The Big Question: How can Volvo compete with Chinese EVs?

There are around 256 million cars on the roads in the European Union, according to data from the European Commission.
With ambitious targets to phase out new petrol and diesel powered cars in the EU by 2035, an influx of Chinese EV brands such an BYD entering Europe and trade tariffs threatening the export market, the European automotive industry is at a critical moment.
'I think to have a credible end date for combustion cars there needs to be a very credible date also for investments and expansion of the charging networks. Otherwise, it will not be possible to be all electric by 2035,' Håkan Samuelsson, CEO and president of Volvo Cars, told Euronews.
But what else needs to be done to ensure the industry stays alive, kicking and competitive?
In this episode of The Big Question, Eleanor Butler sat down with Håkan Samuelsson to discuss the future of the automotive industry in Europe.
Emissions targets softened
In order to meet climate targets, the EU has introduced carbon limits for carmakers, looking at average emissions across a fleet.
Many carmakers have sought to collaborate with other firms on these targets, forming 'pools' and combining their emissions. This means that companies with low-carbon or zero-carbon fleets can sell credits to more polluting automakers, permitting them to use a portion of their allowance.
While EV frontrunners benefitted from these targets, demands are now softening. For instance, automakers can now average their emissions over three years instead of one. This means that if they overshoot the limit for one year, they can aim to undershoot for the next and avoid penalties.
'We plan, we develop these cars and we also, of course, saw value in emission credits that we could sell to other builders who are not as fast. And I think that's a good way of using that money to speed up the transition. And that is, of course, a big drawback now with the delay of everything, which is not good for our company,' Håkan told The Big Question.
He also added that although countries like Norway are very advanced with their charging infrastructure, EV targets will not be met until charging capacity is boosted across the bloc.
'I think we need to rely on the possibilities to drive on a combustion engine when you lack charging possibilities,' Håkan added.
Localised production for local tastes
While some European carmakers are calling on the EU to impose tariffs on foreign competitors, Håkan takes a more liberal approach.
'There is really no protection in the form of tariffs or other ways. The only protection for our industry is that we shape up and we need to be more competitive.'
'I think a good forecast is that we will have very tough competition from new Chinese EV players [in the EU]. And then the sooner we get used to that and the sooner we start developing our cars, the better,' Håkan told The Big Question.
In Europe, Volvo has already begun to produce the popular EX30 model in Ghent, Belgium in a bid to reduce delivery time and transportation costs and emissions.
It's a similar situation in the US, where Volvo has a production plant in Charleston, South Carolina. Håkan hopes to increase production capacity here, not only to avoid Trump's tariffs but also to be closer to the customer base.
'We need now to find a bread-and-butter model that can sell in high volumes, which we can deliver faster to our customers and of course reduce stock and transportation costs. So local production is not only a cost increase, it has advantages also.
'So even if the tariffs come down to a more reasonable level, we still need to use our factory more than we do today,' he added.
And in China, Håkan stressed that Volvo needs to really focus on what the local market is asking for, rather than replicating European offerings.
'Chinese customers are very tech-interested, so they like a lot of software features in their cars,' he explained.
'And I think that's an example of a situation where you can't just put European-developed features in the car, you need to develop [the tech] together with the Chinese to really lead.'

'The new framework guarantees coherence by integrating the CAP interventions from the current two-funds structure under one single umbrella. Such alignment brings further flexibility and simplification,' the leaked document states. While farmers' associations—many of which protested against similar proposals last May—are likely to fiercely oppose the removal of the rural development pillar, the most transformative element may be the planned merger of CAP and cohesion policy. Rumours of such a move have circulated for months. The draft outlines a new mechanism tentatively called 'National and Regional Partnerships', which would be supported by a single fund. According to the Commission, this approach 'will help better exploit synergies between the policies covered by the scope of this initiative and hence support their delivery.' 'By bringing cohesion policy and the Common Agricultural Policy under a single programming approach, Member States will have a wider toolbox to address the challenges faced by farmers and communities in rural areas,' the draft notes. This expanded toolbox would include infrastructure development, access to digital, water, and energy services, as well as support for skills development and generational renewal. However, the proposal could face strong resistance. CAP and cohesion policy serve fundamentally different roles: the former provides direct subsidies to farmers, while the latter focuses on reducing regional disparities through investment. Many in the agricultural sector, including several EU agriculture ministers and Agriculture Commissioner Christophe Hansen, have expressed a desire to maintain the CAP's current two-pillar structure and standalone budget. This is a developing story.

