Prosecutor says suspect in Liverpool soccer parade ramming used vehicle as a weapon

LONDON (AP) — The ramming suspect in Liverpool deliberately used his vehicle as a weapon when he plowed his car into a crowd of soccer fans celebrating their team's Premier League championship, a prosecutor said Friday.
Paul Doyle, wearing a black suit, white shirt and gray tie, looked emotional and hung his head during his initial court appearance in Liverpool Magistrates' Court.
Doyle, 53, is charged with dangerous driving and six serious assault charges alleging that he caused or tried to cause grievous bodily harm to the two children and four adults who suffered the worst wounds among the 79 people injured, prosecutor Philip Astbury said.
'He used his vehicle deliberately as a weapon to injure those individuals,' Astbury said.
Doyle, who spoke only to confirm his name, address and birth date, did not enter a plea.
The charges carry a maximum sentence of life in prison if he is convicted.
Doyle's case was transferred to Liverpool Crown Court, where a different judge scheduled an Aug. 14 hearing for him to enter pleas to the charges. His trial date was tentatively scheduled for Nov. 24 and was expected to last three to four weeks.
Doyle's defense lawyer did not ask for bail and he was returned to jail.
District Judge Paul Healey ordered that the victims' names not be published.
The city had been celebrating Liverpool's record-tying 20th title when the Doyle allegedly turned down a street full of fans and joy quickly turned to tragedy. Police said they believed Doyle got past a road block by following an ambulance that was trying to reach a possible heart attack victim.
Videos showed the car hit and toss a person wrapped in a red Liverpool flag into the air and then swerve into a sea of people packed on the side of the road.
At least four people, including a child, had to be freed from beneath the vehicle when it came to a halt.
The victims ranged in age from 9 to 78, police said. Seven people remained hospitalized Thursday.
The suspect was believed to have acted alone and terrorism was not suspected, Merseyside Police said. They have not disclosed an alleged motive for the act.

United cruise over Bournemouth in Premier League US friendly

Manchester United made it two wins out of two with a 4-1 victory over Bournemouth in the Premier League Summer Series pre-season tournament in Chicago on Wednesday. Goals from Rasmus Hojlund, Patrick Dorgu, Amad Diallo and teenager Ethan Williams sealed an encouraging result for Ruben Amorim's side at a rainy, windswept Soldier Field. United, who had opened their tour with a 2-1 victory over West Ham on Saturday, were always in control against the Cherries, taking the lead after just eight minutes through Hojlund. Dorgu curled in an inviting cross from the left flank and Denmark international team-mate Hojlund timed his run and jump to perfection to glance a header past Bournemouth goalkeeper Djordje Petrovic. Dorgu then doubled United's lead in the 25th minute, latching on to a clever, lofted quick free-kick from Mason Mount, muscling his way into the area and sliding a cool finish beneath the advancing Petrovic. Diallo bundled in United's third in the 53rd minute before Amorim made nine changes with 20 minutes to go. Substitute Williams needed just two minutes to make an impact curling a low finish into the bottom corner to put United 4-0 up. The only blemish on United's performance came with an 88th-minute own goal from Matthijs de Ligt. In Wednesday's other Premier League friendly in Chicago, West Ham came from behind to beat former manager David Moyes's Everton 2-1. Idrissa Gueye put Everton 1-0 up after 17 minutes before West Ham recovered to equalise through Brazilian international Lucas Paqueta just before half-time. Germany international Niclas Fullkrug's 64th-minute strike sealed the Hammers' win. The result was another disappointing pre-season setback for Everton, who were soundly beaten 3-0 by Bournemouth on Saturday. "I'm not overly concerned because I don't have the players which I need and what I want," Everton boss Moyes said afterward. "We knew before we came (to the US) we were going to be really up against it. So, it was never going to be us coming here and winning." "At the moment we're not ready to perform well enough in this tournament, and we're not ready to start the Premier League season." The four-team competition concludes in Atlanta on Sunday, with United facing Everton and West Ham taking on Bournemouth. rcw/bb

DWP granted powers to ask banks to monitor certain customers

Labour's new Fraud, Error and Debt Bill sits at the heart of the Department for Work and Pensions' efforts to tackle benefit fraud and will grant fresh powers to the department enabling them to seek information from claimants' bank accounts for various purposes. The Fraud, Error and Recovery Bill is set to take effect from 2026, with the provisions being rolled out to safeguard a total of £1.5billion in taxpayers' money over the subsequent five years, reports WalesOnline. The legislation aims to target benefit fraudsters. READ MORE: New £200 cost-of-living payments arriving in weeks Get breaking news on BirminghamLive WhatsApp, click the link to join These fresh powers have been brought forward as part of a suite of measures Labour claims will constitute the "biggest fraud crackdown in a generation." Further particulars have now emerged regarding the DWP's plans to closely monitor individuals' bank accounts. Under the changes, benefit cheats could face driving bans lasting up to two years if they reject all chances to repay money they owe. Currently under consideration in the House of Lords, additional details about how these powers will operate have been disclosed by Baroness Maeve Sherlock, a minister of state for the DWP. The principal power that will allow the DWP to request banks share financial information with its officials is termed the Eligibility Verification Measure. The DWP will be able to collect information from additional third-party organisations such as airlines to verify whether people are claiming benefits from overseas and potentially breaching eligibility requirements. The financial department will not have direct access to the bank accounts of millions of people receiving means-tested benefits including Universal Credit, Pension Credit and Employment and Support Allowance. The Department for Work and Pensions will flag individuals who may have breached the eligibility criteria for means-tested benefits, such as the £16,000 income threshold for Universal Credit. Should someone be flagged, the department will then examine that claimant to avoid possible overpayments and potential fraud cases. The legislation only permits banks and other financial institutions to share restricted data and prohibits the sharing of transaction data. This means DWP will not be able to see what people are spending money on. A DWP factsheet states: "Any information shared through the Eligibility Verification Measure will not be shared on the presumption or suspicion that anyone is guilty of any offence. "Banks and other financial institutions could receive a penalty for oversharing information, such as transaction information." Baroness Sherlock explains that the information the institution can be asked to share includes details about the account holder, including their name and date of birth. Officials can also request the bank account's sort code and account number, as well as particulars about how the account meets eligibility requirements. Ministers have stated that these new powers are being introduced to verify an individual's eligibility for benefits based on their financial situation. Baroness Sherlock has outlined a "phased approach" over 12 months, initially working with a select few banks. Drawing from the experience of HMRC and the Child Maintenance Service, she estimates that the DWP will issue between 5,000 and 20,000 Direct Deduction Orders annually. A spokesperson for the DWP told The Independent: "Our Fraud, Error and Recovery Bill includes an Eligibility Verification Measure which will require banks to share limited data on claimants who may wrongly be receiving benefits – such as those on Universal Credit with savings over £16,000. "As well as tackling fraud, the new powers will also help us find genuine claim errors sooner, stopping people building up unmanageable debt. "This measure does not give DWP access to any benefit claimants' bank accounts."
