Palace: Marcos won't oppose Cha-cha meant to fix loopholes in constitution
''Actually po sa mga ganiyan ay malalaman din naman po natin kung ano po ang isinaad noon ng mga framers of the 1987 Constitution. May mga pagkakataon lamang po siguro kahit maliwanag ang ibang mga definition or mga terms ay minsan napapalabo para mayroong mapaboran. At sa ngayon po ay hindi pa po masasabi ng Palasyo at ng Pangulo kung ano ang magiging reaksiyon dahil hindi pa naman po nakikita ang detalye ng gagawin patungkol po dito,'' Castro said on Tuesday's briefing.
(Through that, we will also know what the framers of the 1987 Constitution had stated. Sometimes the definition or terms were not clear. At present, we can't say yet what the reaction of the President as we have yet to see the details of the proposal.)
''So, kung ito naman po ay ikagaganda at ikaliliwanag para hindi na mabutasan ang anumang mga provision dito sa Constitution ay hindi naman po ito tututulan ng Pangulo,'' she added.
(If this will help in closing the loopholes in the provisions of the Constitution, the President will not object to this.)
Castro's statement came after Deputy Speaker Ronaldo Puno of Antipolo City has called for a constitutional convention to revise the 1987 Constitution, which he said contained certain provisions "marked by ambiguity and procedural deficiency."
In a privileged speech on Monday, Puno said a Con-con was the 'most prudent, transparent and participatory mechanism' for Charter change.
Under a Con-con, the electorate elects delegates who will propose amendments, which will be subject to ratification in a plebiscite.
Puno cited this as among the provisions, which are supposedly vague:
Article 11, Section 3.4 on the Accountability of Public Officials which states that 'In case the verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, the same shall constitute the Articles of Impeachment, and trial by the Senate shall forthwith proceed' with the meaning of the word forthwith which he said was repeatedly delayed, sidestepped, or redefined by the Senate after more than one-third of the House impeached and sent the Articles of Impeachment against the Vice President last February 5. –NB, GMA Integrated News

President Ferdinand ''Bongbong'' Marcos Jr. is reviewing the proposed Konektadong Pinoy Act (KPA), which states that new data transmission players are no longer required to secure a legislative franchise. ''Nabigay na po at nirereview ngayon ng Pangulo,'' Palace Press Officer Undersecretary Atty. Claire Castro said in a briefing on Thursday. (It was given already and right now, the President is reviewing it.) Senator Imee Marcos, the President's sister, had called for the immediate signing of the proposed KPA as she urged the administration to deliver on its commitment of strengthening digital services for all Filipinos. The measure, however, drew flak from some groups, including the Philippine Chamber of Telecommunications Operators (PCTO), composed of the country's leading telcos, and the Philippine Association of Private Telecommunications Companies (PAPTELCO). The PCTO had called for a review of the ratified version of the measure, citing national security concerns and weakening of regulatory oversight among new entrants in the country's connectivity service sector. Ronnie Puno wants PH territorial limits clarified amid Cha-cha push
House Deputy Speaker Ronaldo "Ronnie" Puno said Thursday one of the reasons he is calling for a constitutional convention to revise the 1987 Constitution is to be able to clarify the territorial limits of the Philippines, including the West Philippine Sea. The Antipolo City 1st District Representative told Super Radyo dzBB that there is no mention of the term "West Philippine Sea" in the Constitution, thus the waters west of Luzon should be legally named as such. "Maraming gulo ngayon sa West Philippine Sea, mukhang mapapasok tayo sa malaking gulo diyan. Eh ni walang banggit sa West Philippine Sea sa ating Saligang Batas eh," said Puno, also a former secretary of the interior and local government. (There's a lot of issues regarding the West Philippine Sea right now, and it looks like we might get dragged into big trouble there. However, there is no mention of the West Philippine Sea in our Constitution.) "Pangalawa, 'yung… 200 [nautical mile exclusive] economic zone, wala ring banggit du'n. Eh nandiyan na sa international law kasi 'yan eh. Siguro dapat maihabol 'yan para may base lahat ng pinag-uuspaan dito sa West Philippine Sea," he added. (Secondly, there's no mention of our 200- nautical mile exclusive economic zone either. That is already in international law. Maybe we should also put that in our own law so that everything that we're saying regarding the West Philippine Sea has basis.) The Philippine government sued China before an international arbitral tribunal in The Hague in 2013. It ruled in favor of the Philippines in July 2016 when it junked China's nine-dash claim over the South China Sea. China, however, rejected the Philippines' call to comply with the 2016 arbitration ruling, calling the decision "illegal and invalid." 'Ambiguity' When he called for a constitutional convention (con-con) on Monday, Puno said the Charter contained certain provisions that were "marked by ambiguity and procedural deficiency."
