According to a report of Financial Express, the 8th pay commission's recommendation could be implemented around the end of 2027 or the beginning of 2028, given the total time taken by the 7th pay commission to implement the recommendations since its formation. The FE report said that it took about 2 years and 9 months from the announcement of the 7th Pay Commission to the implementation of the recommendations. If the announcement of the 8th Pay Commission has been made in January 2025, it's unlikely that it would make its recommendations in 2026 and be accepted by the government the same year, it added. Looking at the delay in the notification of Terms of Reference (ToR) and the announcement of the chairperson and members, the logic seems reasonable. More than six months after the Centre announced the formation of the 8th Central Pay Commission (CPC), there has been little to no progress on the ground. The expected timeline is now slipping, raising concerns among central government employees and officials alike. However, the FE report cautioned that it is not necessary that the 8th Pay Commission will follow the exact same timeline as the 7th. If the government constitutes the 8th Pay Commission now, the new recommendations may be implemented in early 2028, it added. 8th Pay Commission Progress Earlier, Minister of State in the Ministry of Finance Pankaj Chaudhary in a written reply to the Rajya Sabha, said that the government has received inputs from various stakeholders and will announce the official notifications in 'due course". Chaudhary noted that the 8th pay commission will make its recommendations within the stipulated timeline that will be given in the ToR. The 7th Pay Commission was implemented in 2016, with revisions effective from January 1 that year. As per the 10-year cycle, the 8th CPC was expected in 2024–25, but delays have sparked concern among government staff and pensioners amid rising inflation. 8th pay commission update The Modi government announced the formation of the 8th Central Pay Commission in January 2025, but progress has been very slow. The crucial Terms of Reference (ToR) are not yet finalised. If we consider the timeline followed by the 7th Pay Commission, central government employees and pensioners may have to wait more. According to media reports the revisions can be effective retrospectively from January 1, 2026. 8th Pay Commission Implementation The Pay Commission is set up roughly every decade to revise pay, pensions, and allowances for central employees and retirees, but the 8th pay commission has not yet made big progress. The government has not even appointed a chairman or members, and the ToR which shapes the panel's scope is also pending seven months after the initial declaration. Employee unions and representative bodies have been pressing the Centre for updates. In response to a recent query, the Finance Ministry said it has sought inputs from ministries, states, and employee organisations, and that a formal notification will be issued once the ToR is finalised. Will Implementation Of 8th Pay Commission Be Delayed? If the 8th Pay Commission follows the same timeline as earlier commission it can delay more. The 7th Pay Commission, announced on September 25, 2013, took nearly 33 months from announcement to implementation: ToR issued: February 28, 2014 (five months after announcement) Members appointed: March 4, 2014 Report submitted: November 19, 2015 (about 20 months later) Implementation: June 29, 2016, with effect from January 1, 2016 This means there was a 27-month gap between the ToR notification and the implementation date. Applying that to the 8th Pay Commission, if the government issues the ToR by August 2025, recommendations could realistically be implemented only around January 2028. However the process might not exactly be done in the same way like the 7th Pay Commission, current delays suggest the 8th Pay Commission can be delayed like earlier one.

Approval issue: Plaint against Cacora sewage treatment plant dismissed
Panaji: The Goa State Environment Impact Assessment Authority (Goa-SEIAA) dismissed a complaint filed by a political party against the Cacora sewage treatment plant (STP). The authority stated that the project does not fall under its purview and, therefore, does not require prior environmental clearance (EC). The complaint was filed by Revolutionary Goans, based on which the Goa-SEIAA asked the Sewerage and Infrastructural Development Corporation of Goa to submit its response. The authority noted that the 7.5 MLD capacity plant being constructed near the Hodar bridge was sanctioned by the Union jal shakti ministry and that its construction started after obtaining all the necessary permissions, including CRZ clearance. 'Regarding the allegations made by RG pertaining to violating the EIA Notification 2006 and the NGT order, the authority noted that standalone STPs don't require prior environmental clearance. The authority also noted that the NGT order specifically pertains to common effluent treatment plants, which differ from sewage treatment plants that handle domestic sewage,' the Goa-SEIAA said in its order. 'Moreover, the NGT confirmed that STPs are not covered under the EIA Notification 2006 and therefore don't require prior EC,' the authority said.
