
444th Combat Brigade Commander Hamza celebrates defeat of SSA militia's corrupt ‘‘empire''
The late Ghnewa is the head of the Stability Support Apparatus (SSA) militia which was disbanded in a military operation last week. This came after the killing of Ghnewa in contested circumstances during or after a meeting with Hamza and other Aldabaiba aligned military commanders.
Ghnewa's killing, the disbanding of the SSA, and the takeover of its bases precipitated militia clashes and demonstration and a week of instability in Tripoli where the government could have collapsed.
– Hamza said the Libyan army, of which his 444th Brigade is a member, has uprooted the long-standing corruption of Ghnewa's empire from the largest geographical area in the capital, Tripoli, Abusleem, after wreaking havoc for a decade and a half.
– The criminal Ghnewa used to dominate Chiefs of Staff for Land Forces, the SSA, the Internal Security Agency, Audit Bureau, Administrative Control Authority, and he used to get involved in all contracts and coerce and threaten all those in charge, his men stealing in millions and billions.

Tripoli based Military Industries Organisation opens 'Libyan Inventor' office
The Tripoli based Military Industries Organisation, part of the Tripoli based Ministry of Defence headed by Prime Minister Abd Alhamid Aldabaiba, announced last Tuesday (5 July) the opening of the 'Libyan Inventor' office at the headquarters of the Mechanical Industries Centre on Tripoli's Sawani Road. The Military Industries Organisation said this comes as part of its strategy to support national competencies, encourage local research and innovation and to expand the base of community participation in the fields of manufacturing and technical development. It said the office will be an official platform to receive the owners of ideas, inventions, innovations and owners of viable projects from various fields, and to incubate and provide technical and logistical support to transform ideas, guiding them into actionable industrial models within studied scientific and industrial paths. It added that it believes that Libyan minds can make a difference, and that every innovative idea deserves to be an opportunity. Petrol stations to open 24 hours in response to petrol queues
Brega Marketing Company, the National Oil Corporation (NOC) subsidiary responsible for fuel imports and distribution, announced yesterday that its own petrol stations will open and receive fuel over a 24-hour period. This suggests that it will not include the two main privately-owned petrol stations (Sharara and Rahila). The move comes in response to the reappearance of queues at Tripoli's petrol stations, and Brega says it is part of the efforts made to address the fuel crisis and ease congestion at the stations. As usual, it is unclear why exactly a sudden fuel crisis has flared up. The authorities insist that there is no shortage of fuel, however, the reality is that petrol queues had started to lengthen over the last week. e-tracking (GPS) of fuel distribution trucks introduced In a move that may or may not be related to the sudden fuel crisis, Brega Marketing announced on 5 August the launch Of its electronic fuel truck tracking system (GPS). Although some independent commentators on Libyan media have challenged whether the new system can indeed do the following, Brega claims that the new system offers: * The possibility of direct communication with drivers. * SOS emergency alarm system. * Ability to stop the truck engine remotely. * Accurate identification of cargo unloading locations. This project, Brega added, underscores its commitment to digital transformation and enhanced oversight to serve the public interest. If successful, a possible quantum leap in Libya's anti-fuel smuggling efforts? Successive Libyan governments since the 2011 revolution have made unsuccessful efforts to counter the country's huge cross land and sea border fuel smuggling problem. Last month, Naji Issa, Governor of the Central Bank of Libya put the country's annual fuel smuggling bill at about LD 20 billion (US$ 2.7 bn). This equates to about a third of all annual government fuel subsidies. The launch of e-tracking (GPS) of fuel trucks is part of the government's wider effort to counter this fuel smuggling across land to neighbouring countries and across the sea to states where fuel prices are unsubsidised to the high levels of Libya. A subsidised litre of petrol in Libya today costs LD 0.15 – about US$ 0.02. It will be recalled that in July 2024, Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, and the head of the Audit Bureau, Khaled Shakshak, attended a workshop on launching an enhanced fuel truck tracking and fuel monitoring system on Brega fuel trucks. This ''anti-fuel smuggling system'' involves converting the fuel outlet valves on fuel delivery trucks from simple mechanical valves that can be opened by anyone at any time, to electronic valves that can only be opened at the targeted petrol station. The system also includes an electronic fuel gauge to measure the amount of fuel delivered; electronically sealed fuel inlets and control cameras fitted to the delivery truck. In parallel to this, an electronic gauge is to be installed at the fuel tanks in petrol stations.