Deep frictions exist over economic relations between the 27-nation bloc and Beijing. Brussels is worried that a manufacturing glut propelled by massive state subsidies could add to a yawning trade deficit and result in a flood of cheap Chinese goods undercutting European firms. Speaking during a visit to Beijing ahead of a major EU-China summit in the city this month, Teresa Ribera dismissed China's claims that the bloc was engaging in "protectionism". "We Europeans don't want to go down a race towards low incomes, lower labour rights or lower environmental standards," said Ribera, who also serves as the bloc's competition chief. "It is obvious that we could not be in a good position if there could be an ... over-flooding in our markets that could undermine us with prices that do not reflect the real cost," she said. The EU imposed extra import taxes of up to 35 percent on Chinese electric vehicle imports in October and has investigated Chinese-owned solar panel manufacturers. Asked whether EU moves against Chinese green energy firms could harm the global transition to renewables, Ribera said: "It is fair to say that, yes, we may benefit in the very short term." However, she also warned "it could kill the possibility" of long-term investment in the bloc's future. Global disruption Ribera's visit comes as Beijing seeks to improve relations with the European Union as a counterweight to superpower rival the United States, whose President Donald Trump has disrupted the global order and pulled Washington out of international climate accords. "I don't think that we have witnessed many occasions in the past where a big economy, a big country, decides to isolate in such a relevant manner," she told AFP. "It is a pity. "The Chinese may think that the United States has given them a great opportunity to be much more relevant in the international arena," Ribera said. The visit also comes as the bloc and the United States wrangle over a trade deal. Trump threw months of negotiations into disarray on Saturday by announcing he would hammer the bloc with sweeping tariffs if no agreement was reached by August 1. Ribera vowed on Monday that the EU would "defend the interests of our companies, our society, our business". Asked if a deal was in sight, she said: "Who knows? We'll do our best." European markets open in the red after Trump threatens 30% EU tariff

Investors in Europe reeled from US President Donald Trump's tariff threats on Monday morning, sending the major indexes into negative territory. As of around 9.30am CEST, France's CAC 40 was down 0.52% at 7,788.23, the UK's FTSE 100 slipped 0.38% to 8,941.12, and Germany's DAX dropped 0.85% to 24,049.73. Spain's IBEX 35 fell 0.80% to 13,897.80, while Italy's FTSE MIB dropped 0.86% to 39,726.27. The STOXX 600 slid 0.48% to 544.73 and the STOXX 50 fell 0.83% to 5,338.57. The movements come as EU trade ministers are meeting on Monday morning to discuss President Trump's surprise announcement of 30% tariffs on the European Union. Trump shared the plans on Saturday and said that the same rate, set to kick in on 1 August, would be applied to goods from Mexico. European officials have been working to secure a deal with the US after the president threatened a 50% tariff on EU exports in May, up from an initially proposed 20% rate. President Trump then retracted the threat of a 50% duty, although retained separate tariffs on exports like steel, aluminium, and cars. In response to Trump's announcement over the weekend, the president of the European Commission Ursula von der Leyen said the EU would not impose retaliatory tariffs on US imports before 1 August, allowing time for negotiation. Denmark's foreign minister, Lars Løkke Rasmussen, also told reporters ahead of the meeting on Monday: 'We shouldn't impose countermeasures at this stage, but we should prepare to be ready to use all the tools in the toolbox.' He added: 'So we want a deal, but there's an old saying: 'If you want peace, you have to prepare for war.'" Maroš Šefčovič, the EU's trade representative in its talks with the US, also said on Monday that negotiations would continue. 'I'm absolutely 100% sure that a negotiated solution is much better than the tension which we might have after 1 August." He told reporters in Brussels: 'I cannot imagine walking away without genuine effort. Having said that, the current uncertainty caused by unjustified tariffs cannot persist indefinitely and therefore we must prepare for all outcomes, including, if necessary, well-considered proportionate countermeasures.' In light of US isolationism, the EU is also looking to expand trade with alternative partners. Leaders from the bloc will travel to China for a summit later this month, seeking to promote stronger relations despite disagreements over the alleged 'dumping' of cheap Chinese goods in Europe. This accusation prompted the EU to impose its own tariffs on Chinese goods last year. While in China for the summit, EU leaders will also be courting other Pacific nations like South Korea, Japan, Vietnam, Singapore, the Philippines, and Indonesia, whose prime minister visited Brussels over the weekend to sign a new economic partnership with the EU. The downbeat investor sentiment in Europe also comes despite pledges to increase defence spending. France's president Emmanuel Macron on Sunday pledged to raise France's military spending by €6.5 billion over the next two years. Macron said the 2026 defence budget would be raised by €3.5bn, and another €3bn in 2027.
