Goa Temple Stampede Live Updates: Incident killed 6, several injured; PM Modi expresses condolences
The incident occurred at the Sree Lairai Devi temple in Shirgao village, according to a senior police official, PTI reported.
Thousands of devotees from Goa, Maharashtra and Karnataka had gathered at the temple for the festival.
Following the incident, Prime Minister Narendra Modi expressed condolences and spoke to Goa Chief Minister Dr Pramod Sawant.
PMO wrote on X, ' Saddened by the loss of lives due to a stampede in Shirgao, Goa. Condolences to those who lost their loved ones. May the injured recover soon. The local administration is assisting those affected.'

North Goa SP Akshat Kaushal told ANI, 'We are still trying to determine the exact cause of the incident. However, we have been told that the stampede might have happened due to some people spreading rumours.'
He added, "the biggest challenge for us was to peacefully vacate more than 50,000 people who were inside the temple for the (Larai) Zatra. Around 400 police personnel were deployed here for the Zatra. This is the first time something like this has happened on this occasion."

Goa CM said in a post on X, 'Deeply saddened by the tragic stampede at the Lairai Zatra in Shirgaon this morning. I visited the hospital to meet the injured and have assured all possible support to the affected families. I am personally monitoring the situation to ensure that every necessary measure is being taken. Prime Minister Narendra Modi spoke with me and took detailed stock of the situation, offering his full support during this difficult time.'

First unit was to be commissioned by 2025: 14 yrs on, north India's first N-power plant in Haryana still hanging fire
Fourteen years on, north India's first nuclear power plant, the Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP), the foundation stone for which was laid by former Prime Minister Manmohan Singh, remains hanging fire, even though the initial target to commission the first unit was by 2025. Attributing the delay 'primarily to surprises in the soil conditions encountered during construction,' the Union government says the power plant is now slated for commissioning in 2031-32, that too in phased-manner, despite Prime Minister Narendra Modi's push to the nuclear energy sector — increasing the nuclear energy capacity by more than ten-fold by 2047 — in his Independence Day speech. The GHAVP was conceptualised around 2009-10, and the Nuclear Power Corporation of India Ltd (NPCIL) subsequently identified Gorakhpur village in Haryana's Fatehabad district as a suitable site. Over the next few years, land acquisition, environmental clearances and public consultations were carried out amid some resistance from local farmers. The project formally took off after former Prime Minister Dr Manmohan Singh laid the foundation stone on January 13, 2014. However, despite the ceremonial launch, actual construction was delayed due to administrative hurdles, compensation disputes, and procedural bottlenecks. Between 2014 and 2021, the project saw limited site development, and the Covid-19 pandemic further stalled progress. Major civil construction finally began in 2022, focusing on Phase I, which included two indigenous 700 MW PHWR reactors. But ground preparation challenges and technical issues pushed the timeline, breaching the initial target of commissioning the first unit by 2025. Officials privy to the development on the site say, 'Units 1 and 2 are expected to become operational by 2031, while Phase II (Units 3 and 4) has been projected for completion by 2032. Despite delays, the construction work has picked up pace, and the NPCIL and the Ministry of Power are now closely monitoring the project. Alongside technical development, environmental and community initiatives have also been introduced, including CSR Corporate Social Responsibility (CSR) activities and large-scale tree plantations.' Congress's Rohtak MP Deepender Singh Hooda sought details about this nuclear power project from the government during the ongoing monsoon session of the Lok Sabha. Responding to Hooda's query last week, Union Minister of State for Personnel, Public Grievances and Pensions and Prime Minister's Office Dr Jitendra Singh stated, 'The Gorakhpur Nuclear Power Project comprises of two twin units of 700 MW each, viz. GHAVP1&2 (2X700 MW) and GHAVP-3&4 (2X700 MW). The Government accorded administrative approval and financial sanction for the GHAVP-1&2 in February 2014. Presently, GHAVP-1&2 is under construction and is expected to be completed by 2031-32.' Giving details about the progress of the project, Dr Singh added, 'Excavation activities commenced in the year 2018. The site is a soil site with no hard rock. Therefore, technique of excavation and Ground improvement (GI) using compacted soil cement mix was carried out. This was followed by construction of foundation piles and their qualification. However, confirmatory geo technical investigations indicated some localised weak zones in soil strata. In view of this, a consultant of repute was roped in for resolution of the issue, who carried out comprehensive investigations and submitted recommendations for remediation, which is presently under review by the regulatory authority. The above stated process took significant time, leading to delay in start of construction of the Nuclear Island. However, award of work for equipment, major EPC packages and construction of other main plant building progressed.' About the current status of the project, Dr Singh added, 'In order to streamline the project activities, advance procurement of long manufacturing cycle equipment have been initiated. Accordingly major equipment have been ordered, some of which have also been received at site. All major equipment and works packages like Main Plant Civil Works, Nuclear Piping, Turbine Island, IDCT etc., have been awarded and works are in progress. Constant monitoring of progress of project activities at multiple levels, timely identification of constraints & making necessary mid-course corrections, frequent meetings with vendors/contractors and re-sequencing of construction activities to the extent possible, have also been taken. While work is in progress in the peripheral buildings/structures, the construction activities in the main nuclear island would be taken up in full swing once site specific ground improvement activities are concluded and regulatory clearance is obtained. The delay has been primarily due to surprises in the soil conditions encountered during construction.'

