Anti-ragging regulations: UGC serves show cause notices to seven varsities in Karnataka
The University Grants Commission (UGC) has served show cause notices to seven public and private universities in the State, including the Indian Institute of Management Bangalore (IIMB) and Bengaluru City University, for not implementing the Anti-Ragging Regulations-2009 to prevent ragging on college and university campuses.
Apart from IIMB and BCU, public universities including Haveri University, Karnataka Janapada Vishwavidyalaya of Gotagodi, Karnataka State Dr. Gangubai Hangal Music and Performing Arts University of Mysuru, and private universities like Sri Sathya Sai University for Human Excellence of Kalaburagi, and KLE Technological University of Hubballi have failed to implement the rules in the State, as per the commission.
The higher education institution and universities have been given 30 days term to implement the anti-ragging regulations, failing which funds being provided for research projects will be withdrawn, in addition to de-recognition or withdrawal of affiliation.
'Ragging in all its forms shall be banned in the entire institution, including its departments, constituent units, all its premises (academic, residential, sports, canteen, etc), whether located within the campus or outside, and in all means of transportation of students, whether public or private. The institution shall take strict action against those found guilty of ragging and/or of abetting ragging,' states the regulation.
It is mandatory for all higher education institutions and universities to implement these regulations and submit appropriate documents to the UGC.
'As you are aware, adherence to the UGC Regulation on Ragging, 2009 is mandatory for all Higher Education Institutions. Failure to comply not only violates UGC guidelines but also compromises student safety, particularly in light of increasing concerns about ragging-related distress and campus hostility,' the UGC has said in the notice.
Further, the UGC directed the institutions to submit the anti-ragging compliance and get online undertakings from all students within 30 days from the date of notice.
The IIMB, in its response to the notice, told The Hindu that the institution has no tolerance for ragging of any kind.
'IIMB has an anti-ragging cell in place. All students are required to submit a declaration that they will not indulge in ragging. All students get several reminders not to indulge in any ragging activities from the administration. Precautionary and oversight measures are also in place. We will follow up with the authorities concerned to have our Institute's name removed from this list.'

Sterlite Copper completes major clearance; fresh approval needed for remaining work
Having cleared most of its defunct equipment and materials, Sterlite Copper, Vedanta Group's copper smelter plant in Thoothukudi, has wrapped up the government-permitted 80-day clearance process, which ended on June 3. However, clearing out the remaining materials will hinge on securing a fresh approval from the government. The plant, which operated in Thoothukudi for almost 22 years, was sealed in May 2018, following widespread protests and the police firing at the anti-Sterlite rally which claimed the lives of 13 civilians. After prolonged legal battles, the Vedanta Group appealed to the Supreme Court to reconsider its judgement regarding the plant closure. However, in November 2024, the court dismissed Vedanta's review petition, upholding the permanent shutdown of the plant. Almost seven years after its closure, the Local Management Committee (LMC) formed by the Thoothukudi district administration to monitor the safe removal of hazardous materials and machinery from the plant has issued an order directing the company to shift machinery and other substances from the plant to Silvassa through domestic tariff shipment method between March 15 and June 3, a period of 80 days. With the clearance period expiring about a week ago, an official from the LMC confirmed that most of the equipment and hazardous substances, including sulphuric acid, caustic lye, around 150 containers and various machinery, had been transported. The official said the remaining substances like a significant quantity of phosphoric acid, copper slag and other less valuable materials could be transported, once the company obtained fresh government approval. A source from Sterlite Copper plant confirmed that around 80% of the machinery and substances had been shifted to its Silvassa, a rock refinery plant in Union Territories of Dadra and Nagar Haveli and Daman and Diu. The machinery and substances were transported through roadways and sea freight. The sudden shipment has surprised many organisations that have long advocated for the plant's reopening. As recently as a month ago, members of Thoothukudi People's Livelihood Protection Association submitted a petition to MP Kanimozhi Karunandhi seeking steps to reopen Sterlite Copper plant to protect the livelihoods of nearly 20,000 workers from Thoothukudi district who were directly or indirectly dependent on its operation.

SC seeks Karnataka govt reply over ban on Kamal Haasan's 'Thug Life'
The Supreme Court on Friday issued a notice to the Karnataka government and sought its response to a petition filed by a Bengaluru resident, challenging the de facto ban on the screening of the Kamal Haasan starrer Thug Life in the state. A two-judge vacation bench of the top court, headed by Justice Prashant Kumar Mishra and Justice Manmohan, issued notice and sought a response from the Karnataka state authorities after hearing the PIL filed by Bengaluru resident M. Mahesh Reddy, through his advocate A. Velan. The Public Interest Litigation (PIL) sought direction from the top court to appropriate authorities to ensure the safe and unimpeded screening of the movie across Karnataka. Velan on Friday argued that the State has completely capitulated to the elements calling for riots against linguistic minorities and burning of theaters. The counsel further contended before the top court that sadly, no FIR has been registered by the state authorities and no action has been initiated against such kind of elements, instead the State has joined hands with extremist elements. The plea of Reddy sought a declaration from the top court that the ban on the movie was illegal, unconstitutional, and void ab initio, being violative of Articles 14, 19(1)(a), 19(1)(g), and 21 of the Constitution. "This ban stems not from any lawful process, but from a deliberate campaign of terror, including explicit threats of arson against cinema halls, incitement to large-scale communal violence targeting linguistic minorities, and a chilling call for a repeat of past anti-Tamil riots," the plea contended.

Federal authorities allege that Orellana distributed face shields and police-style masks to suspected rioters during a protest in Los Angeles that turned violent earlier in the week. Orellana was charged with conspiracy to commit civil disorder after he allegedly gave out gas masks and riot shields to protesters on Tuesday. A video showed people running up to a Ford F-150 as a woman in the back handed out the gear. Authorities believe Orellana was driving the truck, as reported by the Daily Mail. The unidentified woman was seen handing out 'bionic shield' branded masks and riot shields to the protestors alongside Orellana while the National Guard was stationed nearby. Following Orellana's arrest, the Department of Homeland Security is also stepping up its efforts to address the unrest. Assistant DHS Secretary Tricia McLaughlin told The Post, 'Secretary Noem's message to the LA rioters is clear: you will not stop us or slow us down.' She added, 'ICE and our federal law enforcement partners will continue to enforce the law. And if you lay a hand on a law enforcement officer, you will be prosecuted to the fullest extent of the law.'