Office of the ICC Prosecutor welcomes unsealing of arrest warrant on Libya accused of war crimes
The International Criminal Court (ICC) announced yesterday that its Office of the Prosecutor welcomed the unsealing of the arrest warrant for Libyan suspect Saif Suleiman Sneidel. Sneidel is accused of the war crimes of murder, outrages upon personal dignity and torture in eastern Libya in the context of a non-international armed conflict. Mr Sneidel was an officer of Group 50 in the Al-Saiqa Brigade, which participated in an operation launched by the so-called Libyan National Army in Benghazi, known as Operation Dignity, in May 2014. In issuing the arrest warrant in November 2020, the ICC said the Chamber found reasonable grounds to believe that Sneidel participated in three executions where a total of 23 people were murdered. These executions took place on or before 3 June 2016, on or before 19 June 2017, and on or about 17 July 2017, in Benghazi or surrounding areas. The Chamber also concluded that there are reasonable grounds to believe that Sneidel is criminally responsible for torture. The original decision, like the Office's application filed in May 2020, was under seal to maximise arrest opportunities and to minimise risks to an ongoing criminal investigation. For this reason, no details of the application or warrant could be provided until this stage, the ICC explained. The Office of the Prosecutor however requested in July 2025 to unseal the warrant due to changes in circumstances, and to increase prospects for arrest. 'The judges' decision to unseal the warrant improves chances of arrest. The Court can now discuss issues related to possible arrest with States, the UN Security Council, and the international community at large, fostering support and cooperation. We hope to create the momentum for Mr Sneidel's arrest and surrender,' said Deputy Prosecutor Nazhat Shameem Khan. The Office calls on Libyan authorities to execute the arrest warrant, pursuant to United Nations Security Council Resolution 1970 (2011), which referred the Situation in Libya to the ICC. The OTP seeks to work closely with the Registry and the Court's partners to help secure the suspect's arrest. The Sneidel case falls under alleged crimes related to the 2014-2020 operations, demonstrating the Office's commitment to seek accountability for Libyan victims across multiple lines of inquiry. The investigation into Libya follows four key lines of inquiry: the 2011 violence, crimes in detention facilities, crimes related to the 2014-2020 operations, and crimes against migrants. As the Office pledged to the UN Security Council, the Libya situation continues to be a significant priority. On 16 July 2025, another suspect in the Situation in Libya, Mr Khaled Mohamed Ali El Hishri, was arrested by authorities of the Federal Republic of Germany pursuant to an ICC warrant of arrest for crimes in detention facilities. The case against Mr Sneidel is closely connected to that of deceased ICC suspect Mahmoud Mustafa Busayf Al-Werfalli. The Prosecution alleges that Mr Sneidel was a close associate of Mr Al-Werfalli, and had an important leadership role alongside him in the Al-Saiqa Brigade. Prior to his death, Mr Al-Werfalli was the subject of two ICC arrest warrants for eight executions in Benghazi, three of which the Prosecution alleges Mr Sneidel participated in. The Office expresses its gratitude to victims and witnesses for their courage and determination to cooperate with the investigation. 'Our Office remains deeply committed to deliver accountability for victims of atrocities in Libya. Results of our work are because of and for them. With their commitment, and with the cooperation and support of all partners, we can make inroads in fighting impunity in Libya and across all situations,' said Deputy Prosecutor Khan.
