GB Chief Minister Gulbar Khan were also present, along with senior civil and military officials.