Time to bring fuel, alcohol under GST ambit
The Goods and Services Tax (GST) is finally set for a major overhaul. It has taken eight years for some much-needed reform of a levy that was intended to stimulate economic was conceived as a single point tax to replace the numerous central and state cesses that had made taxation so onerous in India. Instead, it became multi-layered, and reform has been difficult due to states' concerns over reduced revenue inflows. In its current format, the GST has different avatars for inter-state and intra-state goods along with four separate tax slabs. .Over the years, the GST council, comprising representatives of all states, has made many changes, seeking to ease the complexities. Yet it has remained bogged down by the original bulky structure. This includes the four types of GST: integrated GST, which is imposed on inter-state supplies of goods and services, as well as central, state, and union territory GST, which are imposed on intra-state supplies. In addition, there are currently four tax slabs: five, 12, 18, and 28 per cent. .The proposed reforms, described as a Diwali gift to the nation by Prime Minister Narendra Modi on Independence Day, will be to compress the four slabs into two, retaining the five and 18% rates. In addition, there will be a small list of luxury or supposedly 'sin' goods to be taxed at 40%. This will simplify the system to a large will also be an end to the complications of taxing some sectors, like automobiles. The current cumbersome system of a 28 per cent slab, along with a compensation cess of one to 22 per cent will be done away with, and automobiles will come under a single slab. .In fact, it has been the puzzling intricacies of rates in the GST structure that have made life difficult for trade and industry. Instead of easing the process of doing business, the tax provided endless possibilities for the bureaucracy to tie industries in knots with red tape. The infamous popcorn case sparked a million memes and even merited a comment in the Wall Street Journal. Popcorn was taxed differently, with caramel or salt or when sold loose or packaged. One businessman even earned the ire of Finance Minister Nirmala Sitharaman for describing the bewildering tax rates on the humble cream bun. .To add to the complexity is a compensation cess meant to cushion states for their perceived loss of revenues. Under the new system, the cess is proposed to be eliminated by next reform and simplification of GST will, thus, come as a huge relief to trade and industry, especially small businesses. The question is whether the implementation of this system will be streamlined to avoid hardship to users. The drive to prevent fraud has led to widespread complaints of unnecessary harassment. The new plan is to have technology-driven registration for small businesses and start-ups, along with automated processing of refunds. Effectively implementing the plan is critical to easing the process of doing far as the public is concerned, the GST reform should translate into lower prices for a wide range of essential goods as well as consumer durables and electronics. Indirect taxes are a levy on rich and poor alike, unlike direct taxes, which are collected from a small percentage of the population. It is, thus, desirable for them to be simplified as well as reduced, especially in the category of mass consumption goods. .Yet, the proposed overhaul is silent on one key area: the exclusion of petroleum products and alcohol from the ambit of GST. These areas were kept out originally due to states' worries over loss of revenues. In some states, petroleum products and alcohol account for 14-17% of revenue collections. These need to be brought into the GST fold, however, as it disrupts the seamless system of input tax credit (ITC). The ITC lets enterprises reduce tax liability by claiming credits on GST paid for business-related purchases. This is not available on either petroleum products or alcohol right now. .Since the government is describing this as next-generation reforms in GST, it needs to take the final step of bringing these two huge segments into the system. It can be done in a phased way by bringing products like diesel and petrol into the GST ambit initially and then moving on to alcohol. The fear of revenue loss should have abated by now as GST collections have risen consistently over the past eight years. The pattern is likely to be repeated in the case of petroleum products and alcohol. In any case, it is time for the Centre and states to bite the bullet and reform GST fully rather than in a piecemeal way.(Sushma Ramachandran is a senior journalist.)
